A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY STATING THE KODIAK ISLAND
BOROUGH'S POSITION REGARDING THE ALTERNATIVES PRESENTED IN THE NATIONAL MARINE
FISHERIES SERVICE'S DRAFT PROGRAMMATIC SUPPLEMENTARY ENVIRONMENTAL IMPACT
WHEREAS, the Kodiak Island Borough commissioned a study of the socio- economic effects on the
Kodiak Island Borough economy from the alternatives presented in the National Marine Fisheries Service's
Draft Programmatic Supplementary Environmental Impact Statement on Groundfish Fisheries (DPSEIS);
and
WHEREAS, the McDowell Group has conducted a comprehensive study of the Kodiak Island Borough
economy in order to determine the effects on the local economy from each of the alternatives presented
in the DPSEIS and issued a report of their conclusions; and
WHEREAS, alternatives 2.1, 2.2, and 3 will have severe impacts on the Kodiak economy as recognized
in the DPSEIS which states that the DPSEIS conclusions are "likely to understate the negative impact"
from these alternatives; and
WHEREAS, although alternatives 4 and 5 show relatively low economic impacts, they would most likely
lead to further regulations which could have much greater negative impacts on the Kodiak economy; and
WHEREAS, although alternative 6.1 has some short term economic benefits and alternative 6.2 would
have significant positive economic benefits, both alternatives are untested and vague and it is unlikely that
there would be any increase in the Total Allowable Catch assumed in alternative 6.2; and
WHEREAS, the McDowell Group has concluded that alternative 1 is the best fisheries conservation and
management alternative and it has been proven to satisfy the marine conservation requirements of the
Magnusen /Stevens Act;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT:

Based on the McDowell Group report we hereby find and recommend that the National
Marine Fisheries Service adopt alternative 1 in the DPSEIS as the most rational, reliable, and
least destructive alternative, and in the best interests of the Kodiak Island Borough.
