9 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
10 AUTHORIZING THE BOROUGH MANAGER TO APPLY FOR AND RECEIVE
11 FUNDS FROM THE US DEPARTMENT OF ENERGY, ENERGY EFFICIENCY AND
12 CONSERVATION BLOCK GRANT PROGRAM

14 WHEREAS, the American Recovery and Reinvestment Act of 2009, Public Law 111 -5,
15 appropriates funding for the Department of Energy (DOE) to issue /award formula -based grants
16 to states, U.S. territories, units of local government, and Indian tribes under the Energy Efficiency
17 and Conservation Block Grant (EECBG) Program; and
18
19 WHEREAS, the Kodiak Island Borough is eligible to receive a direct formula grant in the amount
20 of $50,000 under the Energy Efficiency and Conservation Block Grant Program; and
21
22 WHEREAS, the City of Kodiak is also eligible to receive a direct formula grant in the amount of
23 $50,000 under the Energy Efficiency and Conservation Block Grant Program and will pool grant
24 funds with the Kodiak Island Borough; and
25
26 WHEREAS, Borough staff have identified projects to be performed with the use of the Energy
27 Efficiency and Conservation Block Grant funds. These projects include development of a Climate
28 Action Plan in conjunction with the City of Kodiak which will build upon the Baseline Green
29 House Gas Emission Inventory for Municipal Operations in Urban Kodiak performed in fiscal year
30 2007; and energy retro fits to equipment and fixtures in the Borough Building, also in conjunction
31 with the City of Kodiak, that will reduce energy use and /or greenhouse gas emissions and
32 operation costs for both municipal entities; and

34 WHEREAS, the grant application requires an assurance designating the proper authority to
35 apply for and receive the funding;

37 NOW, THEREFORE BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
38 BOROUGH that the Borough Manager is authorized to apply for and receive funds from the U.S.
39 Department of Energy, Energy Efficiency and Conservation Block Grant Program.
