2004-05 Kodiak Area Plan for State Lands Additional TimeKODIAK ISLAND gnRnl -I RESOLUTION NO. 2004 -05 Introduced by: Manager Carlson Requested by: Deputy Mayor Bonney Drafted by: KIB Staff Introduced: 01/22/2004 Adopted: 01/22/2004 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH REQUESTING THE STATE OF ALASKA DEPARTMENT OF NATURAL RESOURCES ALLOW FOR ADDITIONAL TIME FOR COMMUNITY COMMENT ON THE DRAFT KODIAK AREA PLAN FOR STATE LANDS AND PROVIDE FOR A FUTURE SUB -UNIT PLANNING PROCESS FOR AREAS K -73, K -74, AND K -75 WHEREAS, the State of Alaska Department of Natural Resources submitted for public review a Kodiak Area Draft Plan for State lands within the Kodiak Island Borough with a comment deadline of January 30, 2004; and WHEREAS, the Kodiak Island Borough's staff has submitted extensive and comprehensive comments in September of 2003 delineating numerous potential user conflicts in the Saltery Cove, Portage Lake, Pasagshak, and Narrow Cape areas along with a need for agency review and comments for those areas to guide the local public review process pursuant to AS 38.04 and AS 38.05 due to confusion and the intense competing interests in this area; and WHEREAS, the Kodiak Island Borough has one of the most robust and mature Comprehensive Plans in the State and has also adopted an area plan for the Pasagshak /Narrow Cape area in 1999; and WHEREAS, Borough staff has submitted the Kodiak Area Draft Plan for review by the Planning & Zoning Commission and they have requested a sub -unit planning process pursuant to their Resolution No. 2004 -01; and WHEREAS, the Parks & Recreation Committee has recommended to the Planning and Zoning Commission that a request be made to DNR to extend the public comment period on the Draft Kodiak Area Plan until the Kodiak Comprehensive Trails Plan is completed and can be included into the Kodiak Area Plan; and WHEREAS, it has become quite clear from public comment and Borough review that there exists a significant amount of public confusion over any proposed grazing, recreation, or general use classification in the Saltery Cove, Portage Lake, Pasagshak, and Narrow Cape areas; and WHEREAS, this plan will affect the Borough for many years to come and the need to minimize future conflicts in such a large and dynamic area begs for full and adequate review that achieves to the maximum extent possible the minimization of existing and future conflicts along with maximizing the benefit to the citizens; Kodiak Island Borough, Alaska Resolution No. 2004 -05 Page 1 of 2 NOW, THEREFORE, BE IT RESOLVED BY THE KODIAK ISLAND BOROUGH ASSEMBLY THAT: Section 1: The Commissioner of DNR is hereby respectfully requested to allow an additional 90 days to the public comment period after full agency review and response on the Draft Kodiak Area Plan is publicly disclosed to adequately address and incorporate public and agency concerns. Section 2: The Commissioner of DNR is hereby respectfully requested to insure that areas K -73, K -74, and K -75 as described in the Draft Kodiak Area Plan are not classified until a joint DNR /Borough sub -unit planning process is completed that adequately addresses the future management of State lands in these areas.
