Committee members present were Mike Sirofchuck, Pam Foreman, Patrick Saltonstall, Andy Schroeder, and Willy Bethea. Ex- officio member present was Casey Janz. Excused were Jeff Huntley, Rick Lindholm, and Sandra West. Absent Ex- officio members were Kevin Murphy, Ian Fulp, Chris Lynch, Peggy Rauwolf, and Norm Wooten. COMMITTEE MEMBER SALTONSTALL MOVED to excuse Jeff Huntley, Sandra West, Hans Tschersich, and Rick Lindholm. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA CHAIR SIROFCHUCK stated he'd like to add Trails Plan Public under Old Business. COMMITTEE MEMBER FOREMAN MOVED to approve the agenda as amended. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER BETHEA MOVED to approve the minutes of May 10, 2011 and May 24, 2011. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were none. OLD BUSINESS A) Trails Plan Discussion of continuing the PSA's and email reminders during the summer of the September 1 comment deadline, setting aside September 13th to go over the submitted comments, and deciding on what kind of trail guide we are looking for. Gilpin will let the committee know if there is any significant movement in the comments. There was consensus to have "Trail Guide" on the next agenda. June 14, 2011 Page 1 of 3 Parks & Recreation Minutes NEW BUSINESS A) Joint Meeting with City Parks and Recreation Board Hayden, City Parks & Rec Committee Chair, stated they've had a lot of discussion of the need for sports fields and playground facilities. We've been trying to find out what land is available specifically close to town. She asked if the borough would be interested in partnering up to explore options. Discussion of the CIP List, doing a Parks & Fields Plan, making the Woody Way field a multi- purpose field, different locations, and partnering in projects. Staff was directed to put the CIP List on the next agenda. COMMITTEE MEMBER SCHROEDER MOVED that the borough parks and recreation committee work with the COK PRAB chairman to draft a letter to the city and borough managers and councils and assemblies requesting their collaboration including holding meetings if necessary on developing the scope and budget for a proposed joint parks and fields plan to develop the scope and budget in time for this year's CIP process. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Ms. Hayden thanked the committee. Cassidy said he can forward some maps to the board because some of the trails are within city limits. COMMUNICATIONS There were none. REPORTS The next Parks & Recreation regular meetings will be on June 28, 2011 and July 12, 2011 at 7:00 p.m. in the KIB Conference Room CHAIR SIROFCHUCK thinks he'll be here for June 28th but he's not sure about July 12th. COMMITTEE MEMBER FOREMAN requested to be excused from the July 26t" meeting due to Relay for Life. There was consensus on deciding at the June 28th meeting whether to cancel the July 26th regular meeting and an August meeting. COMMITTEE MEMBER SALTONSTALL stated he'll be doing archeology on July 26th. AUDIENCE COMMENTS There were none. COMMITTEE MEMBER'S COMMENTS Andy Schroeder said he wants to know what's going on in Otmeloi Park. He also said that we were going to give notice to the land owner's on Perenosa Drive Right -of -Way (where the Christian School is) that they have the right -of -way cleared by July 1s' and that's probably not going to happen. Bob Scholze told him that the landowner's are going to re- June 14, 2011 Page 2 of 3 Parks & Recreation Minutes unite or take another try at vacating that right -of -way so we aren't building the trail on time. Cassidy stated there was a huge oil spill up by Sawmill Circle where someone lost 500 gallons of oil from their just filled oil tank. Patrick Saltonstall said Scholze was talking to him about more land sales and he wants to ensure the committee will have the opportunity to discuss the properties. Mike Sirofchuck thanked the committee for spending so much time on the plan in his absence, and Kevin Murphy is no longer the district ranger for State Parks. Casey Janz asked when the stairway down to Mill Bay Beach is going to be built. Cassidy said that just the permitting is at $60,000 and it's a complicated project because it's on the cusp of State right -of -way, borough land, and DNR tidelands. ADJOURNMENT COMMITTEE MEMBER BETHEA MOVED to adjourn.
