We, the Womens Bay Service Area Board, are writing as and for concerned
citizens and taxpayers regarding the log storage facility located on Parcel E of Tract A,
the corner of Sargent Creek and Rezanof Dr. These operations are creating three specific
issues for the citizens of Bells Flats.
I. Safety
a. These operations cause a significant restriction and bottleneck at
the sole entrance to Bells Flats Subdivision and the Fire Hall that
serves the entire Womens Bay Community.
b. Loaded trucks often do not travel at safe speeds
c. Trucks are parking in the same areas citizens have been ticketed
for parking to watch wildlife. Also it is often difficult to see
oncoming traffic around these parked trucks. The easements and
right -of -ways are not parking areas.
d. The lights that are used for early morning and late night operations
are blinding to the vehicles passing.
e. As the weather turns colder, we are concerned again about the
speed these trucks travel as well as the overloaded conditions in
which they travel. What will the implications be?
I. The large trucks often block portions of the road making it difficult
for vehicles and school buses to pass especially during the morning
transient hours.
g. Are Baggers/traffic control a viable option while operations are in
progress at peak usage times?
h. Many children have been spotted climbing on the large stacks of rci; a logs. This is very dangerous and the facility should be fenced.

i. The fire department is currently reviewing a request by the
property owner regarding the department's capacity and required
capability to control a potential fire at the site.
2. Environmental
a. Have the effects of the operation on the anadromous streams been
discussed with ADF &G? There have been no silt/bark barriers put
into place to protect these steams. Is there any Storm water
protection plan in place?
b. The proximity to these streams also raises a concern to the lasting
effects of this operation. The floods of last October proved this
area to be very susceptible to flooding. Has an Environmental
Impact study been done to ensure these streams are protected?
3. Monetary
a. With the weight of the overloaded trucks on the roads, damage is
being caused on the edges of the roads. Also, the easements on the
shoulders are being used as a staging area for trucks which is also
causing damage. Should the taxpayers be burdened with the cost
to repair these areas?
b. Is there an expectation for the winter road maintenance operations
to be changed for the consideration of this operation? If so what
are these expectations and who will be financially responsible?
c. There should be more signage in the operating are (caution trucks
entering the I -Iwy, etc). Who would be responsible for the signs?
The taxpayer or the company conducting the log storage?
We would like these issues addressed. 'there needs to be a rise in public awareness
in regards to this storage facility. Someone needs to be able to articulate and clearly
define these identified problem areas.

Are dumpsters being emptied on Sundays? The residential public dumpsters are emptied
every day following our Commercial route. The residential roll -off boxes are emptied at least
weekly on a regular schedule depending on the location.
Do all business downtown have garbage accounts? The downtown business district is
unique in that some property leases include solid waste collection and some do not. We are
talking with each business to determine how they have made arrangements in the past and
what changes they would like to see.
Do all downtown business all have dumpsters? This is the only type service offered at this
time for downtown businesses. Many dumpsters have been updated with security a bar, which
has limited "trash donations" from users that are not paying for the service.
Is the dumpster behind Safeway getting smaller? I will answer this question in regards to
the roll -off box on Selief Extension near the "compost pile" and baseball field. Recently, a new
container was placed there to improve service. It is the same size as the previous container but
there are hinging doors on both sides of the container, instead of only on one side. This allows
for access on both sides resulting in more space for the customer.
Our `Bridge Building" meetings continue to make a difference. I have noticed that we have
talked about most items before the public brings it to our attention, which gives us the ability to
demonstrate what steps are being made to improve the solid waste collection /disposal system
for the residents of Kodiak. Sounds cheesy, but teamwork pumps me up!!!

The Kodiak Island Borough's Architectural Review Board met last evening to discuss the presentations
made on Monday and Tuesday evenings to select a team to provide A &I: Services for the KHS Addition
& Renovation project. After listening to the four excellent presentations. comments by board members.
KIB and KIBSD staff. and the public: the ARB made the following selection order:
I. Jensen Yorba Lott
2. McCool Carson Green
3. ECI /I-lyer
4. USKI -I
As a result KIB Staff will commence negotiations with Jensen Yorba Lott. The rated list will he presented
to the KIBSD Board of Education at their meeting scheduled for November S. Assuming successful
negotiations. a contract for architectural and engineering_ services with Jensen Yorba Lott will then be
forwarded to the KIB Assembly for final approval.
Kodiak is currently in a fortunate market position in regards to quality A/E firms looking for work.
Ranking these four teams was a very difficult task. I am confident that any of the Your would do a suburb
job on this project.
I would like to extend my sincere appreciation to the ARB and all who participated in this critical
decision making process. Seven quality proposals were received for consideration from quality Alaskan
A/E firms each teamed up with nationally recognized education consultants. The board members
reviewed and short- listed the proposals down to the final four for thee -to -face interviews. Monday and
Tuesday night the full ARB viewed presentations from the four including a Q &A period. The presentation
meetings both lasted from 5:00 to 10:00. All in all. I estimate that the volunteers on the ARB sacrificed
close to twenty hours each of their valuable personal time to this effort so far. They should be
commended for their dedication to the citizens of the borough.
Once an agreement is reached and a contract is inked. the real work will begin. The architect and his
education planner will begin a crucial period of information gathering from a wide array or community
interests including: school board. KIBSD staff. students, parents. businesses, city officials, community
ethnic groups, neighbors. state officials. borough staff. assembly. and others.
