A regular meeting of the Kodiak Workforce Regional Advisory Council was held on Wednesday,
September 28, 2011, at Kodiak Fisheries Research Center. The meeting was called to order at 12:05 p.m.
Council members present were Chairperson Jerome Selby, Trevor Brown, Alma Canete -Hall, Alisha
Drabek, Brian Himelbloom, Jacqueline Madsen, LCDR Dan Jones, Peggy Rauwolf, Lorraine Stewart,
Sonny Vinberg and Brenda Zuwacki. Ex Officio member present was Kodiak Island Borough School
District Superintendent Stewart McDonald. Staff present was Kodiak Island Borough School District
Administrative Assistant Bonnie Baker. Citizens at large included Barry Altenhof and Sheila Roberts.
Council members absent were Robert Banks, Tuck Bonney and Aimee Kniaziowski.
ROLL CALL
Administrative Assistat's Note: Maureen Butler was replaced by Alma Canete -Ball for the Department
of Labor Kodiak Job Center designated seat and CDR Patrick McElligatt was replaced by LCDR Dan
Jones for the United States Coast Guard designated seat.
APPROVAL OF AGENDA
STEWART moved to approve the agenda as presented.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
APPROVAL OF MINUTES
RAUWOLF moved to approve the meeting minutes of April 20, 2011.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS' COMMENTS
None
REPORTS
MCDONALD reported notification from the Alaska Workforce Investment Board (AWIB) was received
to officially recognize the Kodiak Workforce Regional Advisory Council. AWIB approval was made at
their meeting of February 22, 2011, but due to an oversight notification was not sent at that time.
UNFINISHED BUSINESS
A. Workforce Needs Survey Update
MCDONALD reported similarities between the KWRAC workforce needs survey results and YES
(Youth Employability Skills) information published by the Alaska Department of Labor and Workforce
Development. McDonald suggested KWRAC target each identified Kodiak need individually and develop
a comprehensive plan to address that need. The Council directed McDonald to share the survey results
with employers who provided input.

NEW BUSINESS
A. Council Appointment Recommendations to the Borough Assembly
1. Arts and Communications Seat
STEWART moved to appoint Jared Griffin to the Arts and Communications seat.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
B. Career Strands Program Project
MCDONALD explained the State of Alaska Career and Technical Education (CTE) Plan with emphasis
on how career clusters are partnered with industry. McDonald is spearheading the production of a video
to call attention to the many career opportunities in Kodiak. The video will be used to lobby legislation,
accentuate educational career strands, motivate students, and highlight local industries.
C. 5684; Alaska Education Tax Credit— Donation to CTE Programs
Kodiak Island Borough School District CTE Coordinator Barry Altenhof encouraged local businesses to
take advantage of a tax credit opportunity made possible through Senate Bill 84. Donations would support
local career and technical education by funding industry standard equipment, work space, marketing, etc.

COUNCIL MEMBERS' COMMENTS
GRIFFIN expressed gratitude for the opportunity to serve on the Council.
STEWART welcomed Jared Griffin to the Council.
ZAWACKI stated Kodiak Providence Medical Center has many resources to share regarding the health
field.
JONES stated he would be willing to provide resources from the U.S. Coast Guard.
HIMELBLOOM shared that the book, Assessing 21' Cent Skills, published by the National Academy
of Sciences would be a good resource.
CANETE -HALL stated she is the new manager for Kodiak Job Center and replaced Maureen Butler on
the Council.
DRABEK noted components of her experience and expertise that will benefit the Council.
VINBERG stated Koniag, Inc. will need workers for upcoming construction projects.

MCDONALD stressed the importance of local business and industry individuals becoming involved to
sell what they do in order to stimulate student interest.
NEXT MEETING
The next meeting was scheduled to be held on Wednesday, October 26, at 12 p.m., location to be
announced.
ADJOURN
With no objection the meeting was adjourned at 1:26 p.m.
