AN ORDINANCE AMENDING THE KIB CODE 2.41, EMERGENCY SERVICES
BE IT ORDAINED by the Kodiak Island Borough Assembly that:
Section 1. This ordinance is of a general and permanent nature
and shall become a part of the Code of Ordinances.
Section 2. Section 2.43.020 is amended by adding a new subsection
to read:
N. Presiding Officer. "Presiding Officer" means the assembly member
elected by the assembly to the position of presiding officer.
Section 3. Section 2.41.030(A) is amended to read:
2.41.030 Emergency services council. A. Membership. The emergency
services council is created and shall consist of the city of Kodiak mayor and
manager, the Kodiak Island Borough mayor and assembly presiding officer,
and the Commanding Officer of the United States Coast Guard Support Center
at Kodiak or his designee.
Section 4. Section 2.41.040(A) is amended to read:
2.41.040 Director of emergency services. A. There is created the
office of the director of emergency services. The director of emergency
services shall be the Kodiak Island Borough mayor [CITY OF KODIAK CITY
MANAGER]. The director is empowered: . . .

Mayor Brodie and Members of the City Council:
The Board of Directors of the Kodiak Chamber of Commerce will
again be participating in Fish Expo '89. This year's show will
be held in Seattle, October 18 -21, 1989.
The Chamber of Commerce Board firmly believe that Kodiak's
participation in Fish Expo '88 was directly responsible for the
great success of ComFish '89 held annually in Kodiak.
Additionally, the participation of Kodiak in Expo sent a strong
signal to other communities in Alaska that we were not willing to
give up our position as the premier fishing port of Alaska.
This year, with Expo being held in Seattle, Kodiak has an
opportunity to truly showcase the Kodiak Island communities and
its many business, fishing and tourism industry options. As
such, the Chamber staff has compiled a cost estimate for
participation at Expo.
The cost of sending a team of four persons, which includes
airfare, hotel, meals registration and booth equipment, comes to
approximately $5,000.
It is with these costs in mind, that the Board of Directors of
the Chamber of Commerce would respectfully ask the City to
participate in sending a team to Fish Expo in Seattle.
Your favorable attention to this request is appreciated.

JOINT ASSEMBLY /COUNCIL WORK SESSION NOTES
August 15, 1989
7:30 p.m. - Borough Conference Room
Assembly members Merriman, Parker and Stevens were present.
Assembly member Austerman presiding. Borough staff present were
Gaye Vaughan, Borough Clerk, and Linda Freed, Acting Mayor.
City Council Members Blackburn
Thompson were present. Mayor
Manager, Marcella Dalke, Clerk,
also present.

Brodie, and city staff Gordon Gould,
and Nancy Jones, Deputy Clerk, were
Building Codes Council member lani had originally asked that this be
discussed. He said adoption of the 1988 building codes by the assembly
and council had created problems for the commercial sector. He has
received information to believe that rescinding those codes and
reverting back to the 1986 codes would create havoc with the
financial /lending instutitions. Discussion continued regarding the
number of shipping vans being used by businesses along Mill Bay Road
for storage. The joint body would like to receive input from the
builders and requested Merriman, Parker and lani to meet with the task
force members who reviewed the Title 15 changes.
Emergency Services Council A draft borough ordinance was reviewed
by those present. The ordinance would add the assembly presiding
officer to the membership of the council and change the director of
emergency services from the city manager to the borough mayor. This
ordinance was drafted at the request of the borough assembly. Mayor
Brodie noted that the borough's strong mayor system of government
does not mean that there will always be a professional administrator in
the position who would have the knowledge and background to handle
emergency situations. He also noted that the city manager is more able
to handle the job due to the fact that the services required in an
emergency, i.e. fire, police, harbor, public works, etc., are already
reporting to and accustomed to working with the city manager. It was
also noted that the villages are independent of this emergency services
council in that they have not "bought" into the plan. There was no
opposition to adding a second borough position to the council.
Fish Expo - Request for Funding A request was received from the
Chamber of Commerce for the city and borough to jointly fund $5,000
for the Chamber's participation in Fish Expo, Seattle, Oct. 18 -21. For
the past two years, the city's contribution has been to send the
harbormaster and the borough has given $2500 from economic
development funds. The city council requested the chamber to make all
funding requests at budget time. The consensus of both bodies was to
fund the project. Wayne Stevens, Chamber Director, noted that
ComFish would be held in Hanger 3 at the Coast Guard base this year.
They would have capacity for 160+ booths.

to host a dinner at the Kodiak Cafe. The committee members will be
taking the ferry from Kodiak to Unalaska for the SWAMC meeting. The
assembly members present were in favor of funding approximately $250
for the dinner.
Pull -Tab Game Operation The case filed by Lottery Alaska against the
city has been dismissed with prejudice. A discussion was held
regarding the assembly now adopting a similar measure. Attorney Paul
Cragan had reviewed the city's ordinance and had asked the assembly
to allow him to review it again prior to assembly adoption. The
assembly requested the clerk to get his opinion for a future work
session.
Consolidation The assembly adopted resolutions placing the question of
formation of a consolidation charter commission on the ballot and calling
for nominations for candidates for the commission. When adopting the
resolutions, the assembly felt this would be a further study into
consoldiation and would supply some of the unanswered questions. The
city council felt bringing the road system into one entity was happening
slowly and naturally. Identical building codes have been adopted and
one building inspector is serving both entities. They felt other
services and departments would eventually merge. A lengthy discussion
was held on the possibility of annexation of Service District #1 into the
city and the issue of consolidation.
The joint session concluded, the city council members left the meeting.
The assembly continued with the following topics.
Cablevision A request has been received from Cablevision to televise
assembly meetings. The assembly asked the clerk to invite Greg
Stevens to attend a future work session.
Underground utilities A request from Womens Bay Service District has
been received regarding an ordinance dealing with underground
utilities. The clerk noted she had spoken with the attorney about this
ordinance and would like to know if these regulations are to be for a
specific service district, all service districts or borough wide. To be
discussed at a future work session.
