MENTAL HEALTH BOARD - Jane Nuttall passed out copies of the FY87 K.I.B.
Mental Health Center site review report, FY89 budget, and a General
Philosophy Statement with Goals and Objectives for the K.I.B. Mental
Health Center Advisory Board. She stated the individuals at the center
were overworked and the center was understaffed. She pointed out the
FY89 budget called for the addition of two clinicians to the staff.
Stevens praised the Board for their work in writing the goals and
objectives. A discussion was held regarding repairs needed on the Dorm
Complex Apartments.
SPRINKLERS IN VILLAGE SCHOOLS - Mayor Selby discussed a change order on
the Port Lions School for installing a sprinkler system in the
crawlspace of both projects, an automatic dialer and additional smoke
detectors as well as a two hour separation wall between the classrooms
and gym. The money would come from the contingency fund.
NORTHERN LIGHTS LEASE - Mayor Selby distributed a 1987 year -end report
and a new lease was discussed. Stevens suggested some criteria be
established so the lease holder would know what was expected of them to
maintain the lease. It was suggested the lease be renewed through
October 31, 1988 and an evaluation held at that time. A suggestion was
put forth that a member of the K.I.B. Mental Health Center Advisory
Board be placed on the Northern Lights Riding Board.
MANAGEMENT LETTER - The Management Letter from Ernst & Whinney was
passed out and it was noted that the audit review will be held on
February 25, 1988. The letter was reviewed and several points clari-
fied. Any remaining questions will be addressed on February 25.
ANWR RESOLUTION - Walter Ebell discussed the resolution in support of
proposed Kodiak Native Corporation Land Exchanges with the Department of
the Interior. He felt these exchanges would return land from private
ownership to public use and prevent future problems such as user fees,
etc. He said the resolution would send a message that everybody would
benefit from this exchange in more ways than just an infusion of money
into the community. More information will be forthcoming on Monday and
it was the consensus of opinion to pull the resolution for further
consideration.
CITY - BOROUGH WORK SESSION - Items for the city /borough work session were
discussed. Suggested topics were Shelter for the Homeless, Animal
Control, Building Inspector, Telephone Rate Structure Change, Flood
Plain, Profile Printing. White pointed out there was a need for an
organized local group to assist the Brother Frances Shelter for the
Homeless Group from Anchorage.
SMOKEY'S CLEANUP - A map of the area surrounding Smokey's Dump was
reviewed with the Selief Lane road extension projected to pass through
the middle of the former dump. Mayor Selby explained that one of the
conditions in the Grothe land exchange was to clean up the two lots
Grothe received within three years. A discussion was held regarding a
clean up contract with the present lease holder and also the possibility
of assisting in the purchase of a metal crusher. Ed Coe is to be
invited to a work session to discuss the subject.
EOFEMIO DRIVEWAYS - A packet of materials on the Hendel Access Dispute
was distributed for reference. Mayor Selby said Joel Bolger had told
him there was a 50 -50 chance of Eufemio winning a court case since there
was no clear precedent. Three driveways are involved at a cost of
$10,000. The consensus was to take our chances in the courts.
MAIL CONTRACTS TO KODIAK - Stevens explained in order to save money the
Postal Service is proposing to deliver fourth class mail twice a week to
Kodiak via Sealand. He said the air carriers would lose $650,000
annually and would probably cause Northern Air Cargo to withdraw from
this market. In order to maintain their frequency schedule Mark Air
would probably fly smaller planes or else increase their fares. The
mayor will write a letter opposing this change by the Postal Service.
ADMIRAL NELSON - Admiral Nelson will visit Kodiak on Saturday, February
13th and there will be a meeting with him at the Coast Guard Gazebo at
2:00 p.m. Primary subject will be to oppose the cutback in emergency
radio frequency - VHF Channel 16.
OTHER - Mayor Selby passed out a fact sheet on The Fishery Industrial
Technology Center, and Lonnie White passed out material concerning a Red
King Crab enhancement project. A discussion was held regarding the
establishment of a Red King Crab Enhancement Council (or Commission)
to help get the project started.
PACKET REVIEW - The assembly reviewed the agenda packet for the regular
meeting of February 18, 1988. Two items were added - Appointment to
Bayview Road Service Advisory Board and a change order on Port Lions
School.
