A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
SUPPORTING THE RECOMMENDATIONS THAT IMPORTS OF
CHILEAN FARMED SALMON BE REST

PRIMARY SALMON HARVEST SEASON OF JUNE THROUGH SEPTEMBER
WHEREAS, Chile is now the world leader in farmed salmon production and there is
enormous potential to continue this growth; and
WHEREAS, the Chilean salmon industry grows salmon without the concerns and
expense of environmental protection in Chilean coastal waters and is subsidized and
operates with cheap labor; and
WHEREAS, Chilean salmon farmers can supply farmed salmon year around where
Alaskan salmon harvesters have only four months to provide the freshness that
American consumers have become accustomed to; and
WHEREAS, the flood of Chilean salmon imports has driven down the prices paid for
wild Alaska salmon and has had a severe economic impact in many Alaskan
communities because of predatory pricing and wholesale dumping; and
WHEREAS, Chilean salmon imports for the third quarter nearly doubled over
production levels during their second and fourth quarters; and
WHEREAS, the rate of increase in production for the third quarter of Chilean salmon
imports is more than double the rate of other farmed salmon producers in the third
quarter; and
WHEREAS, Alaska salmon is harvested by independent fishermen and processing
plants that operate with resident labor forces, expensive utilities, and fisheries
dependent economies in remote Alaskan communities; and
WHEREAS, the United States and Chile are attempting to reach a free trade
agreement by the end of December as the flood of Chilean salmon imports has
impacted our markets both in the United States and in Japan; and
NOW, THEREFORE, BE IT RESOLVED BY THE KODIAK ISLAND BOROUGH ASSEMBLY
that the Kodiak Island Borough Assembly supports the recommendations that imports
of Chilean farmed salmon be restricted during Alaska's primary salmon harvest season
of June through September.
