01/11/2011 Regular Meeting KODIAK ISLAND BOROUGH �� — PARKS & RECREATION COMMITTEE r I ���111 MINUTES IL k: FEB 1 0 2011 �� I - - ---I .. i..n ' c y January 11, 2011 7 p.m. in the(KIB,Conference:Room nr bI •.,� r { CALL TO ORDER CHAIR SIROFCHUCK called to order the January 11, 2011 Parks & Recreation regular meeting at 7 p.m. ROLL CALL Committee members present were Mike Sirofchuck, Pam Foreman (arrived 7:10 p.m.), Hans Tschersich (arrived 7:04 p.m.), Jeff Huntley, Patrick Saltonstall, Andy Schroeder, Rick Lindholm, Willy Bethea, and Casey Janz (Ex- officio). A quorum was established. Community Development Department staff present was Bud Cassidy and Sheila Smith. APPROVAL OF AGENDA CHAIR SIROFCHUCK said he would like to add an agenda item under Reports - Summary of the Rotary meeting presentation. COMMITTEE MEMBER SALTONSTALL MOVED to approve the agenda as amended. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY COMMITTEE MEMBER TSCHERSICH arrived at 7:04 p.m. MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER SALTONSTALL MOVED to approve the minutes of November 23, 2010, December 14, 2010, and December 28, 2010. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were none. OLD BUSINESS A) Trails Plan Cassidy stated this is a program recommendation discussion paper that Joe Gilpin put together based on comments from last month's meeting. Also included is some courtesy & etiquette tenets that different trail groups have used. Dvorak took a digital picture of the white board and sent it to Gilpin and he provided you with similar information for you to review to see if it's what you want. COMMITTEE MEMBER SALTONSTALL felt we need to emphasize the item of responsible use will get you more access. We had decided that we want to go with the carrot, not the stick. CHAIR SIROFCHUCK stated that could be a short introduction to a chapter if the goal is responsible use which increases or maintains access. Sirofchuck stated he doesn't see our strategies for conflicts and what to do in Gilpin's material, and we need to have something in the document that says something like if you have a problem with a user or a situation here are some suggested steps because eventually they will be coming to us. It was the consensus to take 2 weeks to digest the information and come back with suggestions. Parks & Recreation Meeting Minutes Page 1 of 4 January 19, 2011 CHAIR SIROFCHUCK suggested the committee email their ideas or comments to Smith to be included in the packet. It would be nice to have some concrete information in it. Discussion regarding the need to emphasize responsible use will gain you more access, being on our own as far as other agencies willing to assist and working towards voluntary education and etiquette, enforcement issues and backup for enforcement issues, deal with conflict areas as they arise and then try to come up with a plan like the Rules of the Lake on a trail by trail basis, signage, possible land sale at Russian Ridge and the Recreational Amenities Ordinance. Cassidy stated he will have Gilpin add the comments made tonight, and he'll email the committee a refreshed version. Pam Foreman arrived at 7:10 p.m. It was the consensus to hold bi- annual reviews (community trail summits) in April & November for trail issues, and to include this in the plan. VICE CHAIR FOREMAN asked Cassidy where are we at with the Recreational Amenities Ordinance and when would be an appropriate spot for this group to make some recommendations to Planning & Zoning about that specific issue, Cassidy said it is just starting, they have had 1 meeting and that drafted ordinance is part of the discussion and will be included in what comes out of that depending on where that discussion goes. Cassidy said the opportunity now is to identify those trails so that when they do something like that you can incorporate them any subdivision design. Discussion of getting the Trails Plan done before getting into the code revisions, recommendations of this plan be the Russian Ridge area be preserved as a park and trail area. Committee consensus to have staff to communicate to the Assembly their concerns that there not be any development in that area without the committee participating. Cassidy stated Russian Ridge is a candidate site. The Comp Plan identified this area as the special study area. It's classified that