ASSEMBLY WORK SESSION NOTES

The assembly met with the following representatives of the School
District: School Board Members Suzanne Hancock, Alice Knowles,
Cheryl McNeil, Bill Oliver and Dave Herrnsteen, and Supt. John
Witteveen.
WR GRACE SETTLEMENT The assembly and school board members
discussed the proposal made by the high school students for a teen
center. Art Bors has talked of building a rec center. Witteveen
doesn't believe a teen center should be attached to the high school as
the district would then be responsible for maintenance and operation.
Auditorium MEG are $200,000 vs. revenue of $25,000. The school board
is supportive of the concept, but not of it being an education - related
operation. Witteveen and Selby have created 12 item list of potential
uses for settlement funds. The assembly and school board will each
review list, prioritize and add /delete for next work session.
ASBESTOS There is still asbestos in East and the high school in the
soffits. All asbestos will be removed from Larsen Bay and Old Harbor
during new construction. The state and feds are requiring an asbestos
plan to be written by October 1988 with implementation by October
1989.
BUDGET Witteveen explained the current foundation formula and how
the state requires a 4 -6 mil local contribution to schools. The school
board's proposed budget has $2.35 million local contribution at this
point, however negotiations have not been completed. The board will
make its presentation to the assembly on March 24.
The school district fund balance was discussed. Even though the
assembly adopted an ordinance providing for the district to retain their
fund balance each year, the board members proposed that they be
assured of having 3% of the budget held over every year.
NAVY HOMEPORTING Bernie Brown, Community Impact Liaison Officer
for the Fairbanks North Star Borough, spoke to the group on the
impacts of a military unit on a community. Fairbanks is now
experiencing the impact of a new Army Light Infantry Division. Mr.
Brown noted that the information he received was that the impact for
two cruisers would be approximately 2,000 people.

The School District representatives left the meeting and the assembly
continued with discussion of the following items.
CHINIAK TSUNAMI SAFE SITE Funding for safe site was approved in
jobs bill. The Chiniak community is requesting four lots of the
borough subdivision for this facility. The assembly wants the
community to form a service area prior to action on road and building.
New building will also be used for library. Old library to be
bulldozed. Bids will be going out soon on road construction.
PERSONNEL Employee life insurance will be increased from $10,000 to
$75,000 each. This is equivalent to school district employees. This
increase will cost the borough an additional $4800 per year.
AML JOINT INSURANCE ARRANGEMENT John Sweeney has asked to
speak to the assembly regarding the proposed AML JIA. The assembly
felt they had heard enough the previous week when he had the
opportunity to question Joe Evans of the AML Board of Directors at a
joint assembly /city council work session.
COMFISH Welcome baskets for the Danish delegation will cost
approximately $350.00. The assembly agreed that the borough should
pick up this cost.
WATER /SEWER FEES Smokey Stover contacted several assembly
members regarding water /sewer charges. He didn't feel he should be
charged connect /disconnect charges when having repairs done to his
lines. The assembly concurred that he should pay the charges.
