estimated $100,000 investment. The Roman Catholic Archdiocese
of Alaska had pledged a $25,000 grant toward operations. The
method the Municipality of Anchorage used to preserve separation
of Church and State would be investigated. Providing for the
homeless was noted as an universal problem. Brother Bob would
be in Kodiak February 18 for task force meetings on the shelter
plans.
Building Official Contract The Council discussed the "chain
of command" for the proposed joint Building Official, the con-
tract with the Borough, and the method of covering absences of
the official.
Animal Control Contract The City turned down the Borough's
suggested FY 89 contract for animal control. The City did not
have the necessary staffing, vehicles, and /or facilities to
handle the larger area.
Community Profile Printing Community Profiles being printed
by the State Division of Community and Regional Affairs were
discussed. The Council and the Assembly agreed to order 2,500
for $5,000 with the costs being shared equally by the City and
the Borough.
Telephone Rate Change The City was writing the Public
Utilities Commission objecting to the proposed Alascom rate
increase. It was suggested the villages be included in the
road - system zone as far as toll charges. The Borough agreed to
address these concerns to the APUC.
Campground Update The proposed plans for a transient worker
campground at Gibson Cove were proceeding on schedule.
Federal Flood Insurance The issue of federal flood insurance
had been raised. The Borough was not a participant in the pro-
gram. The 1964 flood plane map had been discarded and a new
tsunami line had not yet been determined, though a 9' level was
being considered. The Borough's lack of participation was
causing problems for some individuals seeking home mortgages.
It made buying Federal Flood Insurance impossible. The Borough
was investigating the situation.
