2003-09 Requesting State of AK Participation in Paving Trinity Islands SubdivisionKODIAK ISLAND BOROUGH RESOLUTION NO. 2003 -09 Introduced by: Manager Carlson Requested by: Manager Carlson Drafted by: Manager Carlson Introduced: 02/20/2003 Adopted: 02/20/2003 A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH NOMINATING THE PAVING OF CHIRIKOF CIRCLE, TUGIDAK COURT, AND SITKINAK DRIVE TO THE STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM (STIP) AND REQUESTING THE STATE OF ALASKA'S 50/50 PARTICIPATION IN THE FUNDING OF THIS PAVING PROJECT WHEREAS, most of the roads within Service Area No. 1 ranked and scored as part of the Statewide Transportation Improvement Program (STIP); and WHEREAS, the new Trinity Islands Subdivision roads have not been ranked and hac quickly extended within residential housing and business development; and WHEREAS, the residents who directly access the above public roads have petitioned the Borough to form an assessment district by taxation for road improvements, paving in particular; and WHEREAS, paving will reduce short and long term road maintenance costs, provide cleaner air quality, generate cleaner run -off and infilling of the drainage ditches, and lower vehicle maintenance costs for residents; and WHEREAS, the Engineering and Facilities Department has estimated the cost of this project at $165,000; NOW, THEREFORE, BE IT RESOLVED BY THE KODIAK ISLAND BOROUGH ASSEMBLY that the Assembly requests the State of Alaska to rank the paving of these roads under the State Transportation Improvement Program (STIP); and BE IT FURTHER RESOLVED THAT THE KODIAK ISLAND BOROUGH ASSEMBLY requests the State of Alaska to participate in this local "Gravel to Black" program with the citizens living along Tugidak Court, Chirikof Circle, and Sitkinak Drive by sharing in the cost of this project on a 50/50 basis in the amount not to exceed $82,500.
