2001-40 USCG Operational ReadinessKODIAK ISLAND BOROUGH RESOLUTION NO. 2001 -40 OF THE UNITED STATES COAST GUARD Introduced by: Mayor LeDoux Requested by: Mayor LeDoux Introduced: 09/20/2001 Adopted: 09/20/2001 A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY URGING THE UNITED STATES CONGRESS TO FULLY FUND THE • ; . • , , , . / , 1 , • es WHEREAS, the United States Coast Guard has the largest base in the Nation in Kodiak, Alaska; and WHEREAS, Kodiak is a strategically vital location in the Gulf of Alaska, which was fortified during World War II; and WHEREAS, Kodiak is involved in an active fishing industry and dependant upon the search and rescue mission of the U.S. Coast Guard; and WHEREAS,the United States Coast Guard has used its discretionary law enforcement capabilities to monitor and enforce foreign fishing in United States waters; and WHEREAS, the 2002 budget for the United States Coast Guard is currently working through the committee process; and WHEREAS, the budget being considered would mean that the Coast Guard would have to reconsider each facility based upon funds available and needs; and WHEREAS, there will be loss of one C130 and on H65 helicopter at the Air Station in Kodiak, Alaska, with the resulting loss of 69 billets; and WHEREAS, this loss will result in a fifty percent reduction of the current law enforcement efforts; and WHEREAS, the United States Coast Guard's operating goals of safety, natural resource protection, mobility, maritime security, and national defense enable it to touch everyone in the nation; and WHEREAS, the United States Coast Guard serves as a global model of efficient military multi- mission maritime service for the emerging coast guard organizations of the world helps friendly countries to become positive forces or peace and stability, which promotes democracy and the rule of law; and Kodiak Island Borough, Alaska Resolution No. 2001 -40 Page 1 of 2 WHEREAS, the United States Coast Guard military structure, law enforcement authority, humanitarian functions makes it a unique arm of national security and enables it to support broad national goals; NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough urges the United States Congress to fully fund the United States Coast Guard's budget for its operational readiness and recapitalization requirements to ensure that Coast Guard bases such as the one in Kodiak, Alaska, remain ready to protect and preserve not only the fishing community of this island community, but the greater national security and well being.
