05/04/1989 Work SessionASSEMBLY WORK SESSION NOTES May 4, 1989 Following Regular Meeting Present: Lonnie White, Presiding, Alan Austerman, Ann Barker, Tom erriman, John Parker, and Wayne Stevens. Also, Gaye Vaughan, Borough Clerk. New Hospital Site Another request has come from Sea -Land to park vans on the site of the new hospital. The assembly previously denied the request. The assembly felt it was inappropriate for Sea -Land to use that site and denied the request. Pull Tab Ordinance The Borough Clerk had received direction following the April 27 work session to prepare an ordinance similar to the City's regarding the prohibition of "operators" for games of skill and chance. She had sent a copy of the ordinance to Paul Cragan of Hughes, Thorsness, for review and presented the assembly with his opinion. The City of Kodiak and the Kenai Peninsula Borough have adopted this prohibition ordinance and are being sued by Lottery Alaska. Rather than be enjoined into the suit, the assembly will wait until after the case has been decided. Consolidation Committee At the request of several assembly members, the Borough Clerk reported on the status of the report of the committee. The committee had adopted a report on April 10 which the Clerk and Tom Peterson, Local Government Specialist, DCRA, took to Anchorage to discuss with DCRA Deputy Director Pat Poland and LBC staff, Dan Bockhorst. In the report the committee recommended going forward with a first class, general law, consolidated municipality and proceeding with an upgrade to a home rule municipality at a later date. The committee will meet again on May 15 to review changes made since the Anchorage meeting. The assembly felt that the report adopted by the committee on April 10 should stand as their final report unless they have overturned that motion. The Presiding Officer will send the committee a memo stating the assembly accepts the April 10 report as final unless the committee advises otherwise prior to June 1.
