04/14/1988 Work Sessionv Present: Staff: Kodiak Island Borough Lonnie White, Presiding Ann Barker Tom Merriman Absent: Jack McFarland ASSEMBLY WORK SESSION NOTES April 14, 1988 8:00 p.m. - Borough Conference Room Alan Austerman Ken Gregg Wayne Stevens Jerome Selby, Mayor Gaye Vaughan, Clerk CHINIAK TSUNAMI SAFE SITE /COMMUNITY BUILDING The borough received $100,000 funding in the Jobs Bill for construction of a safe site in Chiniak and has requested $15,000 from REDI grants for technical assistance. Chiniak residents Bill Roberts, Patricia Miley, Dave Odell, Woody Koning, and Pat Stalzer were present to request assistance from the borough and the land on which to build the shelter. They requested the lots be rezoned to "public land ". When completed, the library will move into the new building and the old one will be demolished. The library budget will cover the cost of utilities, etc. When questioned about forming a service area, those present representing Chiniak said they do not have any tax base and did not feel a service area was appropriate. They indicated that they are investigating forming a second class city, although the process takes about two years. They said the second class city was preferred because they would receive municipal assistance and state shared revenue in addition to the start up money and would not have to place a mil levy upon themselves. The borough gave them $1500 when community forum was organized in 1986 and they are just now to the end of those funds. There are currently 130 to 150 residents and the assessed value is approximately $4,000,000. Five mils would generate $20,000. They felt there was an obligation on the borough's part to build the tsunami safe site for the 30+ children attending the school. The school is located below the 100 ft. level. The new building will be approximately 40'x60' and will include parking garage for emergency vehicles that the community has been offered. The assembly expressed a desire for the community to be more committed to these projects by forming a service district. OLD HARBOR NEW SCHOOL CONSTRUCTION Sven Haakanson and Ron Bernstin of Old Harbor were present to request the additional room be constructed with the new building. The school board has recommended that one room be deleted from the plans as the enrollment in Old Harbor is down and there will be one less teacher next year. Mr. Haakanson pointed out that the equipment and material to be provided by the city of Old Harbor for the school construction more than equals the cost of the estimated $75,000 for the additional room. Mr. Bernstin noted that the students are in need of a computer /science room and invited the assembly to attend school for a day. The assembly will discuss this further with the school board. -1- Assembly Work Session Notes April 14, 1988 ALASKA WOMEN'S COMMISSION RESOLUTION The Executive Director of the Women's Commission was in Kodiak a short while ago and requested assistance in the form of a resolution requesting the passage of HB4. This bill would fund the Women's Commission for the next year and would keep it from "sunsetting" on June 30. Linda Freed, of the borough staff, is a member of the commission and could provide additional information, if needed. The assembly concurred with the resolution and it will be added to the April 21 agenda. SHELIKOF STRAITS ANNEXATION Mayor Selby provided the assembly members with copies of the Attorney General's opinion on the annexation of the land across the Shelikof Straits from Kodiak Island. This was investigated by an earlier assembly, but dropped when an oil company did not find anything in the straits. The assembly is interested in pursuing this further. FY89 BUDGET Mayor Selby provided the assembly members with the first draft of the FY89 budget and it was briefly reviewed. Public hearing on the budget will be scheduled for a special meeting on Wednesday, June 1. PACKET REVIEW The packet for the regular meeting of April 21 was reviewed. Assembly member White asked that a resolution removing the industrial land from over - the - counter sales be added to the agenda. The assembly members present were in favor of rezoning this land. -2-
