To Whom It May Concern:
The Safe Harbor agency located in Kodiak, Alaska provides important substance
abuse treatment to many felony offenders n the community.
As the Adult Probation /Parole Officer in Kodiak, I have daily contact with
the Safe Harbor staff concerning felony offenders on my caseload. The
residential and aftercare programs provided by Safe Harbor are invaluable to
many offenders as they seek reentry into the local community.
Nearly 75 percent of the over one hundred offenders on my caseload are being
supervised due to alcohol and /or drug related crimes. Having those
individuals involved in the Safe Harbor programs is essential to my office in
monitoring their sobriety thus assisting in a proactive approach to their
rehabilitation. I believe if there were no residential treatment programs
available on Kodiak Island, obtaining treatment off - island would be too great
an expense for the majority of offenders.
I encourage the community of Kodiak to support financially the important work
of the Safe Harbor agency. Thank you.

Dear Mayor LeDoux and Assembly Members:
Since 1998, the Immigration Program of Anchorage's Catholic Social Services, Inc.
(CCS) has actively and successfully helped many of our cannery workers to legalize their
status, enabling them to live and work productively on our Island.
CSS accomplished this through training of a paraprofessional at St. Mary's Marian
Center to support case processing locally, and through CSS- financed visits to Kodiak 3 or
4 times a year by their lead immigration attorney to offer free consultations and case
intake.
In 2003, the administration of CSS is anticipating severe budget cuts that may
discontinue their legal immigration assistance in Kodiak. For this reason, and while
deliberation is taking place, I beg the Assembly to write a letter to the Director of CSS
stressing the importance of its immigration outreach to Kodiak, and requesting that CSS
find a way to continue this important service to our Island. I have attached a draft that
you may modify or use for this purpose.

We wish to acknowledge Catholic Social Services' effective outreach to Kodiak Island.
Both the Brother Francis Shelter and the Immigration Services sponsored by your agency
render invaluable services to the people of Kodiak.
At this time, we realize that your budgetary considerations may include cuts that could
jeopardize the continuance of CSS' immigration assistance to our Island. CSS'
Immigration and Refugee Services has provided the means for hundreds of Kodiak's
immigrant cannery workers to acquire legal status. Many of these cases are ongoing; and
many new immigrants will require their services.
We understand the challenge of present budgetary constraints, since we face them
ourselves; but we ask you to find some way to avoid cancellation of these important
services here in Kodiak.
