There were present: Lonnie White, Presiding, Assemblymembers Alan
Austerman, Tom Merriman, and Mary Monroe. Jack McFarland and John
Parker arrived while the meeting was in progress. Also present were:
Jerome Selby, Mayor; Gaye Vaughan, Clerk: and Kaye McClain, Acting
Deputy Clerk.
City Airstrip Transfer papers on the land at the city airstrip have
been prepared but not filed. The Mayor's office is to verify that the
papers carry out the intent to transfer just the landing strip and a
fifty (50) foot easment. It is the intent of the Borough to retain the
land along the strip and investigate the possibility of leasing tie -down
area for private planes.
Service District No. 1 Tony Perez, Jim Berg and Okey Chandler attended
the work session to represent the Board of Service District No. 1 and to
discuss annexation. They expressed the residents one year ago were not
in favor of annexation, but would probably favor consolidation. They
feel the city has control since the water and sewer system belongs to
the city. The Board saw and recognized a justified rate increase in the
wholesale rate, but saw no justification for the disparity in city
utility rates since the Service District installed the lines.
The board members left the meeting and the assembly continued with the
following items:
Packet Review The agenda packet for the regular meeting of November 21
was reviewed by the assembly.
Executive Session Tom Merriman, seconded by Alan Austerman, moved to
recess into Executive Session with Kodiak City Council and the attorney
who is handling a case which involves both parties. There being no
objections the meeting was recessed.
Other Tom Merriman requested the clerk to investigate what charges are
made in other municipalaties for filing appeals. He felt a good point
was made when an appelant who was upheld asked that his filing fee be
returned to him.
Alan Austerman asked if an appointment could be made with the Department
of Transportation for Kodiak Island Borough Assemblymembers while they
are in Juneau at the Alaska Municipal League meeting. He felt it was
important to urge the Department and Legislature to maintain the roads
which are built by the State.
Lonnie White mentioned the landfill /baler area is in need of a cleanup.
Since the baler has undergone repairs, the area has been subject to wind
gusts and has littered trees and the roadway. The Mayor suggested a
routine schedule for cleaning the area should be set up.
Jerome Selby, Mayor, announced the Department of Community and Regional
Affairs awarded $13,600 of the oil spill funds to the Borough for
assessment and records coordination. Two million is scheduled K1$S85705
island -wide, which will be disbursed on a reimbursement basis, with
proper documentation.
