Stearns, AICP Community Development Director FROM: Duane Dvorak, Associate Planner DATE: September 21, 2004 RE: Planning and Zoning Commission Capital Improvement Project (CIP) Recommendations for FY 2005 through FY 2009 Kodiak Island Borough Code Section 2.40.030.E establishes that the Planning and Zoning Commission shall accomplish, among other things, the following: "Submit annually to the Borough Assembly, not less than ninety days prior to the beginning of the calendar year, a list of recommended capital improvements which, in the opinion of the commission, are necessary or desirable to be constructed during the next five -year period. Such list shall be arranged in order of preference with recommendations as to which projects shall be constructed in a specific year." At their regular meeting of September 15, 2004, the Kodiak Island Borough Planning and Zoning Commission unanimously adopted P &Z Resolution 2004 -04, recommending that the Kodiak Island Borough Assembly incorporate the projects set forth in Attachment `A', in the priority listed, into the Borough's CIP list for FY 2005 through FY 2009. A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY, RECOMMENDING PRIORITIES FOR INCLUSION IN THE KODIAK ISLAND BOROUGH'S FIVE (5) YEAR FY2005 — 2009 CAPITAL IMPROVEMENT PROGRAM (CIP). WHEREAS, the Kodiak Island Borough represents a community of more than 14,000 people, some of whom are also citizens of the City of Kodiak, and other incorporated communities located throughout the Kodiak Island Borough including Larsen Bay, Port Lions, Ouzinkie, Karluk, Akhiok and Old Harbor; and WHEREAS, the Kodiak Island Borough provides for many important roads, services and public facilities serving the Kodiak Island Borough community, either directly or through service areas and contracts for construction and maintenance; and WHEREAS, the Kodiak Island Borough is also served by the State of Alaska which maintains highways, roads and other public facilities including the Chiniak Highway, the Pasagshak/Narrow Cape Road, Rezanof Drive, Mill Bay Road, Monashka Bay Road, Antone Larsen Bay Road, etc.; and WHEREAS, the State of Alaska administers the federal airport improvement program funds for the Kodiak Airport; and WHEREAS, per Borough code, the Kodiak Island Borough Planning and Zoning Commission, through Resolution 2004 -xxxx adopted a 2005 -2009 CIP list and submitted their recommended community priorities for needed Borough and State capital improvement projects in the Kodiak Island Borough, particularly highways, roads and public facilities to the Assembly; and NOW, THEREFORE, BE IT RESOLVED, that the Kodiak Island Borough Assembly, adopts the prioritization of projects as identified in Attachment "A" for inclusion in the Kodiak Island Borough's five (5) year Capital Improvement Program (CIP), for FY 2005 to 2009, and adopted here by reference. According to the above referenced code requirement, a CIP list is due to be submitted to the Assembly no later than October 1, 2004. By adopting a resolution at the next regular Commission meeting on September 15, 2004, this deadline will be met. Staff has consulted with the KIB Engineering and Facilities Director and solicited input from all municipalities within the borough to make recommendations for this year's Kodiak Island Borough Capital Improvement Program. A revised list of priorities has been attached to a draft resolution for your consideration. In addition, staff circulated the last season's resolution that was adopted by the Assembly. Staff has removed a number of projects that were funded through a recent bond election. These were mostly school district project that qualified for a 60% re- imbursement by the State of Alaska. There are a number of projects remaining on the list that are eligible for this re- imbursement for a few more weeks. These projects have been re- scoped and reduced in cost in order to provide the community with one last opportunity to get needed improvements with the most favorable financing available. These projects have been "repackaged" by the community bond committee and this as resulted in significant cost reductions from prior project estimates. Staff recommends that the commission consider the scoring of the projects and be prepared to make any amendments that it believe to be prudent at the regular meeting on September 15, 2004. A draft resolution has been prepared for this purpose and the Commission need only amend the matrix prior to adopting the resolution in order to complete its work on this task. Kodiak Island Borough HOW THE CAPITAL IMPROVEMENT PROGRAM IS DEVELOPED 1. Capital Improvement Program. A capital improvement program (CIP) is a multi -year schedule of proposed capital improvements for a community. The schedule varies for each community but typically ranges from five to ten years. The Kodiak Island Borough's schedule is five years. The purpose of the CIP is to identify the community's future needs for capital projects, and then adequately plan and fund the improvements. Examples of projects that may fall within a CIP include, but are not limited to, school buildings, roads, harbor facilities, water, sewer, fire equipment, public buildings and recreation facilities. A project typically must have a useful life greater than three years or an initial cost of $50,000 or more to qualify as a capital improvement. As the cost of the proposed improvements almost always exceeds the availability of funds, the improvements are ranked in order of priority. The order of priority is determined by a project's ability to improve the public's economic benefit, health and quality of life, and safety. In addition, proposed projects are also considered in terms of public support, cost the public, mandatory code issues and environmental concerns. The Borough's adopted CIP contains three major categories, Transportation Projects, Facility Projects and Recreation and Culture Projects. Occasionally there will be projects in two additional categories for Utility Projects and "Other" Projects, that don't fall into the preceding three categories. The Community Development Department manages the CIP program at the Planning and Zoning Commission level. The management consists of updating the status of projects, compiling and distributing the CIP document and undertaking the public review and annual update. Personnel from other Borough departments assist in the annual update, especially for transportation and facility projects. 2. Public Review Process. The Borough Assembly on an annual basis adopts an updated CIP after public review and comment, which includes comments from various boards and community organizations. The update begins in August of each year with a review by the Planning and Zoning Commission of the projects within the adopted CIP. This review determines which projects have been completed or describes the current status of the project, if not completed. After this review, the adopted CIP is distributed to various boards, community organizations and interested individuals for their comments. At this time, new projects are identified for possible inclusion in the CIP. At the close of the first comment period, all projects are prioritized. For example, the incorporated communities within the Kodiak Island Borough may rank and adopt their own project priorities. After the responsible entities have ranked their projects, the Planning and Zoning Commission adopts a recommended list that is forwarded to the Borough Manager who is then responsible for presenting the list in resolution form to the KIB Assembly. The Manager may develop a CIP that combines and ranks the various projects in addition to further identifying funding sources or mechanisms for the various projects. The Borough Code requires that the Planning Commission deliver a CIP recommendation to the Manager by October 1, each year. The Planning Commission reviews the CIP annually and sends its recommendations to the Manager who then submits the CIP to the Borough Assembly. The Borough Assembly reviews the CIP, conducts a public hearing on the CIP and then adopts the CIP with amendments, if any. 3. Funding. There are several funding sources used for CIP projects. The most commonly used funding sources include: general obligation bonds, land management fund, general revenue, state grants and federal grants. 4. Conclusion. In summary, the capital improvement program (CIP) is a schedule of public improvements necessary for our regional community's orderly growth and maintenance of quality of life and safety. The Borough's CIP is a five year schedule of projects which is updated annually. Various funding sources are used to implement projects ranging from general obligation bonds to general revenue sources. The Borough utilizes a public participation program, which includes comments from the general public and from community organizations such as incorporated communities, boards and commissions and the public. After review by various boards and commissions, the Borough Assembly adopts the CIP in January of each year after conducting a public hearing. 10.
