Pape 2 of 2 KODIAK ISLAND BOROUGH Assembly Regular Meeting December 3, 2009 A regular meeting of the Kodiak Island Borough Assembly was held on Thursday, December 3, 2009, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 7:30 p.m. Mayor Selby led the Pledge of Allegiance. Present were Mayor Jerome Selby, Assembly members Jerrol Friend, Judy Fulp, Sue Jeffrey, Chris Lynch, and Louise Stutes. Staff members present were Manager Rick Gifford, Deputy Clerk Marylynn McFarland, and Assistant Clerk Jessica Kilborn. FRIEND moved to excuse Assembly members Branson and Kaplan who were absent due to personal leave. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF AGENDA AND CONSENT AGENDA FRIEND moved to approve the agenda and consent agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES Regular meeting minutes of November 5, 2009 were approved under the consent agenda. AWARDS AND PRESENTATIONS None. CITIZENS' COMMENTS Brian Hansz and Nichole Whittle voiced questions concerning the procedure for the Bells Flats gravel pit contract. COMMITTEE REPORTS Assembly member Stutes gave an update on the discussions that ensued at the Southwest Alaska Municipal Conference (SWAMC) board meeting held in Anchorage on November 15, 2009. Assembly member Jeffrey gave an update on the Kodiak Fisheries Advisory Council meeting held on November 9, 2009. PUBLIC HEARING None. BOROUGH MANAGER'S REPORT Manager Gifford reported on the following: • Project completion of the Old Chiniak Library demolition. • Governor Parnell's declaration of a local disaster in Kodiak due to the October 2009 mudslides. • Borough's receipt of a loss- control award for FY2008 at the AML Conference. • Repavement of Rezanof Drive in 2011. Kodiak Island Borough Assembly Minutes December 3, 2009 Page 1 • Staff meeting with FAA to discuss progress on the study for airport standards for the Kodiak Airport. • Update on the Bells Flats gravel lease. • Update on the Solid Waste Collection contract. • Recommendation to cancel the work session scheduled on December 10, 2009, and the regular meeting scheduled on December 17, 2009. Consensus of the Assembly was given to cancel those meetings. MESSAGES FROM THE BOROUGH MAYOR Mayor Selby gave an update on the discussions held at the Alaska Municipal League (AML) and the Alaska Mayors conferences held the week of November 16 -20, 2009. Mayor Selby wished everyone a Merry Christmas and a prosperous New Year. UNFINISHED BUSINESS None. NEW BUSINESS Contracts None. Resolutions 1. Resolution No. FY2010 -19 Certifying the FY2010 Shared Fisheries Business Tax Program Application To Be True and Correct. This item was approved under consent agenda. AS 29.60.450 required that for a municipality to participate in the FY2010 Shared Fisheries Business Tax Program, the municipality must demonstrate to the Department of Community and Economic Development (DCED) that it suffered significant effects during the 2008 calendar year from fisheries business activities. The resolution certified the information contained in the Kodiak Island Borough FY2010 Shared Business Tax Program application to be true and correct per 3AAC 134.100 requirements. Ordinances for Introduction None. Other Items 1. Declaring a Seat on the Planning and Zoning Commission Vacant. This item was approved under consent agenda. On February 19, 2009, Ms. Jennifer Vickstrom was appointed to the Planning and Zoning Commission City seat for a term to expire December 2011. It was determined by staff that during her term Ms. Vickstrom missed one -half of the meetings held during the 2009 calendar year. Per Borough Code a seat must be automatically vacated if any member of a board misses one -half of the meetings held within a calendar year. 2. Declaring a Seat on the Monashka Bay Road Service Area Board Vacant. This item was approved under consent agenda. Mr. Bruce McNeil, Mr. David Sundberg, and Mr. Don Fox each received three write -in votes at the last election. Drawn by lot, Mr. Sundberg was elected to the seat. Mr. Sundberg provided verbal notice declining to assume the duties of the Monashka Bay Road Service Area Board seat. Kodiak Island Borough Assembly Minutes December 3, 2009 Page 2 3. Declaring a Seat on the Bay View Road Service Area Board Vacant. This item was approved under consent agenda. Mr. Reed Oswalt received six write -in votes at the last election. Mr. Oswalt currently holds a seat on the Bay View Road Service Area Board (BVSA) for a term to expire October 2011. Mr. Oswalt provided verbal notice declining to assume the duties of the BVSA board seat for a term to expire 2012. 4. Declaring a Seat on the Parks and Recreation Committee Vacant. This item was approved under consent agenda. On November 12, 2009, Mr. Kevin Foster submitted a letter of resignation from the Parks and Recreation Committee for a term to expire December 2011. 