A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY AUTHORIZING THE
BOROUGH MANAGER TO PARTICIPATE IN NEGOTIATIONS REGARDING LEISNOI'S

WHEREAS, Leisnoi Inc. owns nearly 85 square miles of land in and around the City of
Kodiak; and
WHEREAS, many parcels of Leisnoi land are important to the recreational needs of the
areas' citizens; and
WHEREAS, it is the public's interest to ensure these lands be held for public use; and
WHEREAS, for nearly 30 years, the status of these lands has been in question and under
the cloud of litigation; and
WHEREAS, it is apparent that it will be some time before a final resolution or settlement of
the litigation will take place; and
WHEREAS, the final status and ownership of the land is in question and continues to inhibit
the rational growth for the area's citizens; and
WHEREAS, Leisnoi Inc. has offered to sell the public interest parcels to the public; and
WHEREAS, this resolution is not to be interpreted as a request for, nor an endorsement of,
political or legislative intervention into the Stratman /Leisnoi litigation;
NOW, THEREFORE, BE IT RESOLVED BY THE KODIAK ISLAND BOROUGH ASSEMBLY that
the Borough Manager is directed to participate in ongoing negotiations that will result in public
acquisition of these parcels and to report to the Assembly for further action and a public
interest finding and policy regarding this transaction in a timely manner.
