Re: Timber and Land Sale Candidates
Last spring, the Assembly gave staff direction to move forward toward land sale with Borough
properties in two general locations previously considered for land disposal. The first was Raven
Hills Subdivision in the Monashka Bay area. The second has become, through rezone and
subdivision processes, Lake Orbit) Subdivision in Bells Flats (formerly Tract H and a portion of
Tract G, Bells Flats Subdivision). Both of these properties had been previously declared surplus
to the public's need by Resolution No. 2001 -02.
In addition, an environmental assessment has been initiated to determine the nature and extent of
contamination on a tax foreclosed property in Russian Creek Subdivision (Lot 3A, 12181 Gara
Road). Hopefully with that completed at a reasonable cost and the property certified as clean, it
can be offered at land sale to return it to the tax roll.
Other prospective land sale candidates proposed more recently include Chiniak Alaska
Subdivision, where eleven RR2 zoned properties (minimum of 2 acres) were previously sold. A
large remainder tract of approximately 90 acres was left unsubdivided, for which a conceptual
subdivision design was completed in the 1980's for thirty -six additional lots with roads. In
addition, 3 small Borough -owned lots in town on Baranof St. near Main Elementary School (see
accompanying air photo) could be offered if there was interest in expanding the sale portfolio to
include residential lots on public utilities. This would require a determination of surplus to
public need, rezone from Public Use Land to an appropriate residential zoning district, and replat
to consolidate the 3 substandard size lots into 2 conforming lots comprising 7,500 sq. ft. each.
Another potential revenue generator recently proposed is timber harvest on Borough land in
Chiniak adjacent to native -owned land currently being actively logged. KIB Code section
18.70.020 (Negotiated Sales) allows managerial discretion to negotiate, without advertisement of
the limitations, conditions and terms, sale of not more that 250,000 board feet of timber to one
applicant in a I2 -month period. The logging company proposing a sale has made it clear that the
amount of timber required for harvesting to be cost - effective would greatly exceed that amount.
The Timber Cruise and Market Analysis commissioned by the KIB in 1997 estimated 21.3
million board feet on Borough land in this area.

I would like to introduce you to my company A -1 Timber Consultants, Inc. My logging company
is brand new to the Kodiak area but is well known in the state Washington. We are one of a few
Washington companies to achieve Weyerhaeuser Company's highest contractor rating for
sustainable tree harvesting. Since our arrival to Kodiak we have had a significant effect on the
local economy. Our gross annual revenues are projected to top 15 million dollars. This will in
turn generate 8.7 million in payroll and services expenses, 4.5 million in stumpage to Leisnoi
Inc. and an additional 1 million in stevedore services that hire a significant number of villagers
as laborers.
We have a stellar team of timber professionals at A -1 and can accomplish all facets of timber
management. Our foresters can cruise and appraise for timber value, analyzes and plan the
timber harvest, prepare all permits, and accomplish reforestation goals. In some cases they can
also find assistance opportunities to help offset the cost. Our harvesting professionals can
efficiently harvest all areas permitted in accordance with industry standards, state and federal
regulations. Our management and marketing professionals strive to maximize the return to
stumpage value.
In the short time since we have arrived in Kodiak we have noted an opportunity for the Borough
to generate some much needed revenue. The initial estimate of our proposal would net the
Borough between 1.5 and 2 million dollars.
If the Borough has an interest in this opportunity I would be glad to sit down and discuss it in
more detail with you. Because of market variables time is of the essence.

Good morning Bob,
I have not study this really close but my first thoughts of concerned show in the attachment. The attachment
shows the estimated area that could be impacted in the event of a complete failure of Upper Bettinger Dam. In
figure 4 it shows Upper Bettinger, the location of the old wooden Dams that have been removed and you can
see the corner of Horseshoe lake. All of this area is needed to help disperse the water from a complete rapid
failure of the dam. In figure 2 you can see the area of most concern for potential flooding and the impact is
could have on the lower areas of Selief Lane.
Because Upper Bettinger is a Hazard Class 1 dam the City really needs to protect the area downstream from the
Dam from development. Looking at the concept area this would eliminate most of the lower flat area within the
City limit boundary. The areas that are well above the possible flood area and far enough away from Upper
Bettinger to protect the surrounding watershed could be developed. 1 think access into the area from Maple
would not be a good idea because of the flood area. The area closer to the end by Beaver Lake then loop around
to Von Scheele I think would be more suitable from a watershed management perspective.
I did not look at a topographical map but the terrain raises so quickly in the area of the possible routing that
utility service for water could be extremely challenging and require a whole new approach in order to service.
The size of the sewer system downstream from this location would need to be evaluated very carefully but my
first thought is the line sizes downstream could not handle the additional growth without upgrading or installing
a new wastewater interceptor line almost to the WWII).
Basically from a water and sewer extension it would require some extensive engineering evaluation to
determine wastewater capacity downstream and water system challenges to supply at the higher elevations.
I hope this did not come across to negative but a lot of issues would need to be evaluated before utility service
could be expanded.