5. State of Alaska Alcoholic Beverage Control Board Request for Renewal of Liquor License Applications. STUTES moved to voice non - protest to the State of Alaska Alcoholic Beverage Control Board renewal requests as indicated on the spreadsheet provided (below). The Clerk's office conducted a routine investigation within the Kodiak Island Borough jurisdiction and recommended non - protest to the renewals. Hiring of Assessor at Salary Range 24, Step I. JEFFREY moved to authorize the salary placement of Assessor new hire at Salary Range 24, Step I. On September 25, 2009, the Borough Assessor position became vacant. After advertising, reviewing applications, and interviewing the candidates, the review panel chose a long -term Kodiak resident who met the requirements of the position. According to the Kodiak Island Borough Personnel Manual, with Assembly approval a new employee could be placed above the start rate (Step C) when such placement was a result of the new employee's direct applicable work experience and credentials. CITIZENS' COMMENTS Mel Stephens voiced concern regarding the rate at which the new Assessor was hired and commented on the cancellation of Assembly meetings. Kodiak Island Borough Assembly Minutes December 3, 2009 Page 3 ASSEMBLY MEMBER COMMENTS Assembly members wished everyone a Merry Christmas. Assembly members Friend, Fulp, and Stutes responded to the concerns voiced by Mr. Stephens regarding the Assessor's salary. Manager Gifford provided salary information for the newly hired Assessor, which was a savings compared to that of the former Assessor. Assembly members Fulp and Jeffrey expressed appreciation for the information provided at the Alaska Municipal League conference in November 2009. Assembly member Jeffrey spoke on the information provided at the Kodiak Electric Association forum and urged the community to take part in the Kodiak College food drive. Assembly member Stutes urged the community to utilize the Borough website. Assembly member Friend commended the road crews for the winter maintenance of the roads and inquired about guardrails along Sharatin Way. Manager Gifford responded that he would look into the possibility of installing guardrails along the dangerous portions of the road. Assembly member Fulp spoke on the report provided by the consultant for the Bells Flats gravel pit. Announcements Mayor Selby announced that the next Assembly work session scheduled on Thursday, December 10, 2009, and the next regular meeting scheduled on Thursday, December 17, 2009 had been cancelled. The next work session was scheduled on Tuesday, December 29, 2009, at 7:30 p.m. in the Borough Conference Room and the next regular meeting was scheduled on Thursday, January 7, 2010, at 7:30 p.m. in the Borough Assembly Chambers. Mayor Selby also announced that he would be attending the North Pacific Fishery Management Council meetings in Anchorage December 7 -9, 2009. ADJOURNMENT FRIEND moved to adjourn the meeting. SUMMARY: This resolution was requested by Fire Chief Bob Himes and is supported by the Alaska Fire Chiefs Association and the National Fire Protection Association. It mirrors Alaska Municipal League's Resolution No. 2010 -04 which was adopted in November at the last AML conference in Anchorage. In the 21 Century, 80% of the deaths of those killed in fires in the United States occurred in home fires. Fire sprinklers represent a proven and reliable method of protecting life and property in commercial and residential occupancies, can also significantly reduce the risk of injury and death to firefighters responding to fires in these facilities, and have become more affordable for new construction. The Kodiak Island Borough desires to have a positive and consequential impact on reducing losses due to fire and therefore supports the ability of Alaskan communities to adopt codes and ordinances to require installation of fire sprinkler systems in new construction. This ordinance does the following: • Reduces the budget for Real and personal property taxes by $158,000 in the General Fund budget. • Increase State Raw Fish tax by $239,575 in the General Fund Budget. • Moves $72,000 from the General Fund to the Building and Grounds Fund to cover the expenses of a failed oil tank at the Chiniak School. • Adds $3,648 to the Child Care assistance department. This is to adjust our budget to the FY 10 budget provided by the State of Alaska. • Increases Fund 410, Borough Capital Projects, by $309,366 to account for receipt of the Exxon Claim Settlement check. • Moves available balances in some projects in Funds 410 (Borough Capital Projects), 420 (GO Bond Projects), and 430 (State Capital Grants) to other projects in Funds 410,420, and 430. • Sets up a new fund called Capital Projects to account for new capital projects. • Sets up a new Fund to account for the KHS Renovation and Addition Project. • Budgets $50,000 for the Energy Block Grant. • Accepts an $180,000 State of Alaska Homeland Security and Emergency Management grant. • Accepts a $240,000 Federal Economic Stimulus Grant. Bureau Kodiak Island Convention & Visitors Bureau Report to the Kodiak Island Borough January 7, 2009 The fiscal year beginning July 1 has been a busy one for the Kodiak Island Convention and Visitors Bureau. Staff has remained stable and very productive; we have a good team in place at the KICVB. We served about 6,000 visitors in the information center from January 1, 2009, to December 31, 2009. The KICVB currently has 268 members from all sectors of business, with, of course, an emphasis on tourism related businesses. This is an all -time