2003-13 Urging Governor to Maintain Trails/Recreation Access for AK Citizen Advisory BoardKODIAK ISLAND BOROUGH RESOLUTION NO. 2003 -13 Introduced by: Manager Carlson Requested by: Parks & Rec Committee Drafted by: Parks & Rec Committee Introduced: 05/01/2003 Adopted: 05/01/2003 A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY URGING GOVERNOR FRANK H. MURKOWSKI TO MAINTAIN THE TRAILS AND RECREATION ACCESS FOR THE ALASKA CITIZENS ADVISORY (TRAAK) BOARD AS IT CURRENTLY EXISTS WHEREAS, it has come to the attention of the Kodiak Island Borough (KIB) that Governor Murkowski is contemplating changes to the TRAAK Board; and WHEREAS, Kodiak trails are integral to the utilization of most recreation and sporting sites; and WHEREAS, the TRAAK Board is a citizen board of trail users appointed to address trail issues within the State of Alaska; and WHEREAS, the TRAAK Board is integral to the distribution of Federal monies allocated for trail development; and WHEREAS, the KIB Parks and Recreation Committee and ATV Stakeholder Committee were appointed to address recreational uses for both motorized and non - motorized users; and WHEREAS, the KIB Parks and Recreation Committee and ATV Stakeholer Committee have begun work on a comprehensive trails plan for the Kodiak Island Borough road system; and WHEREAS, such a plan would allow the development of a documented, well- maintained trails system as well as facilitate the development of future trails for all trail users; and WHEREAS, losing the assistance of the TRAAK Board would be a severe detriment to this planning process as well as future trails planning activities; and WHEREAS, Governor Murkowski has emphasized his support for access and recreation in the State of Alaska; and WHEREAS, the KIB Parks and Recreation Committee and ATV Stakeholder Committee have recommended support of the existing TRAAK Board and the KIB Assembly concurs with this recommendation; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT Governor Murkowski is urged to maintain the TRAAK Board and theirdyer wy and community partners as they currently exist as the best way to commit support for trails access and recreation in Kodiak and the State of Alaska.
