AGENDA STATEMENT
Item No. 9.A
Confirmation of Trinity Islands Paving District Assessment Roll.
The motion currently before the Assembly is:
To confirm the Trinity Islands Paving District Assessment Roll.
Tract Al (Southern Alaska Forwarding) Tract B (Anderson Warehouse)
Lot 4C (Mimi's)
• March 29, 2003 - The Notice of Public Hearing mailed included Tract Al and Tract B.
• June 5, 2003 - Adopted Resolution No. 2003 -19 that included Tract Al and Lot 4C
• June 2, 2005 Regular Assembly Meeting - the Assembly took the following actions:
ABELL moved to remove 3472 Tract B, seconded by WILLIAMS
The motion failed: 4 noes - Bonney, Branson, Ranney, and Mayor Selby
3 ayes - Abell, Wells, and Williams
• However, Resolution No. 2003 -19 did not include Tract B.
BONNEY moved to include 3400 Lot 4C, seconded by BRANSON
The motion passed: 4 ayes - Bonney, Branson, Ranney, and Wells
2 noes - Abell and Williams
• However, Resolution No. 2003 -19 included Lot 4C.
The Borough Attorney has recommended that all three lots in question, Tract Al, Tract B and Lot 4C,
be included in the district primarily due to the public access and utility easement that exists on those
properties from Sitkinak Dr.
Resolution No. 2003 -19A, Amending Resolution No. 2003 -19, is in the packet as Item No. 13.B.4. The
Resolution corrects the receipt date of the petition and adds Tract B to the Paving District.
Prior to the public hearing the Assembly should suspend the rules to take action on Resolution No.
2003 -19A.
In the end, Resolution 2003 -19A should reflect those properties that have benefited by the
improvement of the Trinity Islands Paving District.
The assessment roll should allocate the paving costs to the properties in the Trinity Island Paving
District and can be based upon allocations that recognize the benefit to the property. in other words,
Tract B and Lot 4C could be assigned a lower portion of the costs based on a smaller identified
benefit. For example, since Lot 4C has one access from Rezanof and two accesses from Sitkinak Dr.,
Lot 4C values could be split 60 -40 with 60% of the value being allocated to the paving costs. Tract
B also has its main access from Rezanof, but also has a public access easement off of Sitkinak Dr.
Therefore, Tract B values could be split 20 -80 with 20% of the value being allocated to the paving
costs. The Assembly could also determine that Tract B receives no benefit from the paving district
and therefore, allocate no paving costs to that lot.

NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH that the total construction costs without additives within the
assessment district are estimated to be $ 165,000 and that the Finance Director shall
maintain adequate records accounting for all costs incurred for the construction of the
improvements.

To All Parties Concerned,
My wife Linda and I are in favor of Map A, which includes Tract A -1, Tract B, and Lot 4C. The reasoning for this is that since the paving,
Tracts A -1 and B, and lot 4C have benefited from the paving by utilizing the paved road to get to and from their place of business, allow
customers access to their business, and have benefited from the reduced amount of dust. It is only fair that these owners of Tract A -1, B and
Lot 4C be assessed the total amount as presented in the listing for Map A. This equates to an equal and fair amount of taxes for all concerned.
In addition, these business have even benefited from the street light project that was installed in 2004 as well.
Our votes are for Map A.

This letter is in reference to the Trinity Islands Paving Project Assessment Roll. While I
do not dispute that I should pay my fair share of this paving project, I do not believe that
the majority of property owners in the subdivision should be saddled with paying the fair
share of certain business owners. I am of the opinion that all properties listed, including
Tract B and Lot 4C, should be included in the approved assessment. My reasons are as
follows:
Tract B: This property is accessed daily via Sitkinak Drive and Tract A -1. A
relatively high volume of traffic is generated by this business. I have daily seen
vehicles accessing this tract from Sitkinak Drive. I notice that those of us on flag
lots (i.e., sharing access from the subdivision's paved streets) are not exempted
nor, in fact, assessed less, than non -flag lots. Will my property, as is Tract B, be
reconsidered for exemption due to its shared access?
Lot 4C: Clearly, this property, which is currently occupied by the KANA
Wellness Clinic, had every intention of using Sitkinak Drive as a point of access.
Otherwise, why would an approach from Sitkinak Drive onto the property have
been planned, paved, and left accessible until after the Assembly first began
discussion of this assessment? I find it interesting that this approach has only very
recently been blocked by a temporary display of cinder blocks, dirt, and orange
cones. Will my property be exempted from the assessment roll if I put a few
cinder blocks and orange cones at the foot of my driveway? It seems a reasonable
assumption.
It should also be noted that this property is still accessible from Sitkinak Drive via
the approach to Tract A -1.

