02/16/2011 Regular Meeting I r � ; ? h Kodiak Workforce Regional Advisory Council - MAR 2 4 2011 Regular Meeting February 16, 2011 rf A regular meeting of the Kodiak Workforce Regional Advisory Council was held on Wednesday, February 16, 2011, in the Kodiak Fisheries Research Center Main Conference Room. The meeting was called to order at 12:10 p.m. Council members present were Chairperson Jerome Selby, Robert Banks, Trevor Brown, Maureen Butler, Marjorie DeGreef, Brian Himelbloom, Aimee Kniaziowski, Jacqueline Madsen, CDR Patrick McElligatt, and Lorraine Stewart. Ex officio present was Kodiak Island Borough School District Superintendent Stewart McDonald. Staff present was Jessica Kilborn, Assistant Borough Clerk. Council members Peggy Rauwolf and Sonny Vinberg were absent. Assistant Clerk's note: Sheila Roberts and Jeff Stephan were in attendance as applicants for the KWRAC designated business groups. Fishery Industrial Technology Center Alternate Representative Quentin Fong was also in attendance. APPROVAL OF AGENDA With no objections, the agenda was approved as presented. APPROVAL OF MINUTES STEWART moved to approve the meeting minutes of December 1, 2010. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. CITIZENS' COMMENTS None. REPORTS A. Brian Himelbloom re WWAMI Seminar Opportunities Himelbloom reported on the Alaska Premed Summit scheduled for Saturday, March 19, 2011, at the Fishery Industrial Technology Center. The summit would assist in the preparation for medical school applicants. The summit was being presented by WWAMI — Alaska's Medical School and UAA University Honors College. McDonald spoke on the future high school curriculum program that would work in conjunction with the medical services education, similar to the Future Teachers of America program. The Kodiak College (KOC) and UAA would be included when determining curriculum and space KWRAC Minutes February 16, 2011 Page 2 needs for the new design of the high school to provide concurrent education for those interested in pursuing the medical profession. Banks encouraged Kodiak High School counselors to attend the summit in order to assist students that may be interested in entering the medical profession. Butler spoke on the Work Keys assessment available through the Job Center for the various employers in Kodiak. The assessments were used to determine workforce needs and to measure the full spectrum of skills of potential employees. UNFINISHED BUSINESS A. Survey Update McDonald provided an update on the finished survey and preliminary responses from recipients. The survey would be emailed to selected recipients. The survey committee would work on finalizing the survey. NEW BUSINESS A. Correspondence from Alaska Workforce Investment Board McDonald spoke on the letter that the Kodiak Island Borough received reporting that the Alaska Workforce Investment Board (AWIB) had not established the KWRAC as a region to date. He was assured by Department of Labor representative, Jeff Selvy, that the lack of region establishment was due to state -wide needs and redistricting due to the recent election and that the issue would be resolved soon. Once key members were able to sit down and discuss the regional needs recognition would be given to KWRAC, potentially within the next few months. B. Discussion Regarding the Fishery Industrial Technology Center Himelbloom reported that the University of Alaska was evaluating the future needs and direction of the Fishery Industrial Technology Center (FITC). Focus would be directed at educating the community of the opportunities that were available through FITC. Quentin Fong spoke on behalf of FITC and spoke on the services that FITC provides and possible future programs that would benefit those in the Kodiak workforce. Mr. Stephan spoke on the FITC Policy Council's interaction with FITC's workforce development. The University of Alaska would be looking at FITC's purpose, needs, how the purposes and needs could be met, and how to strengthen the services of and the support for FITC. CITIZENS' COMMENTS Kodiak College Director Barbara Bolson (via teleconference) spoke to the Memorandum of Understanding with the school district to share welding space for high school and college students. She asked if KWRAC would be willing to write a letter of endorsement to secure funding for additional space for the Kodiak College. McDonald spoke on the matter stating that KWRAC Minutes February 16, 2011 Page 3 to date the program was successful and that welding shop times were full. It was determined that the requested letter of support would need to come from the City of Kodiak, Kodiak Island Borough, and KIBSD. It was proposed that Bolson come back to the council with a draft letter. Stewart spoke on the industry needs and the current capacity of the shop, as well as needs for an alternative space for adult students. Selby asked for additional material to be provided for discussion at the next KWRAC meeting. COUNCIL MEMBER COMMENTS Butler supported the efforts of KOC for the additional class space. McElligatt reported on the senior work program and would provide program information to the council at a later date. NEXT MEETING The next meeting was scheduled on March 23, 2011, at 12 p.m. at the Fishery Industrial Technology Center.
