Regular Meeting
November 5, 2010
A regular meeting of the Kodiak Workforce Regional Advisory Council was held on Friday, November 5,
2010, in the Koniag Building Conference Room. The meeting was called to order at 12:10 p.m.
Present were Borough Mayor Jerome Selby, Council members Maureen Butler, Brian Himelbloom,
Aimee Kniaziowski, Peggy Rauwolf, and Lorraine Stewart. Ex Officio member present was Kodiak
Island Borough School District Superintendent Stewart McDonald. Staff members present were Borough
Assistant Clerk Jessica Kilbom and Kodiak Island Borough School District Administrative Assistant
Bonnie Baker. Citizens at large included Sheila Roberts and Sam Friedman.
Council members Trevor Brown and Charlie Powers were absent. Economic Development Specialist Josh
Bell attended the meeting as the Kodiak Chamber of Commerce representative in place of Council
member Brown.
Administrative Assistant's note: Robert Bank, Marjorie DeGreef, and Sonny Vinberg were in attendance
as applicants for the KWRAC designated business groups.

CITIZENS' COMMENTS
Sheila Roberts stated this meeting was a historical event and a proud moment for all as the formation of
this council had been a work in progress for ten to fifteen years.
Sam Fried of the Kodiak Daily Mirror introduced himself and stated he was present to witness the event.

A. Election of Officers
Mayor Selby declared a quorum of the appointed members present and postponed the election of officers
until the remaining seats were filled.
B. Council Appointment Recommendations to Borough Assembly
RAUWOLF moved to appoint Sonny Vinberg to the Architecture, Construction, and Engineering seat;
Marjorie DeGreef to the Health and Sports Fitness seat; and Robert Bank to the Business Management
and IT scat.

C. Review Alaska Career and Technical Education Plan and Alaska Employability Standards
I. Identify Careers for Workforce Needs

III. Discuss KWRAC Participation in KI-IS Design to Collaborate with Education Plan
Administrative Assistant's note: Copies of the Alaska Career and Technical Education Plan and the
Alaska Employability Standards were distributed to all members present.
1. Superintendent Stewart McDonald stated once KWRAC identified the skills needed for the
Kodiak workforce, an education plan would be developed to meet the needs based on goals set by
KWRAC.
II. It was collectively determined that specific technical skills and abilities needed for the Kodiak
workforce should be identified as well as statewide needs. Council members concurred that the
Chamber of Commerce would supply a list of local businesses; Stewart McDonald, Lorraine
Stewart, and Maureen Butler would develop an on -line survey to target the businesses with
multiple employees; and all Council members could help with follow up telephone calls and
personal visits to employers. A draft of the survey would be sent to all Council members prior to
releasing it and the survey would be announced in the Chamber of Commerce newsletter.
111. It was determined that KWRAC members would play an active role during the architect's public
feedback process to keep the design of Kodiak High School close to the educational needs.