In 2003, an action was taken to improve the Trinity Islands Subdivision by paving Sitkinak Drive, Tugidak Court, and
Chirikof Circle. The Trinity Islands Paving Project that paved the road to your property located at
was completed in 2004 and the Assessment Rolls for the District have been prepared.
There are questions as to whether Tract B and Lot 4C should be included in the Assessment Roll. There are four different
scenarios when determining the final Assessment Roll.
A. Include Tract A -1, Tract B, and Lot 4C
B. Include Tract A -1 and Lot 4C
C. Include Tract A -1 and Tract B
D. Include Tract A -1
Attached is a sheet of paper with four maps as well as four different assessment rolls reflecting the impact to individual
property owners in each scenario.
The Kodiak Island Borough Assembly will hold a public hearing on the Trinity Islands Paving District Assessment Roll
on Thursday, July 7, 2005 at 7:30 p.m. in the Borough Assembly Chambers located at 710 Mill Bay Road.
The purpose of the public hearing is to allow individual property owners to present comments in favor of or opposed to
any of the presented Assessment Rolls. In following the procedures of Kodiak Island Borough assembly meetings,
owners of the assessed property may step forward during the public hearing to verbally present evidence of errors or
inequalities concerning the action to be taken.
If owners do not wish to testify verbally, written comments can also be submitted to be read aloud during the public

Contract No. FY2006 -01 to Provide Snow Removal, Sanding, and Road Repair in
Service Area No. 1.
The Kodiak Island Borough Engineering and Facilities Department advertised the need for
labor and equipment to provide snow removal, sanding, and road repair in Service Area
No. 1.
Bids were received from Brechan Enterprises, Inc. and B &R Fish By Products. Both bid
price schedules were reviewed and compared by the Service Area No. 1 Board at its
regular meeting on June 7, 2005.
The Board, based on the costs, equipment availability, and workforce levels, voted to
recommend that Brechan Enterprises, Inc. be awarded the contract.

A. Call to Order
Chairperson Kevin Arndt called the meeting to order at 7.O0pm.
B. Roll Call
Present were Board Members Kevin Arndt, Ed Mahoney, Greg
Spalinger and Peggy Tuttle. Absent Members were Scott Arndt and
Charlie Lorenson. Bud Cassidy and Sharon Lea Adinolfi [E /F
Department] were also present.
It was moved, G. Spalinger, and seconded, P. Tuttle, to approve
the Agenda. The Agenda was approved by a unanimous voice vote.

commitments.
P. Tuttle noted that B &R did not have a 2nd grader, which is
SD #1's preference.
A roll call vote was taken on the motion to award the contract
for SD #1 road maintenance to Brechan Enterprises, Inc. The vote
was unanimous in the affirmative.

J. Board Comments
P. Tuttle questioned the "gumminess" on the roads after calcium
chloride was laid down. Was this normal? G. Spalinger /K. Arndt
responded - it was normal. P. Tuttle also noted that when the
work was done there were cars, boats, trailers on the road and
suggested that the next time the work is done that residents be
alerted so that vehicles can be removed and the whole of the
roads done.
P. Tuttle expressed her displeasure with some areas where the
speed limit was 25 mph - other residents have complained and she
thought the Board had discussed 20 mph signs in some areas.
G. Spalinger. None
E. Mahoney. E. Mahoney thanked, for the record, B &R Fish By
Products for making a good faith effort in presenting a proposal
for the road maintenance work. Also, he thought it was a good
idea to get the calcium chloride down again.
K. Arndt. K. Arndt noted that some cleaning, ditch work and D -1
was on the work schedule. He suggested the next meeting be
scheduled for sometime after the 2nd week in August.

