A regular meeting of the Kodiak Island Borough Fisheries and Oceanic Researchn•aBoarr d� was OFFICE
held on Monday, May 11, 2009 in the Kodiak Fisheries Research CentenMain Conference
Room, 301 Research Court. The meeting was called to order at 5:40 p.m.
Present were Borough Mayor Jerome Selby, City Mayor Carolyn Floyd, Board members
Barbara Bolson, Steve Honnold, Stewart McDonald, and Gary Wheeler. Ex Officio members
present were Borough Manager Rick Gifford, City Manager Amy Kniaziowski, and Kodiak
Fisheries Advisory Council Liaison Matt Moir. Staff member present was Assistant Clerk Jessica
Kilborn.
Board members absent were Murat Balaban, Robert Foy, Sven Haakanson, and Stephen
Raney.
APPROVAL OF AGENDA
FLOYD moved to approve the agenda as submitted.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
APPROVAL OF MINUTES
A. Regular Meeting minutes of April 22, 2009.
WHEELER moved to approve the regular meeting minutes of April 22, 2009.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.

A. Long -Term Planning Discussion

Assistant Clerk's note: Compiled priority lists were made available on CD to the Board
members.
Board members were encouraged to review the information provided on the CDs. Mayor Selby
proposed that he meet with Board members throughout the summer to come up with
information and ideas on which to base a draft mission statement, goals, objectives, and needs
assessment for the Board. He suggested that the next meeting be held in September to provide

enough time to gather the necessary information to draft the document. Board members agreed
on Mayor Selby's proposed plan.
NEW BUSINESS
A. Election of Officers
There was general consensus to postpone this item to the next regular meeting of the Board
which was tentatively scheduled to be held in September.
CITIZENS' COMMENTS
None.
BOARD MEMBERS' COMMENTS
Board member McDonald updated the board on the status of the Kodiak Career Center
Learning Cafe. Funds requested by the School District may be increased from $100,000 to
$200,000. Possible employment options with the U.S. Fish and Wildlife Service and Alaska
Department of Fish and Game were discussed for students who would qualify for the funding.

The meeting was adjourned at 5:50 p.m.
