Every person residing in or occupying a building within the corporate limits of the city of Kodiak or in the area outside cities within the borough in accord with AS 29.35.210(a)(4) shall provide for solid waste collection and use the system of solid waste disposal provided by the borough. All solid waste generated within the borough in the area outside cities and within the city of Kodiak shall, unless exempted in writing by the finance director, be disposed of by delivery to qualified solid waste processing and disposal facilities located in the borough. • Current area being billed is in Chiniak, Monashka, and Bells Flats /Russian Creek. • See map of borough attached for billing area. • Proposed additional billing area is Pasagshak, Anton- Larsen, and Kalsin Bay. • Current rate can be from $10.00(vacant), $23.25 (senior citizen) or $31.00(basic cost) per month • Proposed rate is 50% of regular rate • This rate is difficult to enforce and requires a great deal of monitoring • Landfill has certain fixed costs which must be covered regardless of the amount of garbage taken in Billing process used from 2005 to August 2007 (Note: garbage and property tax billing aren't integrated) • Check property tax records of roads thought to be in a specific section of town; (for example Chiniak area, Monashka area, Bells Flats, etc.) • Look in the billing record detail to determine if they had a house or building on the tax roll • Verify this building with the assessing record folder and make copies of relevant data (such as photos and appraisal facts) • Compare this information to the garbage accounts • Send letters to the property owners • Bill and/or back bill if necessary • New residences are set up based on data from the city inspectors permit records Use of this method hasn't guaranteed all properties were found each time a search is done. We are now attempting to use a method which should guarantee everyone on the tax rolls will be billed for garbage according to the code above. Community Development is able to access various records kept in their department to provide maps such as you see on the wall. TO: MAYOR i )THER Dear Borough Assembly Members, Borough Mayor and Borough Manager, At the November 29 work session, safe access for the students of North Star Elementary School was a topic of discussion. Separated pathways and lighting were noted as key needs for the roads approaching the school. Specific lighting needs were identified along with electricity costs to operate the lights. The additional lighting proposed resolves the lighting problem on the roads connecting to North Star School. It was suggested that as a temporary solution, the Borough could utilize excess non - profit funding transferred to the North Star PTA to pay for the operation of the street lights for this year. The North Star Elementary PTA is a 501 (c) (3) non - profit entity, with a Tax Identification Number of 92- 0156593. We are requesting that the Borough provide funding this year to the North Star PTA to cover the costs of electricity for the proposed street lights. We want to emphasize that the North Star PTA payment for operation of street lights with funding from the Borough is an interim solution for this fiscal year ending June 30, 2008. It is our understanding that alternative options for permanent funding for the operation of the street lights will be pursued by the Borough. We appreciate the work you are doing in addressing the lighting issues on the roads that approach North Star Elementary School. Putting up street lights is a step in the right direction towards providing safe access and separated pathways for students en route to school.