Re: Womens Bay Service District Contract
At our meeting June 6, 2005, the Womens Bay Service District Board voted to
recommend that the contract be awarded to TC Enterprise.
We reviewed both bid packages and have made our decision on KIB Code 3.16.08.
Although B &R Fish had the lowest bid price, the quality of the performance of the
contract we had with him in 2002 and 2003 was less than favorable. We are concerned
with his ability, capacity and skill to perform the work within the time specified this is
based on our previous contract experience with this contractor. The character, integrity,
reputation, judgment and experience of this bidder have not been in the best interest of
the Womens Bay Service District in past contracts.
We have been extremely pleased with the performance of TC Enterprises while under
this current contract and would like to continue to work with him

The department directors have reviewed and authorized the destruction of the specific
records attached to the resolution.
With exception to the Community Development Department documents which are
covered by the Exxon Valdez retention order and should be retained, the attorney found
no other documents on the list which have unusual legal, administrative, or historical
interest,

A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
AUTHORIZING THE RECORDS MANAGER TO DISPOSE

A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
APPROVING FISCAL YEAR 2006
KODIAK ISLAND BOROUGH NON - PROFIT FUNDING
WHEREAS, the Kodiak Island Borough is fortunate to enjoy the efforts of many
benevolent non - profit organizations that provide services that enrich our lives; and
WHEREAS, Kodiak area charitable non - profit organizations provide humanitarian
services that many of our community members rely upon; and
WHEREAS, these organizations provide expanded education, cultural, and health
services that cannot be provided through the ordinary governmental budget; and
WHEREAS, these organizations expand the services that can be provided, with limited
funds, through the utilization of volunteers; and
WHEREAS, the viability of these services is fundamental to the quality of life enjoyed
in the community;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the Kodiak Island Borough fiscal year 2006 budget includes
contributions to non - profit organizations in the amounts indicated on page two of this
resolution.

Resolution No. FY2006 -03 Encouraging Other Freight Companies to Provide Freight
Services to the Outlying Communities of Kodiak Island That Will be Lost due to the
Buyout of Western Pioneer Shipping Services.
Western Pioneer has been bought out and will no longer provide shipping services to
the outlying communities of Kodiak Island.
Obviously the need for this service is substantial as the terminal grew from just a few
pallets to one of the major stops in a five -year period.
This resolution encourages other freight companies to consider providing this valuable
service.

A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY

WHEREAS, Western Pioneer was bought out by Coastal Transportation which is
exercising its option to not continue the freight side of the business, but to keep the
retail outlet, Alaska Ship Supply, which does business in areas of the state like Dutch
Harbor; and
WHEREAS, Western Pioneer, which has a terminal on Marine Way in Kodiak and stops
in the communities of Larsen Bay, Old Harbor, Ouzinkie, and Port Lions, will be turning
over its building lease and operations to Carlile Transportation Systems, until the sale
is complete; and
WHEREAS, the outlying communities of Kodiak Island may lose valuable freight
services as a result of the buyout of Western Pioneer which could have a significant
economic impact;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the Kodiak Island Borough Assembly encourages other freight
companies to support the outlying communities of Kodiak Island by providing freight
services to these communities as economically as possible for all parties involved.
NOW, THEREFORE, BE IT FURTHER RESOLVED that this resolution of the Kodiak
Island Borough Assembly be sent to other freight companies to encourage them to
provide this valuable freight service.

