A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
REQUESTING THAT THE 70 -30 OR 60 -40 FOR MUNICIPAL SCHOOL CONSTRUCTION
COSTS BE MAINTAINED FOR ALL MUNICIPAL BOND DEBT
WHEREAS, the Alaska State Constitution provides that the Legislature shall by general law
establish and maintain a system of public schools open to all children of the State; and
WHEREAS, Alaska Statutes 14.1 1.100 authorizes payments for reimbursement of principal
and interest on bonds and other outstanding indebtedness for the construction of education
facilities; and
WHEREAS, the voters of the Kodiak Island Borough may be asked to vote to authorize the
issuance of school bonds in an amount to be determined; and
WHEREAS, if the voters of the Kodiak Island Borough authorize the issuance of school bonds,
they may do so with an expectation that the community would be reimbursed 70% with a
30% local match or 60% with a 40% local match on a majority of the projects; and
WHEREAS, Governor Murkowski has proposed cutting school debt reimbursement by
approximately $6.6 million statewide;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
that the Assembly respectfully requests that school debt reimbursement be made to
municipalities at the 70% or 60% rate as approved by the Alaska Department of Education and
Early Development under Proposition C and House Bill 2003.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that this resolution shall be submitted to Governor Murkowski, Senator Gary
Stevens, Representative Dan Ogg, and the Kodiak Island Borough Superintendent of Schools
and School Board of Education.
