I was hoping that you would take the time to encourage individuals that you feel would serve the Borough well to apply for a seat on one of the following boards. All board members must be registered voters of the Kodiak Island Borough and Service Area Board members must reside and be registered to vote in the respective service area. The seats open are: Citizens Board of Equalization — Two seats (expire 12/31/2008) - The Board is scheduled to meet on May 18. Members should be appointed on the basis of their expertise in real and personal property appraisal, the real estate market, the personal property market, and other fields related to their functions as board members. The board determines equalizations on properties brought before the board by appellants. (appointed by mayor /confirmed by assembly) Generally, all boards and committees shall meet at least quarterly. Personnel Advisory Board — One seat (expires 12/31/2007) — Appointments should be somewhat consistent with the overall ethnic composition of the population of the community — The Board will receive all recommendations concerning additions, revisions, or deletions to /from the Borough Personnel Policies and Procedures Manual and may formulate their own recommendations for input from the Borough Manager prior to action — Any changes are considered and approved by the Assembly. Review job descriptions as prepared by the borough administration for the purpose of determining placement in a pay range using the salary placement process as adopted by the Assembly. (appointed by mayor /confirmed by assembly) Parks and Recreation Committee — One seat (expires 12/31/2007) - Identify existing and future recreation demands including indoor and outdoor recreation, evaluate existing and future recreations needs, generate priorities and action plans including a capital improvement program for parks and recreation, and review and recommend revisions as necessary to the adopted comprehensive parks and recreation plan. (appointed by mayor /confirmed by assembly) Comprehensive Plan Steering Committee — We have four applicants — Mary Ogle thought the committee should consist of 12 members. (appointed by mayor /confirmed by assembly) There are also service area boards with vacant seats: Bay View Road Service Area Board — One seat (expires 10/2007) — Road construction and maintenance powers. (appointed by assembly) Mission Lake Tidegate Service Area Board — Three seats (expire 12/31/2006- 2007 -2008) — Construction, operation, and maintenance of the Mission Lake Tidegate. (appointed by assembly) Trinity Islands Street Light Service Area Board — Three seats (expire 12/31/2006 -2007- 2008) - Provide construction, operation, and maintenance of streetlights on public streets within its boundaries. (appointed by assembly) Woodland Acres Street Light Service Area Board — Three seats (expire 12/31/2006 -2007- 2008) — Provide construction, operation, and maintenance of street lights on public streets within its boundaries. (appointed by assembly) Fire Protection Area No. 1 Board - One seat (expires 10/2006— Provide fire protection services within its boundaries. We have not received any new applications, but I will call the three individuals that previously applied for the seat that Scott Arndt was appointed to - to see if they still want to serve.