high for the KICVB. Annual Meeting and Elections: January 23 the KICVB will host its 23 annual membership meeting. It is open to anyone interested in attending and will be held at the Old Power House from 11:30 a.m. — 2:00 p.m. In addition to a regular business meeting, KICVB annual awards will be announced along with winners of the 2010 KICVB Board of Directors Election. The guest speaker this year will be Amy Cockerham, vice - president of Thompson and Co. Public Relations. Thompson & Co. is one of the principal PR firms employed by the Alaska Travel Industry Association. Ms. Cockerham will be presenting on the importance of internet presence, specifically social media, in business marketing plans. Cruise Industry: Of course, the cruise season kept us busy through the middle of September. Of the 23 ships originally scheduled for the year, one cancelled early in the season because of unknown reasons; three ships were unable to cross the Gulf due to high seas and weather. We ended the season with 19 ships carrying approximately 11,619 passengers. Currently the 2010 season stands at 20 ships carrying 16,322 passengers. This includes a call from the Holland America Amsterdam, which is part of a new 14 -day route from Seattle. The Amsterdam will call on Kodiak nine times and be in port from 7:00 a.m. to 1:00 p.m. on alternating Wednesdays. Princess will call on Kodiak eight times and be in port from 7:00 a.m. until 4:00 p.m. on alternating Tuesdays. The Hapag -Lloyd ship, Hanseatic will call once as will Regent's Seven Seas Navigator and the Seven Seas vessel Silver Shadow. During the summer, a representative from Holland America's shore excursion team hosted a meeting for interested vendors in Kodiak and met with a number of KICVB members to discuss providing shore excursion services for 2010. Since that time I have met with shore excursion teams and managers from both Holland America and Princess to review 2009 vendors and provide additional vendors and excursion experiences for 2010. Of course, we did receive the news that Princess Cruise Lines is redeploying its last 700 passenger ship, the Royal Princess, to Europe and will not be calling on Kodiak in 2011. This is a loss of approximately 6,300 passengers and an equal number of crew. This will have a significant impact on many KICVB members and the community in general. For example, consider that nearly every person on board the ships pay an admission fee to one or more of our museums. Even with a small three dollar admission fee, there could be a loss as high as $18,000 to one of our attractions. Restaurants and retail will also suffer and it may hinder the success of the newly launched Bear Town Market. It is a disappointing turn of events especially considering that after our public forum on cruise ships in October of 2008, the general consensus was that the current level of ships (20 -25) was an acceptable level for Kodiak (as long as they were not the mega- ships.) We had reached a good comfort level in terms of hosting this number of ships and passengers. In speaking with representatives of Princess Cruise Lines, they cited the high cost of doing business in Alaska related to the cruise ship head tax, gambling and other corporate taxes. They assured me that Kodiak always rats very high with passengers but that the cruise line simply cannot afford to continue offering this long distance port to their customers. When asked what it would take to get them back in 2012, it did not sound hopeful as they indicated the economy would have to improve, the demand for Alaskan cruises increase and they would have to purchase a new ship as the recent redeployment of the Royal Princess was a permanent removal from their fleet. Airport Terminal: As I'm sure you've all observed, Alaska Airlines has been at work improving the Kodiak terminal. The KICVB has been working closely with Alaska Airlines and in partnership with the Chamber of Commerce to beautify the airport terminal. Work on the photographic mural should be complete by mid - January. Media: Eric Lucas, a writer for MSN.com, the Boston Globe and other major publications, visited Kodiak in September to research and write a piece on sustainability in Kodiak. His major focus was the wind turbines and renewable energy, but he also met with local agencies responsible for sustainable fisheries, recycling, and gardening. He was able to visit the Fish Tech Center, the hatchery, and Pillar Mountain as well as enjoying a tour on the road system. The sustainability article will appear in the June issue of Alaska Airlines magazine. He is also writing an article on wildlife viewing in another Alaska Airlines magazine. Besides Alaska Airlines magazine, his work can frequently be read on msnbc.com. Eric is a contact that was made last year at the Alaska Media Road Show in Santa Barbara. This summer we also hosted KTUU weather man Scott Elnes who traveled to Kodiak to a film shoot for his GoAK blog on the television station's website. The video was also posted on You Tube. National Geographic Traveler writer Janette Nanos was also in Kodiak this year. She was traveling with her father. She has already posted many blogs on the website and we expect an article in the magazine