Pickled Willys is seeking a similar use determination in accordance with
Kodiak Island Borough(KIB) Code Section 17.03.090 A, allowing a small
scale seafood secondary processing and retail facility at 328 Shelikof Street
(Lot 17, Block 3, New Kodiak Subdivision). This will include a retail
counter selling pickled seafood products, smoked seafood and frozen crab
tails. Wholesale products will be taken to Fed -ex for shipping. The
`processing' portion of the facility will utilize fish products that have
undergone primary processing by other local seafood canneries. Pickled
Willys will not be involved in primary processing that is normally associated
with canneries in Kodiak. We will receive fillets that are ready to be
flavored, salted, smoked, pickled, and packaged. Because of this there will
be very little biological waste.
Pickled Willys is owned by long time resident Bill Alwert and his two
nieces. Pickled Willys has been working closely with Dr. Quentin Fong and
the Fishery Industrial Technology Center (FITC) to develop and market their
product. Seafood pickling and smoking will also be available for custom
markets. Pickled Willys will open with 2 employee positions and will
occupy approximately 1,000 square feet of the building at 328 Shelikof.
With the growth of the company we anticipate adding 1 or more extra
employees seasonally.
The delivery of raw product will be minimal and be made with a normal
sized pickup truck. Products leaving the facility will be taken out the same
way. The smoke produced is a small volume and equivalent to that of a
residential wood stove. The smoking equipment is relatively quiet and has
been used in this facility before without complaints. The pickled products
are package by hand. The process requires primary processing to be done
off location by a different local facility. Because of this, the amount of
refuse created by Pickled Willys will be minimal. The majority of which
will be paper. The normal operation of the facility will use water primarily
for cleanup with 100 -150 gallons used in the actual operation.
Pickled Willys will employ 2 to 3 individuals so the amount of parking
required for the operation will be minimal compared to the 11 parking spots

allocated to the property. We will make every effort to car pool when
possible.
A similar use determination was approved for this address in 2006. Pickled
Willys use of this property, similar in character and impact as other land
uses in the district, will be consistent with permitted uses of the B- Business
Zoning District. It will be an improvement to the property's recent vacancy
of the facility. With minimal emissions of wood smoke and relatively quiet
operation, this land will not be offensive or detrimental to the welfare of the
community and should not have a negative impact on the neighbors. With
the introduction of a new product we hope to bring a significant increase to
the retail industry of Kodiak Borough.

Re: Request a Similar Use Determination, in accordance with KIB Code Section 17.03.090,
to allow a small scale fish and meat smoking use in the B- Business zone as a use similar
in character and impact to a permitted retail use.
Dear Mr. Wing:
It has been determined that the request referenced above has been granted.
Findings of fact in support of this decision are as follows:
[1] As it applies to this business, at this location, custom seafood / meat processing is similar
in character and impact to other land uses specifically permitted in the B -- Business
Zoning District.
[2] As described in the application, the uses are small in scale and light in intensity, and
intended to be incidental and subsidiary to the retail use of the property.
[3] As described in the proposal, the custom seafood / meat processing on a small scale
should not result in negative impacts on neighboring properties.
Condition of approval in support of this decision is as follows:
[1] Specifications in the letter of application as conditions for the Similar Use permit, and
any deviation from that would require re- application to the Planning & Zoning
Commission.
An appeal of this decision may be initiated by; 1) the applicant, or 2) any person who was sent a
written notice or submitted timely written comments, by filing a written notice of appeal to the
Borough Clerk within ten (10) working days of the date of this decision. The notice of appeal
must state the specific grounds for the appeal and the relief sought by the appellant, and be
accompanied by the appropriate appeal fee. Therefore, the decision will not be final and
effective until ten (10) working days following the decision.
