CALL TO ORDER
CHAIR SIROFCHUCK called to order the October 11, 2011 Parks & Recreation regular meeting
at 7:00 p.m.
ROLL CALL
Committee members present were Mike Sirofchuck, Pam Foreman, Jeff Huntley, Patrick
Saltonstall, and Andy Schroeder. Excused were Hans Tschersich, Andy Schroeder. Absent was
Sandra West.
Community Development Department staff present was Bud Cassidy and Martha Barnett (for
Sheila Smith).
A quorum was established.
COMMITTEE MEMBER FOREMAN MOVED to excuse Hans Tschersich and Rick Lindholm.

APPROVAL OF AGENDA
CHAIR SIROFCHUCK stated he'd like to add Item B under new business.
COMMITTEE MEMBER FOREMAN MOVED to approve the agenda as amended.

COMMITTEE MEMBER SCHROEDER MOVED to approve the August 23, 2011 & September 13,

AUDIENCE COMMENTS AND APPEARANCE REQUESTS

OLD BUSINESS

NEW BUSINESS
A) Kodiak Island Borough Project Advisory Committee Meetings
Cassidy gave an update of the PAC and stated the PAC is a citizen's group made up of a diverse
group that's working on revising Title 17 and 18 of the borough code.
COMMITTEE MEMBER SCHROEDER (PAC member also) gave an update of what PAC is doing.
He encouraged everyone to get involved.
B) Letter of Joint Support - City P &R /KIB P &R
Natasha Hayden, City P &R stated she and CHAIR SIROFCHUCK, KIB P &R, co -wrote a letter
regarding joint efforts on our parks & fields. She presented the letter to the City Council and
Borough Assembly but there was zero reaction. She's not sure what steps to take next.

CHAIR SIROFCHUCK said we have a plan at this point; a parks inventory, and Cassidy will try
to get the assembly and mayor to see the need of a parks & fields plan.
Cassidy stated he met with the gentleman from BLM to talk about trails on 17b easements and
we're going to try to get him back.
COMMUNICATIONS
A) Review of Planning & Zoning Case S12 -005 requesting preliminary approval of a
vacation of a 15 -foot portion of the Perenosa Drive Right -Of -Way adjoining Lots 3A, 3B-
1, and 3B -2, Block 1, Kadiak Alaska First Addition, and Lots 18 and 19, Block 2, Trinity
Islands Subdivision, and Lots 2, Block 2 Kadiak Alaska First Addition, to be located on
both sides of a 30 foot remainder Right -Of -Way centered over underground municipal
water and sewer utilities.
Cassidy gave a brief report of the P &Z case that is on the October agenda.
B) October 19, 2011 Planning & Zoning Commission Agenda
Cassidy gave a brief report of the public hearing items.
C) November 16, 2011 Planning & Zoning Commission Agenda
Cassidy gave a brief report of the public hearing items.
REPORTS
The next scheduled Parks & Recreation regular meetings will be on October 18, 2011 and
November 8, 2011 at 7 p.m. in the KIB School District Conference Room.

COMMITTEE MEMBER'S COMMENTS
Patrick Saltonstall stated he attended the Koniag thing and it's going to help our Trails Plan.
Andy Schroeder requested to be excused on October 25th.
Mike Sirofchuck said if anyone here is friends with anyone on the City Council please do a
little lobbying informally for the City P &R /Borough P &R joint efforts for the parks and fields.