One of the few freight companies in' Kodiak
will be closing their doors after five years of
service due to a buyout.
Western Pioneer Shipping Services, which has
a terminal on Marine Way in Kodiak and stops
in the villages of Larsen Bay, Old Harbor,
Ouzinkie and Port Lions, will be turning over its
building lease and operations to another freight
company, Carlile Transportation Systems, until
the sale is complete.
The shipping service, located at 420 Marine
Way, advertised hauling just about anything
from building materials, fishing gear and boats
to groceries.
The company was bought out by Coastal Trans-
portation which is exercising its option not to
continue the freight side of the business, but keep
the retail outlet Alaska Ship Supply which does
business in areas of the state like Dutch Harbor.
Mike York, terminal manager of Western Pio-
neer in Kodiak, said while the transition is in
place Carlile will determine new rates of trans-
portation, which may not be the same as those
offered by Western Pioneer.
He said rate information can be obtained
through the Western Pioneer office.
York, who has 18 years in the freight busi-
ness, said he saw the Kodiak terminal grow from
just a few pallets to one of the major stops in

He said Western Pioneer was
able to find a niche in the local
freight economy giving custom-
ers a good price and great ser-
vice.
He thanked the community,
villages and local businesses for

really his choice.

about seven people, York said.

It was brought to our attention that the receipt date of the paving petition in Resolution
No. 2003 -19 was incorrectly reflected as December 9, 2002 instead of January 13,
2003.
Also, the Resolution did not include Tract B.
The Borough attorney has recommended that the Assembly amend Resolution No.
2003 -19 to correct the receipt date and include Tract B.

A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
AMENDING RESOLUTION NO. 2003 -19
CREATING AN ASSESSMENT DISTRICT FOR THE FORMATION OF THE
TRINITY ISLANDS SUBDIVISION PAVING DISTRICT
WHEREAS, KIB Code Section 4.40.010A, provides for the creation of special assessment
districts within service areas for capital improvements including asphalt paving, and defines
the process for implementation, assessment, and payment of capital costs for those
improvements to the properties located within the assessment district; and
WHEREAS, on Oc.,ctttl,ot 9, 2002 January 13, 2003, the Assembly received a petition to
initiate an assessment district pursuant to KIB Code Section 4.40.O10B for the paving of
Sitkinak Drive, Tugidak Court, and Chirikof Circle, which petition was signed by the owners
of more than one -half (1/2) of the value of the property to be benefited by the improvements;
and
WHEREAS, notices of a public hearing were mailed to the property owners to be assessed on
March 28, 2003 and a notice of public hearing was published on April 2 and April 9, 2003,
advising them of the improvements to be constructed, the properties to be assessed, the date,
time, location and purpose of the hearing, and the method for protesting or objecting to the
action under consideration; and
WHEREAS, the public hearing was held April 15, 2003, pursuant to the notice, and the
Assembly received five (5) written comments from property owners and after the public
hearing, determined that there is a necessity for and benefits from the proposed improvements
and directed management to proceed with the proposed improvements by this resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
that an assessment district is hereby created for the construction of street improvements that
may consist of asphalt paving, and drainage improvements on Sitkinak Drive, Tugidak Court,
and Chirikof Circle.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the costs of the improvements to be constructed which have been determined
by the Assembly to be assessable, shall be assessed against the following properties within
the Kodiak Recording District and within the assessment district by a levy against each parcel
in the district based on the proportional cost of the project as a function of the most recent
certified assessed vaiue of each iot as though vacant, at the time of Assembly certification of
the project. The cost will be billed in 10 equal annual installments bearing interest at a rate
of 4.5% per annum.

The regular meeting of the Parks & Recreation Committee was called to order at 7:20
p.m. by CHAIR PAM FOREMAN on May 10, 2005 in the Borough Conference Room.
A quorum was established.
APPROVAL OF AGENDA
MINUTES OF PREVIOUS MEETING
Corrections to be made to the April 26` meeting minutes includes Patrick Saltonstall was
excused, Jeff Huntley and Heather Turner was present, and Jeff Huntley seconded the
motion in Old Business B.
AUDIENCE COMMENTS AND APPEARANCE REQUESTS
Peg gy Tuttle spoke regarding the Woodland AcreslKn diak Community Church
Subdivision. She stated the neighborhood concern is Kodiak Community Church is not
allowing any area for green space areas or parks in a huge residential area. This is the last
tract in Woodland Acres to be subdivided. Originally, the area was supposed to be for a
church, and then they decided to subdivide it into 9 lots. The neighborhood feels it will be
too dense with at least 9 more families living on smaller lots in the area, and there are

