2003-17 Borough Incorportation for Unorganized AreasA RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH SUPPORTING SENATE CONCURRENT RESOLUTION NO. 12 REQUESTING THE LOCAL BOUNDARY COMMISSION TO CONSIDER BOROUGH INCORPORATION FOR CERTAIN UNORGANIZED AREAS WHEREAS, the Kodiak Island Borough Assembly agrees that all persons are created equal aril are entitled to equal rights, opportunities, and protection, and that all persons have corresponding obligations to the people and to the state; and WHEREAS, per the Alaska Tax Table 2002, nine of the top ten Alaskan cities in terms of per capita tax revenues are in the unorganized borough; and WHEREAS, the economic ability to support borough services is clearly demonstrated by the relatively high rate of revenue production of these and other non - borough communities; and WHEREAS, the state of Alaska pays 100 percent of educational costs outside of cities within the unorganized borough and yet requires a minimum of a four mil contribution from al' organized municipalities to the cost of education; and WHEREAS, fairness and equity should require that all municipal entities throughout the state bear their proportional share of the cost of education; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that the Assembly supports Senate Concurrent Resolution No. 12 as recognition of the need for fairness and equity in providing educational support at the local level throughout the state by the creation of boroughs in the unorganized areas of the state. NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that this resolution shall be sent to the Honorable Frank Murkowski, Governor of Alaska; the Honorable Darrol Hargraves, Chair, Local Boundary Commission; the honorable Edgar Blatchford, Commissioner, Department of Community and Economic Development, the Honorable Gary Stevens, State Senator; and the Honorable Dan Ogg, State Representative.