some time in 2010. There were also several film crews in Kodiak during 2009 shooting for documentaries and sports channels. Alaska Media Road Show: Janet attended the AMRS in Santa Barbara in October. The Road Show allows CVB staff to meet with 25 journalists from all across the country who are interested in writing about Kodiak. We had five journalists follow through from the 2008 show and expect to continue hearing from those contacts even as the new group of 2009 journalists begin making contact. It is a very productive show for the KICVB and we have only missed one year since 2003. Alaska Travel Industry Association Convention: I attended the ATIA convention in Fairbanks from October 5 — October 9. Governor Parnell spoke in support of the tourism industry and has since come out with strong support for increasing tourism marketing funding. Senator Begich also appeared via teleconference. Mr. Begich was the co- sponsor of the Travel Promotion Act, which sets up a corporation for travel promotion, which will represent all aspects of the travel and tourism industry to clear up misperceptions and negative impressions about travel to America. It would function much like destination marketing organizations such as the CVB by promoting tourism to the U.S. Senator Begich is a strong ally of the travel industry both at the federal level and the state level. The main legislative agenda for the ATIA continues to be increasing funding for tourism marketing in the state. Alaska lags behind other long -haul destinations such as Hawaii that spends 80 million dollars annually. Alaska spends only around nine million dollars on tourism marketing. HB167 and its companion in the Senate, HB138, would provide for a corporate tax credit for companies in the tourism industry that derive a certain percentage of their revenue from tourism and that make voluntary contributions to a trade association such as the ATIA. These bills are expected to be heard by the legislature early in the 2010 session. ATIA Board Appointment: I have been appointed to fill the Southwest Alaska vacancy on the Alaska Travel Industry Association Board of Directors. I am serving on the Government Relations Committee, the Convention Committee and the Winter Tourism Planning subcommittee and will sit in on as many marketing committee meetings as is fmancially feasible for me to attend. The next ATIA board meeting is the last week of January in Juneau and we will be meeting with legislators as well as conducting quarterly business. Southwest Alaska Municipal Conference: I have been serving (via teleconference) on the tourism marketing committee for SWAMC. Our main project this past year was the development of a new logo and the launch of a new website, which should occur in the first quarter of 2010. B &B Roundtable: The KICVB hosted a B &B Roundtable that was well attended by local B &Bs. The purpose of the discussion was to find out how the KICVB could better serve its B &Bs and essentially ask them what we were doing right and what we could do better. The general consensus was that the B &Bs in attendance were happy with the services the KICVB provides. The group raised the idea of an availability calendar and we are working with software designers on developing a one -year availability calendar that would be accessible online. We will also re- establish the B &B Crawl; 2009 was the first year in many that we did not have enough participants for a crawl The KICVB will host quarterly B &B roundtables and launch similar roundtables for boat charters and other business types as it becomes appropriate. 2010 Visitors Guide. The 2010 visitors guide is now available. Social Media. Following the lead of marketing experts across the nation, the KICVB has established a presence on Facebook and Twitter. The Facebook page, KodiakAlaska, has proven to be extremely popular. We currently have nearly 2,500 fans. It is a very active page with great participation by its fans. We use it to post events as well as provide a forum for folks to talk about their love of Kodiak and experiences throughout the Archipelago. Chamber of Commerce Partnership: The KICVB continues to partner with the Chamber of Commerce and Economic Development on projects such as the airport terminal, beautification of the downtown visitors center grounds, holiday events, local shopping incentives, and other business and nonprofit issues. Deb King and I have developed an excellent relationship and frequently brainstorm on many topics impacting the economic development and diversity of Kodiak. I sit on the Chamber of Commerce Board of Directors as the KICVB /tourism representative. We provide links to the Crab Fest Facebook page and website on our KICVB Facebook. Trade Shows: I will be traveling to Chicago March 20 for the Chicago Tribune Adventures in Travel Expo. This is our second year at . this adventure travel show, which caters to soft- adventure, ecotourism, and cultural tourism. Chicago is a very good market for Kodiak partially because Alaska Airlines serves that city with some nonstop flights and via Seattle. April will once again take us to Anchorage to participate in the Great Alaskan Sportsman's Show. Thank you for your continued support.
