The meeting was called to order at 5:45 p.m. Present were Borough Mayor Jerome Selby, City Mayor Carolyn Floyd, Board members Murat Balaban, Barbara Bolson, Robert Foy, Steve Honnold, Stewart McDonald, and Gary Wheeler. Ex Officio members present were Borough Manager Rick Gifford, City Manager Amy Kniaziowski, and Kodiak Fisheries Advisory Council Liaison Matt Moir. Staff member present was Assistant Clerk Jessica Kilborn. Board members absent were Sven Haakanson and Stephen Raney. APPROVAL OF AGENDA FLOYD moved to approve the agenda as submitted. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES A. Regular Meeting minutes of May 11, 2009. HONNOLD moved to approve the regular meeting minutes of May 11, 2009. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. CITIZENS' COMMENTS Don Roberts spoke in opposition of processors receiving harvester shares. REPORTS Board member Balaban spoke on the following items: • Alaska Fisheries Research Needs meeting held in May 2009. • Development of a continuum of education programs originating from Alaska. • The Seafood Science and Technology of the Americas National Summit meeting and addressed national interaction and funding possibilities for seafood science in Alaska. Board member Bolson spoke on the need to promote student participation and educational needs for the fishing industry. Board member Wheeler spoke on the following items: • Kodiak High School (KHS) student interns worked for the Wildlife Refuge and Visitors Center throughout the summer. • KHS student intern field work including a trail improvement project between Larsen Bay and Karluk. • Visit from Tom Strickland, Assistant Secretary of the Department of the Interior. Kodiak Island Borough Fisheries and Oceanic Research Board Minutes November 2, 2009 Page 1 Board member Honnold spoke on various proposals submitted by the Alaska Department of Fish and Game (ADF &G), relating to research projects and salmon fishery issues for the Kodiak area. Board member Foy spoke on the following items: • Proposals submitted by the National Oceanic and Atmospheric Administration (NOAA) to fund interests in areas of production, habitat, and biochemical analysis for local marine species. • New employee hire. • Tanner and King crab projects relating to habitat and feasibility. • Ocean Acidification research projects. • Education outreach projects and the K -12 Discovery Lab implementation. • New oceanarium displays for the Kodiak Fisheries Research Center. • NOAA/Hollings scholarship program. Mayor Floyd reported on the new Marine Travel lift built to repair vessels locally. Board member McDonald spoke on the following items: • K -12 Discovery Lab and the Learning Cafe. • Marketing for educational programs. MESSAGES FROM THE BOROUGH MAYOR Mayor Selby reported on the following: • LASH Corporation was in the process of preparing a proposal and moving forward on matching the specifications in order to be considered as a candidate to provide the homeport for the new Alaska Regional Research Vessel (ARRV). • Met with John Oliver concerning the Exxon Valdez Oil Spill (EVOS) funding for the new ADF &G facility. UNFINISHED BUSINESS None. NEW BUSINESS A. Board Goals and Objectives (Draft) Discussion A draft copy of the Fisheries and Oceanic Research Board (FORB) Goals and Objectives was provided. Mayor Selby spoke on the importance of board member reports at future meetings. The Board was directed to provide amendments to the draft to Assistant Clerk Kilborn to be included for future discussion. Mayor Selby stated that the Borough Assembly's perspective of the Board was to enhance local research efforts of the various agencies being represented by the board, lobbying efforts would be strengthened, and possible state, federal, and local funding options would increase. It was noted that collaboration with the local legislative body and other agencies was becoming a requirement for various grant applications. The objective was to formulate a strategic plan for FORB based on the strategic plans or priority lists of the represented agencies. Board member Foy noted the importance to identify the boundaries for the Board and determine the interests involved, whether they were to be focused on a local or statewide level. The board discussed possible items to include in the Goals and Objectives document. Election of Officers 1. Board Chairperson FLOYD moved to nominate Mayor Jerome Selby as Chair. Nominations were closed. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. 2. Board Vice - Chairperson HONNOLD moved to nominate Mayor Carolyn Floyd as Vice - Chairperson. Nominations were closed. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. CITIZENS' COMMENTS None.