drainage problems in the area. The neighborhood is looking for help to make changes to
Kodiak before all the trees are gone. Peggy Tuttle inquired if they can't do something
now, can the Parks & Recreation Committee adopt something to go to the Borough?
Duane stated that this case went before the P &Z Commission on April 20 and was
postponed until April 27th. He also explained the Planning & Zoning Commission has
sixty (60) days from the application date to act a case or it is automatically approved. He
went on to say there were a number of people from the neighborhood and representatives
from the church who attended the meeting, and the church suggested that if they could
have a meeting with the neighborhood, they wouldn't have an objection with a
postponement until the next regular meeting on May 18, 2005. When the Planning &
Zoning Commission publishes the case tomorrow, the staff reports won't be changed
unless new information is submitted. At this point, no new information has been
submitted from the previous month.
After talking briefly about the current status of Woodland Acres the committee was in
agreement they would like to see more green spaces, larger lots, and fewer houses in the
area.
COMMITTEE MEMBER PATRICK SALTONSTALL MOTIONED to, given there are
very few pocket parks or green spaces in the area, the committee would like to suggest
the lot sizes be increased and fewer houses to create more green spaces and attempt to
make it more livable in the area. In a voice vote this motion was DENIED.
COMMITTEE MEMBER HEATHER TURNER MOTIONED to recommend the
Planning & Zoning Commission consider the existing character of the neighborhood, the
current lack of green space, and ensure any possible alternative to reduce either density in
the neighborhood or include more green space to be considered to the fullest extent
possible. The motion was SECONDED by COMMITTEE MEMBER MIKE
SIROFCHUCK and CARRIED by unanimous voice vote.
OLD BUSINESS
A. White Sands Beach - Discussion on the best approach on how to get things
accomplished. It was decided the best way is to submit a memo to P &Z with the
Parks & Recreation Committees' wishes. In a previous discussion with Pam
Foreman, Rob Greene expressed the committee should get results by submitting a
memo to the local DOT office inquiring if "As part of your maintenance, can you
maintain" then list P &Rs' wishes. He stated using a memo would be much
simpler, and their budget should include most things that were discussed earlier.
COMMITTEE MEMBER MIKE SIROFCHUCK MOTIONED to rescind
Kodiak Island Borough Parks & Recreation Committee Resolution 2005 -04,
rescinding certain improvements as part of the Monashka Bay Road Paving
Project. COMMITTEE MEMBER PATRICK SALTONSTALL SECONDED the
motion, and was CARRIED by unanimous voice vote.

B. North Star /Otmeloi bike path -Mary Ogle gave a brief update of the meeting with
DOT last week.
C. Trail heads & pullouts -It was the general consensus that with all the pullouts and
vista points along the roads it is next to impossible to put them all on GPS. The
committee feels all pullouts along the roads should be saved because they're
obviously being used. Pam Foreman reported that Rob Greene had previously
expressed to her that the committee should send him a memo stating what the
committee wants and he will do what he can to accommodate them.
COMMITTEE MEMBER HEATHER TURNER MOTIONED to recommend to
the DOT to maintain accessibility to any existing roadside parking or pullouts on
all of the state arterials and additionally P &R has concern regarding the increasing
bicycle and pedestrian traffic along state arterials. COMMITTEE MEMBER
PATRICK SALTONSTALL SECONDED the motion, and it was CARRIED by
unanimous voice vote.
D. Kodiak Community Church - Discussed in the Audience Appearance and Requests.
E. KISA update -Duane Dvorak reported that the Assembly originally granted a
twenty -five (25) year disposal with fourteen (14) years left, and the administration
requested an extension be drafted for the remaining fourteen (14) years. It was
suggested that maybe there should be an amendment to the lease stipulating
public use be made available.
COMMITTEE MEMBER MIKE SIROFCHUCK MOTIONED to recommend
KISA open the range one (1) day a month for public access. The motion DIED
for lack of a second.
COMMITTEE MEMBER HEATHER TURNER MOTIONED to recommend to
the Borough Manager that the Parks & Recreation Committee's concem is the
range is not being managed in the public interest in the regularity and frequency
of the facility being open to the public. COMMITTEE MEMBER PATRICK
SALTONSTALL SECONDED the motion, and it was CARRIED by unanimous
voice vote.
NEW BUSINESS
A. Parks and Open Space Ordinance -To be discussed at the May 24 meeting.
B. Future meeting locations -They will continue to hold the meetings in the KIB
Conference Room and possibly get microphones to help capture the meetings on
tape.

