OF THE KODIAK ISI ANTI BOROUGH-
ESTABLISHING THE DATE FOR A SPECIAL ELECTION

WHEREAS, in 2003 the Alaska State Legislature authorized seventy percent reimbursement
for bond payments for school related projects in the Kodiak Island Borough; and
WHEREAS, the Borough and School District are reviewing the planning, design, and
construction of new school improvements and major maintenance items in the Borough; and
WHEREAS, under the provisions of AS 29.47.190, a municipality may incur general
obligation debt only after a bond authorization ordinance is approved by a majority of voters
voting on the question at a regular or special election; and
WHEREAS, the Borough's legislative allocation for debt reimbursement is effective for
projects approved by the voters before July 1, 2004;
NOW, THEREFORE, BE IT RESOLVED BY THE KODIAK ISLAND BOROUGH ASSEMBLY THAT
the Kodiak Island Borough Assembly hereby schedules a Special Election to be held on April
20, 2004 for the purpose of submitting to the voters of the Borough various propositions
approving Borough projects and ratifying the authorization of bonds for those projects.
