Approval of Minutes: February 10, 2011 Work Session moved by Chaz, 2n by Darlene
Public Comments: Randy Spivey talked about the need for dust control and asked that it be
added to the budget in an amount of $500 to $1,000.00.
Jodi Spivey also stated the need for dust control and asked that a quote be obtained. The board
agreed to look into it and get a quote from Kevin Arndt, TC Enterprises.
New Business:
Budget Proposal for FY 2012 — Moved by Chaz and 2 " by Darlene, Motion passed.
Personnel Services $500.
Snow Removal /Sanding $18,000.
Repairs & Maintenance $25,000.
Grading/Ditching $3,000.
Support Goods & Services $ 350
Contingencies $4000
Total $50,850.
Date for Spring Walk- About: — May 14, 2011 at 10:00 a.m. meet at top of Mt. View to start
walk around.
Recruitment of Board Members: Tom Lance has applied for Board name has gone to Borough
Assembly.
Setting Objectives for FY2012:
Major Objective ask to have Marmot put on STIP List to dig up stumps and logs and replace
with proper fill. Dig Test Holes & on Ridge Circle - remove stumps and logs form road bed and
replace with proper fill
Objectives:
• Clean out Mountain View Culvert (mail box culvert)
• Improve Island Circle cul -de -sac
• Letter to owner to repair or clean out culvert 1604 Three Sisters
• Add culverts Three Sister's (St. Denny, McNeil, Murray and Thummel)
• 1637 Three Sisters needs culvert
• 1660 Three Sisters needs culvert and crown driveway to stop road erosion
• Fix sign on Spruce Circle
• 1855 Three Sisters - dig out upper culvert and build up road so water does not drain from
driveway onto road , need to channel into ditch
• Island Circle Log House must have Culvert across driveway.
• 1879 Marmot needs newspaper receptacle removed from drainage ditch
• Identify up- welling springs on Three Sisters and drain pipe for seepage

Program Description:
Monashka Bay Road Service District is responsible for the road maintenance in the service area.
Goal:
To maintain, repair, and provide snow removal for roads in the Monashka Bay Road Service
Area.
Objectives for 2012 FY
Major Objective ask to have Marmot put on Stip List to dig up stumps and logs and replace with
proper fill.
• Dig Test Holes
• Ridge Circle - remove stumps and logs form road bed and replace with proper fill

Program Description:
Monashka Bay Road Service District is responsible for the road maintenance in the
service area.
Goal:
To maintain, repair, and provide snow removal for roads in the Monashka Bay Road
Service Area.
Public Comments: Patti Hendrix - 2156 Monashka Way - would like to see a guard rail at
her corner of Monashka Way and Three Sisters, around pond corner. She is willing to give
MBRSD /Borough permission to place guard rail on her property, as roadway encroaches on her
property. She was concerned about the potholes at the top of Three Sisters.
Tom Lance - 1338 Mountain View Dr. - Thanked the Board for their dedication to serving the
MBRSD. lie offered to apply to serve on the board.
New Business:

3. Report on Objectives for FY2011
A. Repair infrastructure damage from October flood on Three Sisters.
• Add 12 inches of gravel to Y area
• replace pond to pond culvert
• remove lower culverts and add new higher culvert /Fred's to Darlene's ditches
• add more barrier rock around ditch line
B. Ditch top of Mt. View in front of O'Donnell house.
C. Add culvert across Forest Dr at Dano's driveway.
D. Work on pot -hole ally on Three Sisters and Marmot, add fill and crown road.
E. Add four culverts Three Sister's (St. Denny, McNeil, Murray and Thummel).
FY11 Accomplishments: Objectives A, was met in part: 10 inches of gravel was added to Y area
at the bottom of Three sisters, the pond to pond culvert was replaced with one large culvert. The
lower two culverts crossing Three Sisters were not removed. Barrier rock was added to reinforce
areas around the culvert mouth to reduce erosion.
Objective B was met; Objective C was met; Objective D was not met.: Objective E was not met.
Additional work done as identified in Spring Walk- around: The turnaround at the end of Devils
Prong was widened and stumps removed to allow the road grader to turnaround and aid in snow
removal. The culvert under Corrine Farrer's driveway was replaced due to high water erosion
eating away road bed under culvert.
The Fill was added to the "S" Curves on Three Sisters as the road was down to bedrock and
could not be graded.
A culvert extension was added to first the Devils Prong culvert to stop road way erosion due to
high water volume.
Barrier Rocks were added around the bottom curve on Three Sisters
Ditching was done district wide.
Mt. View - soft shoulder upper near ditch was dug out and re- packed with rock.
Ditch from St.Denny to pond so water does not drain into 2046 yard.
Recruitment of Board Members: Tom Lance said he would apply for Board.

Public Comments:
Patti Hendrix talked about the need to clean out pond because water is backing up and killing
trees. It looks like the sediment from run -off is out of control and the barrier to the beach needs
to be opened up. She does not mind having a pond, but it needs to be cared for. Chaz and Darlene
gave Patti the history of the "Pond" issues and the need to have the home owners come together
to work on the issue. The MBRSD will help in any way they can. Tom Lance related he would
help too, as he has a background in wetlands management.
Board Comments:
Chaz - would like to see the home owners who need culverts offered a deal - they pay for the
culvert, and the Service District will have it installed. This would be for one culvert only.
Darlene - Wants the Borough to require all new construction to place culverts at driveway access
points.