PROGRAM /STAFF REPORTS:
1. Volunteer of the Month - Kodiak High School staff were pleased to recognize Lisa Johnson
as their Volunteer of the Month. Lisa has been tireless and selfless in donating her time and
talents to assist Kodiak High School this year. Lisa's cheerfulness, patience, and kindness
have brightened the halls at Kodiak High School. Staff members are immensely grateful for
her service.
Kodiak High School Principal Bob Meade stepped up to the podium and introduced Kodiak High
School's Volunteer of the Month Lisa Johnson He shared that Lisa has served as a worker in
the Bear's Den in the mornings and at lunch, and at every sporting event and has been gym
monitor at lunch on Mondays and Tuesdays. In addition to those volunteer efforts, Lisa has
volunteered as an officer for the high school's new PTSA.
Lisa Johnson extended her thanks to high school staff and Board members who made her feel so
welcome at the high school. She encouraged more parents to volunteers in their child's building.
PRESENTED
On behalf of the District, School Board President Scott Williams presented a certificate of
appreciation to Kodiak High School Volunteer of the Month Lisa Johnson
2. KACLAC Grant Update — Lead teacher /coordinator Ted Nussbaum reported on the 2 L"
Century Before and After School Program.
Due to technical difficulties Mr. Nussbaum was unable to share the PowerPoint presentation he
had planned. He apprised Board members that the purpose of KACLAC is to increase student
skills in reading, writing and math, increase student motivation and increase parent participation
in their child's learning experiences. He also shared that student lexile levels are steadily
increasing in reading, students have increased the number of words they can write during the
three- minute timed writing probes, and the students' math problem solving skills have also
improved. Parents have participated in several KACLAC - supported functions such as family
nights, Lexile night, District Math night and Artist in Reaidciioe nights. ,�h��t s.
Main Elementary School students and KACLAC participants Yamileth Escobar, Sonia Cortez -
Ruiz and Tepora Sega all concurred that the KACLAC program has helped them read and write
better as well as helped them be able to do more challenging math problems. They also liked the
snacks.

