RE: Kodiak Beautification Awards Program
This memo is to clarify the current process for the Kodiak Beautification Awards program
and offer enhancement to the program.
Current Program
About the Program
The Kodiak Beautification Awards program is an annual program to reward residential and
commercial property owners that enhance the image of the Kodiak community. This
program will recognize those outstanding properties who create a visible, attractive living
environment for everyone. Anyone who lives in the City or the Borough who has finished a
project enhancing their property within the last year is eligible.
How does the Program work?
The Kodiak Beautification Awards program is done once a year. For a property to be
considered in the program, it must be nominated. The nomination must come from a Kodiak
resident/property owner who is not the owner or occupant of the property being nominated.
Nomination forms are available in the Borough Clerk's Office, Spenard Builders Supply, or
the Kodiak Island Visitors Convention Bureau. There is no fee to submit a nomination. The
deadline for nomination is February 1 and awards will be presented in March during an
Assembly meeting.
The Selection Committee is composed of the following: (To be discussed by the Assembly.)

How are the properties judged?
The premise of the program is to reward those who take pride in their residential and /or
commercial property. This does not necessarily mean the "nicest" or "newest" property but
those that are being improved on or maintained exceptionally well.
The main criteria for judging includes:
• The architectural quality of the property and overall curb appeal.
• The condition and quality of the yard maintenance.
• The condition and quality of the exterior of the property.
The properties are judged from the front of the property only.

The Kodiak Island Borough, in partnership with Spenard Builders Supply, recognize
residents and property owners in the borough who have taken pride in the maintenance of
their properties.
Awards are given for property upkeep, maintenance, exceptional design, or other
characteristics which will exemplify pride of property maintenance. The Kodiak Beautification
Awards Committee is responsible for selection of the awards winners, and would appreciate
receiving recommendations of exemplary properties located in the community. However,
please do not nominate your own property.

or the Kodiak Island Visitors Convention Bureau or go to the Kodiak Island Borough
webpage at www.kodiakak.us. Please submit your nominations to the Borough Clerk's

Nova is currently working on a memo to show the specific parts of the Beautification Awards. I welcome Assembly help
and input!
Please remember that these beautification awards started as two awards (residential and business), then they were
changed to three awards, adding an individual category.
Three awards was an extra request to the sponsor by me. Spenard Builders is willing to go for three awards!
I suggest going back to two awards, my original idea, or maybe, changing the title of one of the current three awards:
maybe dropping the individual award and changing it to a government or boat award.
Also, the current committee consists of three members: Borough, Visitior Center and Spenard Builders representation.
We can add a member or two to the Beautification Committee - -- possibly City and /or Chamber representation.
Right now, Nova has made up nomination forms to be placed at Spenard Builders and the Borough Offices and also, to
be put in the paper as an ad, which is a good idea in order to get more ideas of good beautification projects around town
for nomination which occurred during the past year.

We, the borough mayor and assembly, extend our gratitude for your input and
recommendations to the Solid Waste policy and program directions for the Kodiak Island
Borough. Now that the solid waste collection contract is ready to be awarded, we would like to
refer to the Board the following items for discussions.
2. Diversion efforts
a. Reduce- facts - methods
b. Reuse - construction debris, bulking
agent for compost, etc., etc.
c. Recycle - the last resort - cost in
Kodiak
The above mentioned are short- term /immediate tasks for the board. If you have any other
topics that you would like to embark upon, you need to come to an Assembly work session
and request that the task be added to the work scope. The Assembly will consider whether the
task is within the scope of the Board and if it is an immediate priority. Staff time is very limited
right now and the Assembly is directing the staff to not use time for any tasks that do not
appear on the above list.
At this time, the landfill expansion is under contract with an engineering firm that is negotiating
what can be done with the EPA and DEC. These regulatory agencies will dictate what must be
done. When we have the plans to review, we can then determine the available options. Until
then, there is no value in spending time on this matter. Similarly, the site /locations of the
transfer station(s) will be in the hands of the Planning and Zoning Commission and the design
of the actual stations is an Architectural Review Board matter. We can provide input at their
meetings but these items do not need SWAB meeting time right now.
We continue to count on your partnership in making positive and practical changes on matters
affecting solid waste handling in the Kodiak community. We will be looking forward for your
recommendations.

SWAB REPORT TO BOROUGH ASSEMBLY
April 8, 2010
The Solid Waste Advisory Board (SWAB) met for two hours on April 7, 2010. All
members were present except for the seat that was recently vacated by a resignation.
Engineering Director Woody Koning and Secretary Mary Barber were also present. All
of the members felt that the SWAB should continue and could be of service and
assistance to the Borough and the public.
The Board felt that our mission statement which is:
To assist and advise the Borough Assembly in identing solutions to solid waste
management by collecting and reporting varied viewpoints, sponsoring public outreach,
and developing specific projects with a focus on waste reduction, reuse and recycling.
best describes our relationship with the Borough Assembly.
Some specific recommendations from the meeting were:
1. It goes without saying that a new solid waste contract needs to be adopted before the
process can move forward and the Board supports the efforts of the Borough to
develop a contract that furthers the goals of the Solid Waste Management Plan
(SWMP) and works in the best interests of the public.
2. We support the goals and wish to advance the objectives of the SWMP and await
specific direction on tasks from the Borough Assembly.
3. We need to remained informed of any changes in Borough policy and will look to the
Assembly's ex officio member to alert us to changes in direction.
4. We need to remain informed and educated on educated on solid waste contract
provisions and current state -of -the -art practices.
5. We need to act as a liaison on solid waste information between the Assembly and the
public. Hopefully by doing a better job of engaging the public early in the process, we
can avoid some of the last - minute confrontational situations.
6. We feel one of the biggest challenges facing the Borough is achieving the Srategic
Plan goal of 50% diversion by 2020. Fifty percent of the annual Municipal Solid
Waste (MSW) is about 7500 tons a year. Threshold Services is currently diverting
about 900 tons a year. We understand with their present facility, they may be able to
double that amount to 1800 tons a year. Even so the in order to achieve 50 %, another
or additional system needs to be used. The present sorting system is very labor
intensive and thus very costly. If the Borough had to pay the present rate of $325 /ton,
it would cost $2,437,500 a year to divert 7500 tons from the landfill. This is an annual
additional cost of $881/ year or $73 /month for each of the 2768 Borough customers.
Obviously we need another system to achieve the Borough goal. The SWAB hopes to
meet with both Threshold Services and Alaska Waste to discuss the future of
diversion and recyling.
7. We also discussed the design and siting of the proposed transfer stations /collection
centers as another area the SWAB could assist the Borough in its plans.
8. We felt that public out reach is extremely important and felt that some public relations
funding to be used by the local radio stations would be more cost effective than engaging
a professional public relations firm. Additionally holding public workshops or scoping
sessions may also be useful.
These are some of the things we discussed in the short time that we met yesterday and we
stand ready to receive your direction.
