KODIAK ISLAND BOROUGH WORK SESSION MEETING Work Session Meeting of: r 3 o, 2oc-t Present were Mayor Gabrielle LeDoux, Tom Abel, Pat Branson, Cecil Ranney, and Nancy Wells. Absent were Mike Anderson, Tuck Bonney and Robin Heinrichs. Staff present were Pat Carlson, Manager; Judi Nielsen, Borough Clerk; and Laura Casey, Assistant Clerk. The meeting was called to order at 7:30 p.m. CITIZENS' COMMENTS Omar Stratman had discovered there has been accidents in the past regarding the switchback on the Chiniak Highway. He had distributed petitions encouraging everyone to sign them. He would like to see the road realigned before paved. Pam Foreman was concerned with continuity of the Community Development Director position. She stated there were many projects underway and would like to see them followed through. Norman Sutliff said he had been working on getting a new tide gate since 1998, since the old one is dilapidated. He said a service area board was established three years ago, and were given the instructions to establish and maintain a new tide gate. The board had furnished plans and easement for review. Mayor LeDoux asked that the Mission Lake Tidegate be placed on the next Assembly work session. Assemblymember Abell asked for a tidegate update. ITEMS FOR DISCUSSION ASSEMBLY WORK SESSION September 30, 2004 - 7:30 p.m. Borough Conference Room Manager Carlson said the bid for the tidegate was closing next Friday then would be brought before the Assembly for their approval. He would like to have it completed by March 15, 2005 with grass seed on Dr. Bob Johnson's property. Norm Wooten, presented a power point presentation from the Kodiak Island Health Care Foundation. Mark Hickey, Borough Lobbyist, reviewed the interim status report. He said the significant issues were Fiscal Planning; Revenue Measures; Education Funding; State Revenue Sharing and Municipal PERS Assistance; Municipal Dividend; FY2006 Capital Budget/Bonding Proposals; Near Island Fisheries Research Center /ADF &G Offices; Kodiak Airport Terminal Project; and other DOT /PF Issues. Assemblymember Ranney asked if there was a policy for Assembly member comments during work sessions. Assemblymember Bonney said the comment period was his place to talk about whatever issues he wanted. He said he would have a hard time changing the format. Assemblymember Abell agreed with Bonney that comments are comments. Assemblymember Ranney just asked that the members be aware of their comments. After a 10 minute recess, at 8:54 p.m., Mayor LeDoux call for the Special Meeting. PACKET REVIEW MANAGER'S COMMENTS Manager Carlson said City of Kodiak Manager, Linda Freed was talking about consolidation. He would like Assembly approval to extend the Landfill agreement with the Coast Guard, otherwise go out to bid. He spoke with the University regarding the lease payment on the Research Center. Shared fish tax is before the Assembly. He responded to a letter by John Miller. He asked if the Assembly had comments regarding the STIP. He said he would be seeing a specialist regarding his medical condition. CLERK'S COMMENTS Clerk Nielsen announced AML would be held in Fairbanks, November 8 -12, 2004. She said DOJ would be in Kodiak for the municipal election. Assemblymembers Ranney, Bonney, and possibly Wells, would like to attend. MAYOR'S COMMENTS Mayor LeDoux would like a resolution against mixing zones. She announced Tim Brady was leaving town and someone from Anchorage would be in Kodiak every few months and would like to discuss with the City of Kodiak to get temporary help with a letter written to Senator Ted Stevens. She asked Manager Carlson to prepare the letter. ASSEMBLYMEMBER COMMENTS Assemblymember Bonney asked for an executive session at the next regular meeting with Pat and Donna Carlson. Assemblymember Wells request Michelle Stearns attend the next work session for a report on projects that are on going. She asked Manager Carlson to bring a letter from the doctor to the executive session. Assemblymember Abell would like to discuss the airport after the elections. Assemblymember Ranney agreed with Assemblymember Abell. He thanked Mark Hickey for moving forward with Omar Stratman's request.