3 Akhiok Student Trip - Three students and their chaperones from Akhiok School recently
traveled to Washington, DC to tour the Smithsonian Museum of the Native American Indian
(MNAI) facilities.
Akhiok School Head Teacher Jim Rigenhagen, along with Alyssa Brentenson and Dylan
Peterson shared their recent Washington, D.C. experience with Board members via video
conference from Akhiok School. The tour included a visit to the receiving facilities where
Native American artifacts are stored and prepared for display. The students were also given a
private tour of the MNAI building. In addition to the Smithsonian, the students met with
Senators Stevens and Murkowski, toured the Capitol Building, visited several of the monuments,
and saw other sights of the metropolitan DC area. The students were in the Capitol Building
when it was evacuated due to an errant airplane. One student and a teacher were interviewed by
Channel 2 News about the incident.
4. Employee Service Recognition - The District is proud to honor employees who are
celebrating their thirty - fifth, thirtieth, and twenty -fifth year of service to the District.
Payroll Accountant Mona Johnson is celebrating her thirty -fifth year of service.
Chiniak School teachers Ned and Elaine Griffin and Kodiak Middle School teacher
Jim Pryor are celebrating their thirtieth year of service. Old Harbor School aide
Phyllis Clough, Old Harbor dayman Tony Azuyak, Sr., Main Elementary School aide
Marina Opheim, and Kodiak High School counselor Sue Blott are being recognized
for twenty -five years of service. Congratulations and thank you to Mona, Ned, Elaine,
Jim, Phyllis, Marina, Tony and Sue!
Director of Finance Dave Jones stepped up to the podium and applauded Mona Johnson
on her thirty -five years with the District. He shared that he hopes his children have the
same work ethic shown by Mona.
Rural Principal Howard Wayne introduced and commended thirty -year award recipients
Chiniak School teachers Ned and Elaine Griffin and twenty -five year award recipients
Old Harbor School aide Phyllis Clough and dayman Tony Azyuak, Sr. via video
conference from Larsen Bay School.
Kodiak Middle School Principal Porfiria Lopez -Trout stepped up to the podium to
recognize Kodiak Middle School teacher Jim Pryor who was unable to attend tonight.
She commended Mr. Pryor on the impact he has had on students!
Main Elementary School Principal Marilyn Davidson expressed her appreciation of Main
Elementary School aide Marina Opheim in Spanish. Marina is the first stop for many
families who are new to our community due to her compassion.
Kodiak High School Principal Bob Meade also extended his appreciation to Kodiak High
School Counselor Sue Blott on her twenty -fifth service award. She is known for her
patience and the way she cares for students.

On behalf of the District, School Board President Scott Williams presented a thirty -five year
service award to Payroll Accountant Mona Johnson; thirty-year service awards to Chiniak
School teachers Ned and Elaine Griffin and Kodiak Middle School teacher Jim Pryor; twenty -
five year service awards to Old Harbor School aide Phyllis Clough, Old Harbor School dayman
Tony Azuyak, Sr , Main Elementary School aide Marina Opheim and Kodiak High School
counselor Sue Blott.
5. Kodiak High School Vocational Education Program Report - The Career
Technology Advisory Committee has been reviewing programs to identify needs that
relate to courses and their alliance with the courses offered at Kodiak College and
other schools.
Kodiak High School teacher Barry Altenhof shared the status and future of the drafting
program at Kodiak High School. The drafting class has grown from one class to five in
the past eleven years. He shared that the high school currently offers three years of
architectural drafting and one year of mechanical drawing/computer -aided
manufacturing. All classes are project -based and emphasize computer design skills and
model building as a way to engage students in practical skill development. Students
enrolled in the drafting program generally follow the industrial engineering career
pathway. He stated that he would like to see career technology recognition when
students receive their diplomas. He encouraged Board members to return the Principles
of Technology to Kodiak High School and add Robotics in order to prepare students to
compete globally in the job market.
SUPERINTENDENT'S REPORT:
1. Superintendent Walters congratulated the seniors who have already graduated in the
villages.
2. She congratulated Jordan Rodgers on her nomination for the Spirit of Youth Award.
3. She extended her thanks to special education itinerant Dianne Zemanek for stepping
up to the plate and assisting the District to the end of the school year.

1. 2005/2006 — 2006/2007 Superintendent's Contract
MOTION
ROY BROWN moved to approve a 2005/2006 — 2006/2007 Superintendent's contract for
a two -year period beginning on July 1, 2005 and ending June 30, 2007, and to set the
Superintendent's salary at $101,490. NORM WOOTEN seconded the motion and it
carried unanimously by a roll call vote of all members present.
2. 2005/2006 Certificated Contracts — There are no contracts prepared at this time.
3. 2005/2006 School Board Meeting Calendar - This calendar was prepared using the same
basic dates as in the past with one work session and one regular meeting scheduled per
month.

presented. ELIZABETH ODELL seconded the motion and it carried unanimously by a voice

4. FY 06 Perishables and Fresh Milk Bid Award - Proposals were sent out in March and a
legal notice was printed in the Kodiak Daily Mirror and the Anchorage Daily News. Food
Service Accountant Alvin Arboleda has prepared a recommendation for Board approval.

