10/02/2003 Work SessionASSEMBLY WORK SESSION October 2, 2003 - 7:30 p. m. Borough Conference Room Present were Mayor Gabrielle LeDoux, Assemblymembers Tom Abell, Pat Branson, Tuck Bonney, Robin Heinrichs, Greg Razo, Wayne Stevens, and Nancy Wells. Staff present were Pat Carlson, lllallagei, Judi Nielsen, clerk and Laura Casey, assistant clerk. The meeting was called to order at 7:30 p.m. GENERAL CITIZENS COMMENTS - None ITEMS FOR DISCUSSION 1. United Salmon Association Presentation - A presentation was given by Bruce Schactler, Chris Mitchell, Pat Shanayhan, Knut Nordness, Leslie Smith, and Virginia. They urged the Assembly to support the Kodiak Branding Marketing Committee in a establishing a fund of $250,000 to be matched by Federal and State grants. Assembly consensus: Need clarification on the line item in the economic development fund. Hold a special work session on October 16 at 7:00 p.m. in the borough conference room to discuss the amount being authorized. • Add to the agenda to authorize the manager to expend certain funds for a certain project. • Judi is to call and email everyone to remind them of the special work session. 2. Michelle Stearns had to be rescheduled to October 30, 2003 work session. PACKET REVIEW 1. Resolution No. 2003 -26 Ratifying and Certifying the Results of the Municipal Election Held October 7, 2003. 2. Confirmation of Mayoral Appointment to the Planning and Zoning Commission. Assembly discussion: • The interview process was for those people that have not served on a board, committee, or commission of the Assembly. Assembly consensus: • Move forward with the appointment. 3. Authorization for Manager to Dedicate Funds to the Kodiak Chamber of Commerce Economic Development for Grant Application Match Funds. Assembly discussion: • Who is the receipient, what is the grant for, accountability and the amount. • Wayne and Pat Carlson would draft the authorizatoin MANAGER'S COMMENTS • A memorandum of understanding would be put before the Assembly for approval before moving forward with the ADA Terminal. Assembly Work Session October 2, 2003 Page 1 • In -Kind report. • Planning and Zoning. • There were purchasing issues with the Auditors when they were down last month. • Teen Court would like the space that is occupied by the Youth Services. Youth Services would like to occupy the space where Mental Health is. • Continued discussion with DNR • Fiber Optics • Chirkof Island Ways and Means Committee would be in town October 16"' in the Borough Conference Room. • . CLERK'S COMMENTS • The municipal election went well. • Reminded the Assembly to think of when they will hold their Strategic Planning. MAYOR'S COMMENTS • Congratulations to Wayne Stevens • Traveling to Ouzinkie for the Cultural Center grand opening on October 10, 2003. Hopes to see a fund of some sort for the Kodiak Branding Marketing Committee matching grant. ASSEMBLYMEMBER COMMENTS Assemblymember Heinrichs • • Thanked Assemblymember Razo for his knowledge and advocacy. • Congratulated Assemblymember Stevens for being re- elected. Out December 11 -14. Assemblymember Wells • Said her good -bye to Assemblymember Razo.. • Congratulated Assemblymember Stevens for being re- elected. • The Womens Bay Community appreciated Micelle Stearns for her concepts on for the Womens Bay Comprehensive Plan. Assemblymember Branson • Providence Kodiak Island Medical Center Advisory strategic planning meeting went very well. Assemblymember Stevens • Thanked Manager Carlson for the work on the Fiber Optics. October 10 the Kodiak Branding Marketing Committee would be meeting to discuss Kodiak salmon. • • Thanked Assemblymember Razo for the comments put forth. Thanked everyone for their support. Assemblymember Abell • Until the Assembly can solve their own budgeting issues, he didn't want to give money to the fisheries. Assemblymember Razo • Will continue to work in the public to make it a better place to live. • • Asked the Assembly to not lose sight of the school, because the kids are our future. Encouraged everyone to be involved with the Alaska Municipal League. Appreciated working with everyone.
