ASSEMBLY WORK SESSION NOTES
September 8, 1988

SCREENING - ORDINANCE NO. 88 -28 Mr. White noted that the
ordinance had been tabled in first reading and that it
either needs to be killed or rewritten. He added that it
was not what he had in mind. He only wants junkyards
fenced. Wayne Stevens noted that the businesses on Mill Bay
Rd. are not "junk yards ". Staff wants direction from the
assembly on how hard to pursue violators of the present
ordinances. A lengthy discussion ensued on whether the code
should be enforced heavily or continue with enforcement on
complaint only. Articles will be run on borough newspage
regarding zoning regulations and enforcement policy. The
commission will review fencing as an alternative on case by
case basis.
BUILDING CODE - ORDINANCE NO. 88 -15 Robin Heinrichs
reviewed the committee's recommendations and those made by
the building inspector. Amendments will be made to the
ordinance at the 15 Sept meeting. The one area left
unsettled deals with ungraded lumber. Discussion was also
held on Ordinance No. 88 -15, construction site dumpsters.
Consensus was to kill the ordinance.
PACKET REVIEW The agenda packet for the regular meeting of

15 Sept was reviewed.
ALASKA PENINSULA ANNEXATION Mayor Selby reported that a
conference call with Chignik will be held 14 Sept at
1:00 pm.
NEW SCHOOL DEDICATION The addition to East Elementary will
be dedicated Friday, 7 Oct. Port Lions and Larsen Bay will
be dedicated on Monday, 10 Oct. The residents of Port Lions
have requested that a plaque be put in the school in memory
of Jeff Davis, the contractor who died in a plane crash
during construction of the school.

STREET LIGHTS Mayor Selby noted that a street light was
needed in the Dark Lake area. The Lions Club has placed a
school bus stop shelter in the area and it is very dark.
The assembly felt it should be installed and the service
area be billed for the monthly charge.
KARLUK LAKE FERTILIZATION The Kodial Regional Aquaculture
Association will continue to contract with Ed Herzog for the
fertilization project.
COLONIAL INSURANCE The borough will contract with Colonial
Insurance for a "cafeteria plan" for borough employees. It
will cost the borough a one -time only $250.00 and employees
may have medical and child care costs "banked" with
Colonial. The employee would not pay taxes on those funds.
CAPITAL IMPROVEMENT LIST As there are no changes to the
list as discussed at previous work sessions, it will be on
the 6 Oct agenda.
CHANGE ORDER - PORT LIONS SCHOOL The mayor noted that a
change order for Port Lions school for $15,000 needed
approval. The assembly gave preliminary approval and
requested it be placed on the agenda.
NEW SCHOOL SITE SELECTION Tom Merriman inquired about the
selection of a new school site. Mayor Selby noted that the
P &Z Commission will be reviewing on 21 Sept and the assembly
and school board should make a decision on work session of
29 Sept.
ASSEMBLY GOALS Wayne Stevens said the assembly had a very
productive Saturday session about a year ago and felt the
goals set then should be reviewed. The mayor stated it
should wait until after the election, should someone new be
elected.
