Hi Clint,
This is a public meeting which is hosted this month by the City. The meeting is a work session and it is my
understanding that the purpose is to inform our elected officials about the ultra low diesel implementation
plan. I am publishing the agenda in the newspaper, on our Internet page, and on public bulletin boards.
Although I do not feel this is the forum for public testimony, the public is certainly welcome and
encouraged to attend. If you would like to solicit public input, it might be better to set up a separate
meeting on another night.

Hello,
I have a few questions to clarify some things before the ADEC presentation
to the joint council the evening of Feb. 28.
1. Is this meeting considered "public "? In other words, would it be
appropriate for me to issue a press release encouraging the general public
to attend this joint meeting.
2. If not, I should find a venue for the night of the 27th to schedule a
public meeting.
3 Assuming this is a more "public" meeting, is there a phone with
speaker /teleconferencing capabilities in the chamber? I may need to tie in
folks from outlying communities if there is interest.
4. What presentation technologies are available? I can either use a light
box (computer screen projector) with my laptop computer, or I can use
overheads.

The Borough Conference Room is located at 710 Mill Bay Road, Room 121,
Kodiak, Alaska 99615.
Immediately following the City Council meeting at 7:30, (approximately 8:15
— 8:45 p.m.) a joint work session of the City Council and Borough Assembly
will be held in the Borough Conference Room.
FYI, the Borough Clerk and I will be out of town beginning tomorrow. The
Borough Clerk will return to her office February 20 and I will return
February 21.
If you need to arrange audio /visual equipment, please call Judi at 486 -9310.

I have flight reservations to fly into Kodiak the afternoon (3:54pm) of
February 27. I am scheduled to leave at 4:30 pm on March 1st.
I'II need to get a press release out. Is there an address for the Borough
Conference Room? What time would I advertise in the press release, or is
"after the joint meeting of the city council and borough" going to be
sufficient?

The meeting will be held in the Borough Conference Room. The Borough does
have some audio - visual equipment. You can set up your equipment needs with
Borough Clerk Judi Nielsen. She can be reached at (907) 486 -9310. Her e-mail

I believe you will find comfortable accommodations at the Best Western
Kodiak Inn (466- 5712). The hotel is located downtown and has a restaurant.
Other hotel choices include the Buskin River Inn, adjacent to the airport
about 6 miles from town, the Russian Heritage Inn, and the Shelikof Lodge.

Please thank the assemblies and staff for working us into their schedule. I
believe this will work for us just fine. As we firm up flight reservations
we'll let you know.
We will probably come in for the 28th and 1st of March. We will be trying
to set up meetings with tribes, and other groups as well.
I have some logistic questions:
1. What kind of presentation facilities do you have (e.g. light box for
power point presentations, overheads, that sort of thing)?
2. Can you recommend a hotel?

The City Council agreed to schedule your presentation following its regular
meeting on February 28th. I estimate the regular meeting will conclude
between 8:15 - 8:45 p.m. That agenda has not yet been set.
I spoke with the Borough Clerk this morning, and she indicated that the
Borough Assembly will also be present.
Please confirm that February 28 will work for you.

Hello,
Thank you for emailing me. Our agency is very interested in presenting the
ultra low sulfur fuel issue to the city and borough if possible. February
19th works for us, and we are flexible if another date works better. When
we come we wiii be there for two days. We are interested in using one of
those days to communicate the issue to tribal interests as well.
I understand that Tom Chappel will not be attending this meeting. I have
cc'd my boss, Ron King, on this email to ensure this is the case Agency
presenters will be myself, and possibly one ther employee depending on
schedules.

I have received information that your agency desires to address the City
Council and Borough Assembly regarding the ultra low sulfur fuel issue and
that February 19 had been proposed. The Council has not yet determined if
that meeting will occur, nor has it had an opportunity to discuss potential
agenda items.
I have also received information that Tom Chappel is interested in attending

The Kodiak Area Native Association in conjunction with the Village Public Safety
Officers assigned to Kodiak Borough is currently seeking grant funding for a Fire/Rescue
Vessel. This vessel will enhance our ability to provide a greater level of public safety
services to all village communities in the area of services provided by KANA.
The Village Marine Safety Detachment is committed to the protection of life and
property through the provision of services that meets the integrity of the individuals,
families, and the commercial fishing fleet that reside in our villages. Our Current
operational objectives include, but are not limited to, the following:
1. Provide EMS and rescue services.

2. Provide a fire suppression response to any village where the vessel is staged.
Provide fire protection capabilities to all waterfront property, marine facility,
commercial fishing fleet, and any vessels secured in any village harbor
setting. Provide for fire salvage and overhaul services of any fire- damaged
property. The ability to support hose line operations during a wild land urban
interface fire incident, or wild land fue campaign incident. Serve as command
post during any type of emergency service operation.
3. Promote the protection of the environment on Federal lands and waterways,
and assist in wild land fire prevention and suppression on Federal lands.

4. Provide fire protection stand -by for target hazard situations. Target hazard
priorities are defined as a facility or process that could produce or stimulate a
fire that could cause a large loss of life or property. Some examples are: bulk
fuel transfer from barge to tank farm facility, ferry service in Port Lions,
special marine functions ie: Old Harbor Fourth of July celebrations and
fireworks display.
5. Respond to local pollution mishaps and mitigate the incident. Work with state
and federal agencies to coordinate clean up. Working only in areas of the
harbormasters jurisdiction.
6. Respond to any agency request and provide emergency services as needed.
7. Provide Law Enforcement services.
We would like to meet with the Borough and City Councils to discuss this project. We
will be asking the City to provide a slip in the harbor for our use when in Kodiak, and
requesting a fuel allotment from the Borough. Your assistance in this matter is greatly
appreciated.
