A brief discussion was held regarding the cost of building inspection
permits especially in the outlying areas.
Mayor Selby said a grant of about $35,000 for Local Service Roads and
Trails will be awarded. He requested authorization to have the design
work for the walkway on Benny Benson Drive started prior to receiving
the money so the preliminary work would be done and the walkway could be
built this summer. The assembly approved his request.
During a discussion concerning the baler operation and the possibility
of the borough running the baler facility for a period of time, Mayor
Selby suggested that job descriptions should be written for the
employees at the baler.
Service District budgets were discussed. It was pointed out that
replacement costs for capital appurtenances needed to be built into
service district budgets. At present there are no reserves for these
future expenditures. The assembly did not want the mill rate to be
artificially held down by the use of service district fund balances.
The assemblymembers requested a meeting with the Service District #1
Advisory Board at the work session on May 26, 1988 to discuss the lack
of reserves for emergencies.
Mayor Selby reviewed the Various Agencies Funding -FY'89 Summary. He
explained that he had reduced the funding for several agencies to gain
$8,400 to fund the Homeless Shelter. He reviewed how the funds were
expended. The assembly felt that the Mental Health Center should not be
listed in this summary because the Mental Health Center was a entity of
the borough. A request was made for an index of fund numbers so it
would be easier to locate individual funds.
Assemblyman White explained that various borough departments had been
assigned to assemblymembers for the purpose of discussing the FY'89
budgets. Assemblymembers will visit their assigned departments prior to
the budget work session.
Mayor Selby presented the Funding Consideration List for the FY'89
Budget and a discussion followed concerning the items listed.
Assemblyman Stevens brought up the possibility of cleaning up the area
surrounding the Dorm apartments. The consensus of the assembly was that
a landscaping project would cost approximately $10,000.
