CLERK'S OFFICE j February 22, 2011 7 p.m. in the KIB Conference Room CALL TO ORDER VICE CHAIR SALTONSTALL called to order the February 22, 2011 Parks & Recreation meeting at 7 p.m. ROLL CALL Mike Sirofchuck, Hans Tschersich, and Pam Foreman requested to be excused. Committee members present were Jeff Huntley, Patrick Saltonstall, Andy Schroeder (arrived 7:04 p.m.), Rick Lindholm, Sandra West, and Willy Bethea. Ex Officio members present was Casey Janz. A quorum was established. COMMITTEE MEMBER BETHEA MOVED to excuse Mike Sirofchuck, Hans Tschersich, and Pam Foreman. Community Development Department staff present was Bud Cassidy and Sheila Smith. APPROVAL OF AGENDA COMMITTEE MEMBER HUNTLEY MOVED to approve the agenda. VOICE VOTE CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS Andy Schroeder arrived at 7:04 p.m. COMMITTEE MEMBER HUNTLEY MOVED to approve the February 8, 2011 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS Nancy Wells who represents the Kodiak Early Childhood Coalition gave everyone a brochure and stated this is the Best Beginnings Project. She came to give the committee information about their project stating one of the results from their assessment needs assessment done last year identified that they need a weatherproof and safe toddler /young child playground in Kodiak. There is no safe weatherproof building or playground for toddlers or young children. Outdoor playgrounds don't work well for toddlers and pre- school kids with the rain and winds. They will be addressing finding a mechanism to provide a playground that is safe and secure. A lot of different agencies involved are addressing different things that have to do with the quality of life for families and children under the age of 8 in Kodiak. She hopes in the future she will be back to tell where they are going and they're looking at funding. They had hoped that Rural Cap would be pursuing a new building for Head Start. There isn't any movement on this yet but we are hoping to do some grant writing around planning and we're talking to other agencies. Best Beginnings is P &R Minutes Page 1 of 3 2/22/2011 supported with grant funds through the Legislature, but it's basically for community partnership and networking. Brief discussion. OLD BUSINESS A) Trails Plan Cassidy stated he's had conversations with Gilpin and he feels it's time to get a draft out. You do have another chapter to look at which is in your packet tonight. Cassidy let Gilpin know that we take time to read the information so if you have comments get them to Sheila or bring them to your next meeting. VICE CHAIR SALTONSTALL told staff to make sure that Sirofchuck, Tschersich, and Foreman are emailed the packet. During discussion an error was pointed out that in Table 2 - there are no trails from Saltery Cove to Woodland Drive. COMMITTEE MEMBER WEST asked why there is a gap in the urban trails map between Mission Road and Spruce Cape Road. B) Mill Bay Beach Stairs Cassidy said we're moving forward on the Mill Bay Beach stairs. We have a term contract with an engineering firm so we don't have to put out an RFP. We have a grant that expires the end of the fiscal year that is about $40,000, and matching that is for Island Lake's Trails so it fits in well with one of the Assembly's Strategic Plan's goals is to provide access to Mill Bay Beach. Most of the parking lot is in the state right -of -way. The borough owns a small piece of the land and the coastline belongs to the State of Alaska so they'll be dealing with 3 entities in getting permits, access. They'll probably have to get a State of Alaska Tideland permit and a Corp of Engineers permit. These are ADA stairs, and it will probably be $60,000 or $70,000 just for the engineering, permitting, and possibly the construction. Most of that will be paid for by that grant and we'll probably pull money out of the Parks & Rec maintenance budget for the rest. Discussion of stairs vs. walking ramp. NEW BUSINESS A) Training for Volunteers Cassidy stated we're working with West and Schroeder getting the bike trail from here to Deadman's Curve. The Assembly is going to Juneau in March and they'll be showing a poster on the bike path because it's rated high on the CIP List. The desire is to get in to clear vegetation and the state requires an insurance certificate from the borough. It went to our insurance company and their concern is that any volunteers out there have some minimal training on personal protection gear and how to use the equipment. COMMITTEE MEMBER SCHROEDER said that Island Trails Network can provide some training and he would prefer it to be part of the day's volunteer work session. COMMUNICATIONS There were no communications. Cassidy stated he won't be here on March 22nd and he'll have Dvorak fill in for him. AUDIENCE COMMENTS There were no audience comments.