including Purchase Requisition Number 730000004 in the amount of $85,000 for perishables to

NORM WOOTEN moved to approve the FY 06 School Meals Program Supplies Bid Award,
including Purchase Requisition Number 730000001 in the amount of $115,393.23 to Food
Services of America and Purchase Requisition Number 730000002 in the amount of $16,502.77
to Cost Savers. ELIZABETH ODELL seconded the motion and it carried unanimously by a roll
call vote of all members present.
6. FY 06 School Photography Services Bid Award - Proposals were sent out in March and a
legal notice was printed in the Kodiak Daily Mirror and the Anchorage Daily News. East
Elementary School Principal Ron Fried has prepared a recommendation for Board
approval.

Lifetouch Photography of Alaska for the 2005/2006, 2006/2007 and 2007/2008 school years.

7. FY 06 Kodiak High School Yearbook Production Services Bid Award - Proposals were

Services Bid Award to Friesen's Yearbooks for the 2005/2006, 2006/2007 and 2007/2008 school

8. FY 06 Kodiak High School Vending Services Bid Award — Proposals were sent out in
March and a legal notice was printed in the Kodiak Daily Mirror and the Anchorage Daily

rejected as they do not appear to be in the best interest of Kodiak High School at this time,

Government Computer Sales, Inc., in the amount of $17,320. ELIZABETH ODELL seconded
the motion and it carried unanimously by a roll call vote of all members present.
10. FY 05 Purchase Requisition Number 560000203, Math Learning Center - This
requisition is for Bridges math program kits for fourth grade classrooms.

Math Learning Center in the amount of $27,22125. ROY BROWN seconded the motion and it

11. FY 05 Purchase Requisition Number 560000217, CPO Science — This purchase
requisition will purchase science kits for village schools.

Science in the amount of $16,780.75. ELIZABETH ODELL seconded the motion and it carried
unanimously by a voice vote of all members present.
12. 2005/2006 Rural Schools' Calendars - Advisory School Boards from the rural schools
have submitted their recommended 2005/2006 school calendars.

NORM WOOTEN moved to approve the 2005/2006 rural schools' calendars as presented. ROY
BROWN seconded the motion and it carried unanimously by a voice vote of all members
present.
13. Social Studies Curriculum Document - The secondary social studies curriculum review
took place during the 2003/2004 school year and the elementary review took place during
the 2004/2005 school year. The committee focused on reorganizing the document to make

NORM WOOTEN moved to acknowledge receipt of the March 2005 Report of Revenues and
Expenditures, year -to -date general fund revenues in the amount of $19,523,770 and year -to -date
general fund expenditures in the amount of $18,453,258. ROY BROWN seconded the motion
and it carried unanimously by a voice vote of all members present.
Outgoing School Board President Scott Williams passed the gavel to School Board Vice -
President Roy Brown.
15. School Board Member Appointment — The resignation of Board President Scott
Williams leaves a vacancy that was advertised per School Board Policy, Section 1.13,
Vacancies. One community member submitted a letter of interest.
MOTION
NORM WOOTEN moved to appoint Scott Arndt to the seat on the Kodiak Island Borough
School District Board of Education vacated by Scott Williams, the appointment to be in effect
until the election in October, 2005. ELIZABETH ODELL seconded the motion and it carried
unanimously by a voice vote of all members present.
16. Oath of Office - Acting Board President Roy Brown administered the Oath of Office to
newly elected Board Member Scott Arndt.

1. The meeting schedule for June calls for a Work Session on Monday, June 6, 2005 in the
District's conference room and a Regular Meeting on Monday, June 20, 2005 in the Borough

owes employees a great deal of gratitude as they are an integral part of the system.
5. Roy Brown shared that tonight's video conference is a testament to the milestone in
technology and that the village schools were brought closer. He extended his thanks
to Scott Williams and welcomed Scott Arndt to the Board. Employees and their
dedication give students what they need.
