A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
REQUESTING THAT THE DEPARTMENT OF NATURAL RESOURCES (DNR)
HOLD AN OFFICIAL PUBLIC HEARING ON THE REQUEST BY THE ALASKA AEROSPACE
DEVELOPMENT CORPORATION (AADC) FOR MANAGEMENT AUTHORITY OF
ADDITIONAL STATE LANDS IN THE PASAGSHAK /NARROW CAPE AREA AND
REQUESTING THAT DNR EXTEND THE PUBLIC COMMENT PERIOD ON THE AADC
REQUEST FOR AN ADDITIONAL 30 DAY PERIOD FOLLOWING THE PUBLIC HEARING TO
ALLOW FOR ADEQUATE PUBLIC REVIEW AND COMMENT
WHEREAS, the KIB Parks & Recreation Committee reviewed and discussed the Public
Notice dated May 27, 2004 issued by the Department of Natural Resources at their regular
meeting of June 8, 2004; and
WHEREAS, there has been significant public interest over the AADC request which the
KIB Parks and Recreation Committee heard and discussed at their regular meeting of June
8, 2004;
WHEREAS, the KIB Parks and Recreation Committee does not support the AADC request
as currently worded because of community questions and concerns over public access
restrictions; and
WHEREAS, the KIB Planning and Zoning Commission will not be having a regular meeting
during the month of June 2004 to review the KIB Parks and Recreation Committee
recommendations; and
WHEREAS, the KIB Parks and Recreation Committee believes there is a need for an
official Public Hearing on the AADC request in order to provide the general public with
adequate information and opportunity to comment on the request.
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT the Assembly respectfully requests the Department of Natural Resources
to hold an official Public Hearing to gather public testimony regarding the Alaska
Aerospace Development Corporation request for management authority over additional
State lands in the Pasagshak /Narrow Cape area.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH THAT the Assembly respectfully requests that DNR extend the public
comment period on the AADC request an additional 30 -day period following the Public
Hearing to allow for adequate public review and comment.
