COMMITTEE MEMBERS present were Mike Sirofchuck, Pam Foreman (arrived 7:05 p.m.), Hans Tschersich, Jeff Huntley, Patrick Saltonstall, Rick Lindholm, Sandra West, and Willy Bethea. Excused was Andy Schroeder. Community Development Department staff present was Duane Dvorak and Sheila Smith. COMMITTEE MEMBER HUNTLEY MOVED to excuse COMMITTEE MEMBER SCHROEDER. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA COMMITTEE MEMBER HUNTLEY MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER BETHEA MOVED to approve the November 9, 2010 minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were no audience comments and appearance requests. OLD BUSINESS A) Trails Plan 1. Discussion of how to handle the issue of motorized vehicles impacts in the plan. Pam Foreman arrived 7:05 p.m. Dvorak stated he participated in the conference call referred to in the email from Joe Gilpin. The committee needs to decide what you want to send forward as far as plan guidance recommendations to the Assembly. The conference call involved DNR, F &G, BLM, Fish & Wildlife Service, local Soil & Water Conservation District, Department of Public Safety (Troopers), and Corp of Engineers, and the purpose was to determine to the extent if the plan wanted to get into management policies that might include trying to work with land owners, and to enact policies from the plan in the field. Where can we find partners, how far will these agencies be willing to go to implement policies? Dvorak thinks what Gilpin is referring to is about motorized uses and there are probably 3 areas: potential conflict on multi -use trails, trail damage, and promoting responsible use are areas that have been discussed with regard to motorized uses. It looks like Gilpin is suggesting 2 out of 3 is the best you are going to do. The other agencies didn't show a willingness to partner up or to address this issue. There was some initiative by the State Troopers to enforce some trail related laws but they are backing off of because they are un- enforceable or they don't have the manpower. Gilpin recommended to accentuate the things where it's likely the community will accept and that the borough can actually do without getting into the land ownership business. Work P &R Minutes Page 1 of 3 12/28/2010 on promoting responsible use and education, and mitigating damage. There are community groups stepping up to address some of those issues. Dvorak addressed Stacy Studebaker's communication identifying where some of the trail user conflicts may be occurring. CHAIR SIROFCHUCK stated the communication actually came from the Audubon Society Board. During discussion there was consensus that instead of pointing fingers, it is an etiquette issue that needs to be emphasized and part of the plan will help to accomplish hardening of trails where appropriate, dealing with improvements, and creating easements. This Trails Plan should help funnel some of the traffic onto the easements rather than across private property. If there are going to be rules there needs to be enforcement for those rules. They were in consensus about education also. The committee brainstormed and came up with a list (similar to the Rules of the Lake) of Trail Etiquette, Education, and Strategy ideas. Smith will type them up, email them to the members, and include in the January 11th packet. COMMITTEE MEMBER WEST said an official letter from the borough staff to the Coast Guard would be more effective which should be sent to each command. CHAIR SIROFCHUCK asked about updating the Lester Lightfoot brochures. Dvorak said he doesn't know where the grant program is right now. NEW BUSINESS There was no new business COMMUNICATIONS There was no communications REPORTS The next Parks & Recreation Committee meetings will be on January 11, 2011 at 7:00 p.m. in the KIB Conference Room and January 25, 2011 at 7:00 p.m. in the RIB Conference Room. CHAIR SIROFCHUCK said he'll be here at the January 11th meeting but not January 25th. AUDIENCE COMMENTS There were no audience comments COMMITTEE MEMBER'S COMMENTS Hans Tschersich said he just skied on Island Lake and it is a 4 wheelers paradise and as a skier you can't go out of the periphery but they don't respect that very much. There is also a wide open area on the lake at the narrow point. He talked about kids riding on the lake at night when it's dark. Mike Sirofchuck asked when you see this problem and we do have the rules of the lake and they aren't supposed to ride along the shore who does someone contact to bring it to the borough's attention? Dvorak said probably Bud Cassidy or someone in our department. We could send out a form letter reminding them of the rules of the lake, safety concerns, and they are responsible for their kids. Discussion of rules of the lake, and staff was directed to bring them back for review. Jack Maker can check to see if the signs are still up. Pam Foreman said the Police Department and Troopers occasionally do PSA's about being careful, there are open spots on the ice, maybe we should make them aware of the one spot on Island Lake. Foreman asked Dvorak to talk to Kamai or the troopers. Hans Tschersich stated he will be at the January 11th meeting now. P &R Minutes Page 2 of 3 12/28/2010 Sandra West said there is quite a bit of activity on Mission Lake as well- motorized and non - motorized but the motorized dominates. She suggested instead of days and areas of use, if they kept the perimeter clear and access one place. Pam Foreman said we established a place for skiing and some for skating and some for 4 wheelers. Willy Bethea said recently the city blocked of the access to Beaver Lake on Selief with boulders where you can park. It is a gorgeous area that would make a fantastic park. We could make that a really nice park. Mike Sirofchuck directed staff to put this on the January 11 agenda. He also thanked the committee and feels they came up with some good topics tonight.
