2004-13 Ratifying & Certifying April 20, 2004 Special Municipal Election ResultsKODIAK ISLAND BOROUGH RESOLUTION NO. 2004 -13 Introduced by: Assembly Requested by: Borough Clerk Drafted by: Borough Clerk Introduced: 05/06/2004 Adopted: 05/06/2004 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH RATIFYING AND CERTIFYING THE RESULTS OF THE SPECIAL MUNICIPAL ELECTION HELD APRIL 20, 2004 WHEREAS, the Kodiak Island Borough held a Special Election on April 20, 2004, at which time the following propositions were voted on: PROPOSITION NO. 1 GENERAL OBLIGATION BONDS FOR SAFETY — REPAIR PROJECTS Shall the Kodiak Island Borough incur debt and issue general obligation bonds in an amount not to exceed Two Million Seven Hundred Sixty Five Thousand dollars ($2,765,000) to finance the planning, design and construction of school and related capital improvements in the Borough, including without limitation the projects described below? The approximate amount of taxes on $100,000 of assessed real and personal property value (based on total 2004 assessed valuation) required to pay 100% of the debt service for the projects above is $30.85 per year, and to pay the Borough share of debt service for the projects with full State debt service reimbursement is $15.67 per year. The bonds shall be secured by a pledge of the full faith and credit of the Borough. (Ordinance No. 2004 -03) PROPOSITION NO. 2 GENERAL OBLIGATION BONDS FOR ENERGY /RENOVATION PROJECTS Shall the Kodiak Island Borough incur debt and issue general obligation bonds in an amount not to exceed Seven Million One Hundred Eighty Five Thousand Dollars ($7,185,000) to finance the planning, design and construction of school and related capital improvements in the Borough, including without limitation the projects described below? The approximate amount of taxes on $100,000 of assessed real and personal property value (based on total 2004 assessed valuation) required to pay 100% of the debt service for the projects above is $80.16 per year, and to pay the Borough share of debt service for the projects with full State debt service reimbursement is $27.46 per year. The bonds shall be secured by a pledge of the full faith and credit of the Borough. (Ordinance No. 2004 -04) Shall the Kodiak Island Borough incur debt and issue general obligation bonds in an amount not to exceed Thirteen Million Seven Hundred Thirty Thousand Dollars ($13,730,000) to finance the planning, design and construction of school and related capital improvements in the Borough, including without limitation the projects described below? The approximate amount of taxes on $100,000 of assessed real and personal property value (based on total 2004 assessed valuation) required to pay 100% of the debt service for the projects above is $153.19 per year, and to pay the Borough share of debt service for the projects with full State debt service reimbursement is $61.27 per year. The bonds shall be secured by a pledge of the full faith and credit of the Borough. (Ordinance No. 2004 -05) Kodiak Island Borough Alaska Resolution No. 2004 -13 Page 2 of 4 PROPOSITION NO. 4 GENERAL OBLIGATION BONDS FOR AQUATIC FACILITY PROJECT Shall the Kodiak Island Borough incur debt and issue general obligation bonds in an amount not to exceed Eight Million Six Hundred Thirty Thousand Dollars ($8,630,000) to finance the planning, design and construction of school and related capital improvements in the Borough, including without limitation the projects described below? Project Estimated Cost Construction of new Aquatic Facility $8,630,000 Bonds may not be issued to pay costs of a project unless the project is eligible for debt service reimbursement by the State of Alaska. The approximate amount of taxes on $100,000 of assessed real and personal property value (based on total 2004 assessed valuation) required to pay 100% of the debt service for the project above is $96.29 per year, and to pay the Borough share of debt service for the project with full State debt service reimbursement is $67.40 per year. The bonds shall be secured by a pledge of the full faith and credit of the Borough. Section 2: In the Borough -wide election for PROPOSITION NO. 1 question, a majority of the votes cast approved the General Obligation Bonds for Safety - Repair Projects. Section 3: In the Borough -wide election for PROPOSITION NO. 2 question, a majority of the votes cast approved the General Obligation Bonds for Energy /Renovation Projects. Section 4: In the Borough -wide election for PROPOSITION NO. 3 question, a majority of the votes cast failed to approve the General Obligation Bonds for New Construction Projects. Section 5: In the Borough -wide election for PROPOSITION NO. 4 question, a majority of the votes cast failed to approve the General Obligation Bonds for Aquatic Facility Project.
