Dennis Nicholson, Dir/Inst. Gaye Vaughan, Clerk Alice Knowles Ann Hutchison John Witteveen, Asst. Supt_ Joyce Healy, Bus. Mgr. 1. Andy Brumbaugh, Aksala Electronics, and Ron , KMXT Engineer, spoke about microphone options for the assembly chambers: 1. keep what we have; 2. lapel mics; 3. goose necks; or, 4. trapeze type, which are very expensive. They cautioned that if the assembly chooses lapel mics, we may end up buying two or three per person, as they do not last as long as other types. 2. The school board requested assembly support on legislation which directly affects the district. KIBSD Resolution 867-9 - Early Retirement - The school district has 22 eligible people which could be a substantial savings if all participate. The assembly felt since they opposed the borough's request they could not support this bill. Resolution 867-10 - Inoperative schools - Assembly will support this bill. Resolution 867-11 - Sinding arbitration - School district would like to see looser legislation on teacher tenure, RIF policy, etc., if binding arbitration is to be passed. N. Thompson to provide more information for assembly. HB 76 - Kindergarten age change - no consensus given. Supplemental appropriations bill - assembly opposed. 3. School District Budget - School board presented synopsis of proposed budget. First public hearing will be March 30 in the auditorium. Assembly is invited to attend. 4. Department review - Bud Cassidy reviewed the Resource Management Dept. A discussion ensued regarding a Fall 87 land sale which could consist of Chiniak Sub., Lakeside Sub., and recreational sites at Onion Bay. 5. Review of bid form - operation of baler facility - Selby cautioned the assembly on discussion of this as bids are open and no contract has been awarded. ,, , , _�;:� Kodiak Island Borough ASSffi�IDLY WORR SESSION NOTES March 26, 1987 - 7:30 p.m. Conference Room 1. 2 4 5 Present: Lonnie White, Presiding Ann Barker Jack McFarland Alan Austerman Ken Gregg Wayne Stevens also; Jerome Selby, Mayor Gaye Vaughan, Clerk David Minks addressed the assembly regarding the beverage dispensary license transfer for the Rendezvous to the Womens Bay area. Jim Fisk, Louie Lowenberg, and Joe Majdic spoke to the assembly's action on Ordinance 86-51-0 and requested adoption of the ordinance. 3. Janelle Keplinger reguested a letter of apology from Bryce Weeks for his inappropriate behavior and dealings with her regarding an unpaid water bill. The assembly pointed out that they have made previous requests for this and are unsatisfied with the letter Ms. Keplinger received. Mike Broilie, Chairman of RDC Fisheries Comm, spoke regarding the Resource Development Council's fisheries development action plan. KANA Apartments - KANA have given notice that they will not be using apartments next school year. Father Hall has requested they be allowed to use them. Pat Szabo, Personnel Advisory Board, spoke to Resolution No. 87-27-R. The board recommended approval as they feel this program would give a borough a cost savings. Assembly discussion centered on the fact that some of these positions would not be filled at entry level. Selby felt that one, and possibly two, positions could be eliminated. 2. Fred Nash advised the assembly on his concerns with the door to tipping floor at the baler facility being too short for the garbage trucks. The mayor stated that this is being corrected. Nash went on to address problems with the access road to the facility. 3. Parks Board - Review and discussion of board's priority list for capital improvements. Mayor felt additional work at Mill Bay Park could be accomplished with FY87 remaining budget. Assembly deleted landscaping and electric service at Spruce Cape, picnic area at Chiniak, and reduced fish pass at Mill Bay Park at $10,000 to a step poll for $1,000. Parks maintenance - Concern was expressed over the amounts submitted. Freed will formulate new figures for next parks board meeting for approval. Areas of concern were summer youth crew and supplemental winter maintenance. 2. Dumpster placement - Mayor reviewed maps of locations. They will be put in road right-of-way when they can, but out of road way. Assembly consensus was to go as planned. If problems arise, they can be moved, and/or pads built underneath. Contractor is responsible for cleaning the area around the dumpsters. Dept. Review - Dave Crowe, Borough Engineer, gave a review of his department and the projects they oversee. FY88 Budget - Assembly members were given their first draft of the budget. The proposed mill rate if 5.6 compared to previous 3.75.
