INTRODUCTION
Dr. Halter has funding for the construction of a solarium at the hospital and has identified
a location at PKIMC where he wants to have it installed. The meeting was called to
discuss issues associated with the solarium. We reviewed the sites, one is the patio and
the other is just outside of the long -term care T.V. area. Both sites will be reviewed by
appropriate authorities as well as costed out. The desire is to have the size of the solarium
approximately 17'or 18' x 20'in size. Some of the issues are identical at both sites.
ISSUES
• Ventilation — there will be awning windows that will provide ventilation. No
mechanical ventilation will be installed at this time.
• Structural Engineering — The building is a pre - engineered structure that takes
into account local wind loads and snow loads. A similar one was recently installed
at the Kodiak Senior Center.
• Foundation — The concrete slab will be cut and sona tubes will be used to support
the solarium. Foundation will be engineered
• NFPA 101 — Fire code that addresses access issues, sprinkler issues in the
solarium — Rick Taylor will consult as well as the state fire marshal.
• Windows — (at the patio site) Solarium may cover two CHC office windows that
provide ventilation to the outside.
• Door — A door is needed in the solarium at the patio site as it is designated access
in and out of the hospital. There is need for barrier hardware at this solarium door.
To do this requires 110v power
• Heat — tying into the hospital's heat loop located deep under the concrete patio
• Lighting — Need 110 v power for a Light and also Exit sign
• Carpet — Indoor /outdoor carpeting that meets flame spread issues
• Road Access — Review if extending the solarium out to 17 feet at site #2 causes
any access for fire lane issues.
CONCLUSION
Parties agreed that the site adjacent to the long term care wing is fine. There is a
foundation that needs to be engineered here.
CONTRACTOR TO DO THE FOLLOWING:
• Meet with an Engineer on the foundation
• Meet with the Fire Marshall to identify any fire code requirements
• Meet with the Building Inspector to determine is there are any building issues

I listened to Assembly member Williams comments last night and thought this should be shared.
There is a not a lot of information on this subject. It has been a project favored by Dr. Halter's but the original discussion
began some time ago with Betty Springhill. I remember that as a member of the Lions Club Mrs. Springhill approached us
for a donation. There was also some discussion about it when we were performing the PKIMC master plan, but any issues
have been resolved.
My latest involvement is in a meeting I had earlier this year at the hospital with Dr. Halter, Ken Knowles (the contractor who
put in the solarium at the Sr. Center) along with Stan Thompson, PKIMC. We discussed the pros and cons of the two
potential sites: a niche site adjacent to the long term care wing, and the patio site. The final resolution at that time was to
utilize the niche site. We were all in agreement. We discussed the that the structure had to be engineered to meet any
building codes requirements (snow loads, wind loads etc) as well as any fire codes (access). Ken Knowles and I have
talked a number of times through the summer on the topic. He is working with the engineer on the foundation plan, with
the solarium manufacturing company, and with the building officials. Once the funding is in place and the engineering is
complete I think the project is a go.
This is a volunteer project with money coming from donations. If there is a desire to take the project over additional funding
id the preparation of a bid packet is needed. Otherwise, I think we are on -board with the project.

Your organization has been so generous to the community in the past. We hope you will consider this
community need for your future plans.
A solarium — can you imagine the joy and peace the residents at our local Intermediate Care Unit would
experience basking in the sun any time of year. The solarium would be built onto the present building,
and would face the ocean next to a busy street where residents would be able to enjoy television, listen to
music, and watch activities on the ocean such as fishing boats, ships, and ferries, or even traffic along the
street. Over the past five years, I have secured technical drawings and permission and raised $32,484.
We need to raise approximately $75,000 to bring this private, much needed project to fruition. We have a
perfect spot at the hospital that will not hinder any future expansion and will only enhance the lives of
residents for many years to come.
The Intermediate Care Unit at the hospital has room for 19 patients who are currently eating in a dining
room with no window access. These same patients are crowded into a very small space to watch
television and do other activities. The residence rooms are mostly for two patients and have been filled
with a waiting list for several years.
If you are able to give to this private community project, an account has been set up at First National

Thank you for allowing this project to be discussed on your Thursday, July 27th agenda. A copy of the
January 23, 2006, Kodiak Daily Mirror article is attached for further infonnation. The Kodiak Hospital
Auxiliary has applied for a Rasmuson Foundation Tier 1 Grant for S25,000 and matching funds from you
might help with their approval as well as move the project further along and more quickly. We have
attached a copy of the grant application cover sheet and narrative to provide more details. The
Foundation is waiting for us to reapply with additional data.
According to Marya Nault, Betty Springhill's daughter, it was in approximately 1990 that her mother
started talking about a solarium to bring more quality of life to the ICF residents. Everyone associated
with this project has donated their time, materials, and costs with Dr. Halter bearing the largest portion,
and his continual discussions with all whom he comes into contact has kept it alive. In 2005, we lost
some momentum when a benefactor's estate decided not to contribute a large amount, but our enthusiasm
has been buoyed by the Lion's Club and all the individuals who have answered our individual letters by
contributing funds since.
We hope to have a written estimate from Mr. Knowles in time for your Thursday meeting. The costs
have increased so significantly in the past two years it has been difficult to state any figures with certainty
for very long. When I first became involved, the cost was $50,000 and now it's more like $150,000. The
Ardinger family is willing to contribute the indoor /outdoor carpeting and possibly we can have people
donate fumiture with plaques and the name of their loved one on each item. The beauty of the project is
it will not interfere with any master plans and has had positive response from Don Rush, CEO and Bud
Cassidy, Borough Engineer.
If you are aware of any grants that would be applicable to such a project, please let us know and we will
do what it takes to apply. We are not experts at any of this process, but are willing to do what it takes to
bring a bit of sunshine into the lives of those people who are living out the rest of their time in a dreary
and almost windowless environment.

RE: Existing Pool Repairs
Following are recommended repairs, relative costs and sequence that address the intermediate, near term repairs and
long term enhancements to the existing KHS Pool.
Immediate
The BBFM report recommends adding structural bracing to the top of the pool wall in the space between the pool
wall and the interior foundation wall to prevent the possibility of a partial collapse of the pool wall. This is a
potential life safety issue and should be corrected as soon as possible.
Chipped and missing grout and tiles around the deck and pool edge pose a cut and scrape hazard to pool users. This
and leaking seals allow seepage of water.
Estimated cost to complete these immediate repairs is estimated to be less than $50,000. (MB Assembly funding).
Near term (start engineering now - Purchase equipment - coordinate installation ASAP
Contract Boyd Morganthaler, AMC Engineers to provide recommendations, specifications and limited design for
water treatment system and air handling system. They are currently contract with ECl/Hyer for New Pool and also
with Jensen Yorba Lott for VocEd & Pool Reclamation projects included in RFP1 (pending assembly approval)