because there are a lot of concerns up there and trails are a large part of it. B) Review of the Rules of the Lake - Summer & Winter CHAIR SIROFCHUCK said Barbara Williams called him and sent an email after the tragedy of Kerry Felton saying that she felt the summer rules are working well, and she didn't mention anything about the winter rules and no complaints. She also asked about ice safety and should the borough be posting signs. Brief discussion. Staff was directed to send out the Winter Rules letters to the residents around Island Lake and publish it in the newspaper. Cassidy stated that Jack Maker is working with the city because the Trooper's won't do anything regarding safety on the ice. The committee had consensus that signs regarding safety issues of the ice should be posted. Committee consensus to add an item F to the Winter Rules of the Lake saying Use caution - ice conditions are always changing. NEW BUSINESS A) Election of Officers COMMITTEE MEMBER HUNTLEY MOVED to open nominations for Chair. VOICE VOTE CARRIED UNANIMOUSLY Pam Foreman nominated Mike Sirofchuck. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY ROLL CALL VOTE CARRIED UNANIMOUSLY - Patrick Saltonstall, Vice Chair B) Discussion of a Possible Park at Beaver Lake COMMITTEE MEMBER BETHEA stated boulders have been put up so the road is closed off at Beaver Lake now. It is a gorgeous area and would make a great park, maybe put a little dock there, some playground equipment, and a picnic area. There are good bike and hiking trails there. Cassidy stated it's zoned Public Use but we're trying to get away from playground equipment and such because of maintenance issues. In the past we put Womens Bay parks on the CIP List and that may be the best way to do it so it goes to P &Z first. CHAIR SIROFCHUCK said we could also umbrella it under Russian Ridge in the Trails Plan. Brief discussion. COMMUNICATIONS There were no communications. REPORTS A) Meeting Schedule: • January 25, 2011Parks & Recreation Committee meeting at 7:00 p.m. in the KIB Conference Room • February 8, 2011Parks & Recreation Committee meeting at 7:00 p.m. in the KIB Conference Room CHAIR SIROFCHUCK said he will not be in town for these meetings including February 22nd and requested to be excused. He might be back for the March 8th meeting. B) Summary of the Rotary Meeting Presentation CHAIR SIROFCHUCK stated he gave a presentation at the Rotary luncheon to about 30 people. He was asked to talk about urban trails so he showed some the Alta PowerPoint presentation. He talked about the history of the committee, history of the plan, objectives from the plan, and he put the website up and asked for their input. He'd taken the urban trails map and said we're trying to find shortcuts through neighborhoods and so on. Several people stayed after to mark trails on the map. A lot were cul -de -sac types of things and Sirofchuck said the property owners didn't mind at this time so he talked about how important it is to identify those now because there are avenues for land owners to be released from liability. He also said Michelle Weekly, Mary Anne Hickey, and another woman did 60 hikes in a year which they mapped out and there were a bunch of in town trails so maybe we should contact her. AUDIENCE COMMENTS There were no audience comments. Parks & Recreation Meeting Minutes Page 3 of 4 January 19, 2011 COMMITTEE MEMBER'S COMMENTS Jeff Huntley congratulated the new heads of office. Willy Bethea congratulated Mike Sirofchuck and Patrick Saltonstall also. Hans Tschersich said on KMXT he hears public meeting announcements and he thinks we should let them know about our meetings and that the public is invited and it might bring public participation to our meetings. Patrick Saltonstall said he saw the articles in the paper regarding the land auctions on Amook Island and that there was land going up for auction in the borough and he'd like to know about that. Bud Cassidy said it is undetermined land. Mike Sirofchuck asked if that would come to the committee for review. Cassidy said yes, if it's a new parcel that's subdivided it has to go to the commission. The land sale doesn't necessarily have to go to you. It doesn't always, it may have to always go to P &Z. Sirofchuck congratulated Saltonstall. ADJOURNMENT COMMITTEE MEMBER BETHEA MOVED to adjourn. VOICE VOTE CARRIED UNANIMOUSLY.
