05/25/2010 Regular Meeting JR, SEP21 2010 I � PARKS & RECREATION COMMITTEE MINUTES BOROUGH CLERK'S OFFICE May 25, 2010 MB School District Conference Room CALL TO ORDER CHAIR SIROFCHUCK called to order the May 25, 2010 Parks & Recreation meeting at 7p.m. in KIB School District Conference Room. ROLL CALL Committee members present were Mike Sirofchuck, Andy Schroeder, Rick Lindholm, Sandra West, and Willy Bethea. Excused was Pam Foreman, Hans Tschersich, and Jeff Huntley. Absent was Patrick Saltonstall, Kevin Murphy, Ian Fulp, Dave Kaplan, Peggy Rauwolf, and Casey Janz or Brent Watkins. A quorum was established. Staff present was Duane Dvorak and Sheila Smith. COMMITTEE MEMBER WEST MOVED to excuse Pam Foreman, Hans Tschersich, and Jeff Huntley. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA COMMITTEE MEMBER WEST MOVED to approve the May 25, 2010 Parks & Recreation agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSL Y MINUTES OF PREVIOUS MEETINGS COMMITTEE MEMBER SCHROEDER MOVED to approve the May 11, 2010 Parks & Recreation Minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS There were no audience comments and appearance requests. OLD BUSINESS A) Trails Plan Dvorak stated the consultants sent this memorandum talking about the Trails Community Meeting follow up. Dvorak heard the day after the meeting there was some talk on the Hotline but it sounded like there was some misinformation. A woman called him concerned about some of the comments being made, in particular comments directed towards Andy Schroeder and his involvement in the planning process and how that's evolved. Dvorak made the consultants aware of the situation and has talked to the radio station and the radio station was going to give Foreman an MP3 copy of the discussion so she can evaluate it. We want to keep it on the concerns and address the myths through the memorandum Page 1 of 3 and the website. The consultants have taken efforts to expeditiously get the website updated to address these things. The memo gives you an idea on their approach and how they are handling the situation. In talking with Gilpin on the phone, Gilpin would like the committee to take the lead at these public meetings and make it clear in a public way that this is a community driven process and not a consultant driven process. Gilpin suggested the next time he's here to have a closed door session with the Parks & Rec Committee so you could discuss issues candidly in a safe environment which Dvorak told him that it doesn't meet the criteria for an executive session. It's best from a public policy standpoint that you have your discussions in the public and try to facilitate the process and keep the debate on the issues. It was the consensus to do 1 more display ad calling for input 1 more time because they will be working on the draft during the summer. Discussion COMMITTEE MEMBER WEST stated Skip Bolton met with DOWL on Monday to look the trail over again because they are giving a free rough estimate of costs and they threw in the rough estimate on construction materials. Bolton, Astrid Lievano, and West cruised from town to Bells Flats Sunday afternoon to talk about all the possibilities. West said the all of the big bike path may be able to go on the left side of the road all the way to the Coast Guard Base without having to cross the highway. She suggested boardwalks along the places on Womens Bay where there's not enough fill. West also said she just ordered little wire bicycles that say Kodiak on them to give to people and say "when you plan a road, think bikes ". NEW BUSINESS There was no new business. COMMUNICATIONS There were no communications IX. REPORTS Meeting Schedule: • June 8, 2010 Parks & Recreation Committee meeting at 7:00 p.m. in the KIB School District Conference Room • June 22, 2010 Parks & Recreation Committee meeting at 7:00 p.m. in the KIB School District Conference Room During discussion, it was the consensus to cut the summer meeting schedule back to one meeting a month. COMMITTEE MEMBER SCHROEDER MOVED to meet once a month June, July, and August on the 2 11d Tuesday. VOICE VOTE ON MOTION CARRIED UNANIMOUSL AUDIENCE COMMENTS There were no audience comments. Page 2 of 3 COMMITTEE MEMBER'S COMMENTS Rick Lindholm thought the Trails Public Meeting went good. The process is going well. Sandra West said the end of the meeting Jeremy Wagner said if he's going hunting at 4 a.m. he's not going to knock on the Burton's door and Mrs. Burton was standing there and she thanked him. Mike Sirofchuck said if nothing else, even if there's hostility people are having the opportunity to express it in a public forum. Mike Sirofchuck said due to his field season schedule he requests to be excused from all three meetings this summer. He leaves June 6th and won't be back until August.
