A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
REQUESTING THAT THE BOARD OF FISH RECONSIDER ITS DECISION IN SETTING A
LIMIT OF FIVE SPORT CAUGHT KING SALMON PER YEAR IN THE KODIAK RFG_r
WHEREAS, the Board of Fish (BOF) recently extended its limit of five King salmon per year for the
Homer area to include the Kodiak region; and
WHEREAS, the impacts of this action on the Kodiak area do not appear to have been considered
adequately from a biological and socio- economic perspective including the high level of personal
consumption of local sport caught King salmon; and
WHEREAS, the decision appears to be an expressed desire to offset the impact of King salmon depletion
on the west coast of Canada and the United States; and
WHEREAS, the decision appears to have not considered that the Kodiak area has large local King
salmon stocks along with west coast hatchery feeders and restrictions on local catch rates may have little
or no affect on the native Kings salmon stocks on the west coast; and
WHEREAS, the decision making process did not allow adequate review and comment from the Kodiak
region due in part to the BOF process and that the meeting was held outside of the Kodiak area; and
WHEREAS, the BOF is empowered by the legislature to act on its behalf in the best interest of fish
stocks in a manner that ensures public confidence in the process and allows for impacted parties to
participate and requires BOF compliance with the notice requirements of the Administrative Procedures
Act which this decision appears to have violated; and
WHEREAS, the public confidence in this decision is severely reduced to the perception that the decision
is arbitrary and without supporting biological science to support the decision; and
WHEREAS, the Kodiak Island Borough on behalf of its citizens desires a review and reconsideration of
the decision allowing for public participation;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1:
It is requested that the State of Alaska Board of Fish appoint a commission to study the tnie
relationship of the Kodiak area King salmon stocks and their relationship to other stocks
of King salmon along with the creation of alternative management plans that include socio-
economic impacts for consideration by the Board.

Section 2:
The State of Alaska Board of Fish base any future decision on solid biological evidence and
work cooperatively with the Kodiak region to ensure its citizens are treated in a fair and
equitable manner and receive their fair share of access to sport and personal use fish
resources.
